AGENDA ITEM NUMBER 5: Public hearing for the consideration and possible action of Variance 01-788 to request modification to Section 503.4 of the 1994 Standard Building Code. The applicant is Paul Kul!man. Construction Board of Adjustments and Appeals Staff Report Item: Public hearing and consideration of Variance case # 01-788. A request to modify Section 503.4, 1994 Standard Building Code. Item Background: The applicant met with building department staff to discuss the proposed site plan for the new HEB grocery store to be constructed at the corner of Texas Ave. South and Holleman Drive. During the meeting, it was noted that the proposed building area exceeds the maximum area allowed by table 500, 1994 Standard Building Code. In order to take advantage of the area increase provisions in section 503.4, the structure must have a 60' clear open space on all sides. The site plan indicated that a portion of the rear wall adjacent to the new city water tower location will only have a separation of 31' to 58' feet from the common property line. After further discussion, the applicant decided to seek a variance to the code requirement. Applicable Code Section(s): 503.4, 1994 Standard Building Code— The area of a one story building of Group M occupancy shall not be limited provided the building is equipped with an automatic sprinkler system throughout and is surrounded on all sides by a permanent open space of not less than 60 feet. Staff recommendation: Approval, for the following reasons: The 60' clear open space requirement is intended to provide fire department access to the structure in question and to prevent conflagration. The site plan indicates that the city required minimum fire lane access will be provided at the back of the structure. The exterior walls will be six inch thick, tilt-up concrete construction, which should provide a minimum of a two-hour fire resistance rating. Construction Board of Adjustments and Appeals Staff Report Item: Public hearing and consideration of a recommendation to the City Council to adopt the 2000 International Fuel Gas Code. Policy Issue Statement: Health and public Safety—Citizens benefit from available health and human services in a reasonably safe and secure environment. Item background: The City of College Station is currently operating under the 1994 Edition of the Standard Fuel Gas Code. In 1994, the publisher of the Standard Fuel Gas Code (SBCCI)joined the two other model code groups and formed the International Code Council (ICC). The ultimate goal of ICC was to publish a single set of codes that could be adopted and enforced by any community in the country. In May of 2000, that goal was accomplished with the release of the first complete set of national model codes designed to replace the regional codes of the past. The development of this new family of codes represents the first time in history that the three model code organizations have joined in a cooperative effort of this magnitude. Adoption of the 2000 International Fuel Gas Code will place the City of College Station in a position to accept the latest construction techniques and materials.
