HomeMy WebLinkAboutDocuments City of College Station Building and Standards Commission Staff Report Item: Public hearing and consideration of a report from the Building Official concerning a structure located at 1201/1203 Georgia Street (Lot 7, Block 10, McCulloch Addition, Brazos County, Texas). Item Summary: This case involves a vacant duplex that is open to the public due to numerous broken and/or missing windows. Due to these conditions and the fact that the structure is in a general state of disrepair, staff recommends that the structure be declared unsafe and ordered secured from unauthorized entry within 30 days. Item background: Staff performed an inspection of the premises on 19 November 2002 and documented several violations of the International Property Maintenance Code (see attached). The utility billing department verified that the structure is not currently connected to city utilities. An inspection of the premises revealed that there is probable cause to conclude that the structure is unsafe. A title report issued 1 November 2002 states that the title appears to be vested in Indymac Bank,F.S.B. The Brazos County tax roll lists the land market value for this property at $9,000.00 and the improvement value at $41,100.00 Staff recommendation: Staff recommends that the structure be declared unsafe and ordered secured against unauthorized entry within 30 days pursuant to Chapter 3, Section 1(G) 8(a), College Station Code of Ordinances. 19 November 2002 The following is a list of code violations for the duplex located at 1201/1203 Georgia Street (Lot 7, Block 10, McCulloch Addition, Brazos County, Texas). These violations were documented as a result of an inspection performed on 19 November 2002. 1. Sanitary facilities (sinks, lavatories, tubs, showers, and water closets) are not connected to an operational water source, in violation of the 2000 International Property Maintenance Code. 2. Required plumbing fixtures are not connected to an operational water heater capable of providing adequate hot water, in violation of the 2000 International Property Maintenance Code. 3. Electrical outlets, fixtures, and receptacles are not properly connected to a source of electrical power, in violation of the 2000 International Property Maintenance Code. 4. Windows are damaged so that the building envelope is not weathertight, in violation of the 2000 International Property Maintenance Code. 5. The structure has not been maintained in a sanitary condition, in violation of the 2000 International Property Maintenance Code. 6. The structure does not have adequate heating facilities, in violation of the 2000 International Property Maintenance Code. 7. The cooking equipment is not connected to a power source, in violation of the 2000 International Property Maintenance Code. 8. The structure does not have operable smoke detectors, in violation of the 2000 International Property Maintenance Code. The purpose of this meeting will be to hold a public hearing on the condition of the structure located at the above referenced address. A title report dated 23 October 2002 indicates that the title for said property appears to be vested in Indymac Bank, F.S.B. At the public hearing the owner(s)will have the burden of proof to demonstrate the scope of any work that may be required to bring the structure into compliance with City Ordinances and the time it will take to reasonably perform such work. The commission will determine by majority vote if the structure at the above referenced address is unsafe within the terms of the ordinance. If the Commission determines that the structure is unsafe, staff will recommend to the Commission that the structure be ordered vacated and secured. If the owner(s)refuse to comply with the Commission's order,the City of College Station may perform the work required to abate any violations and charge the expense to the property owner(s). Such charges shall include,but not be limited to: photography,publication, title search,attorney's fees and labor and equipment to secure the structure. I have attached a description of violations of municipal standards present in the structure for your information.
