VARIANCE REQUEST
The following specific variation from the ordinance is requested:
City of College Station Building Regulations, Chapter 3, revisions to 1994 Standard Building
Code requires all structures exceeding 15,000sf and all structures exceeding 2 stories in height
to have an approved sprinkler system. We propose to install a wet standpipe system
instead of an automatic sprinkler system.
This variance is necessary due to the following special conditions:
The Standard Building Code does not require a sprinkler system for an open parking garage.
"Open Parking Garage" having special requirements that are met w/the design of the building.
With the TAMU parking garages being an example for many aspects of the Northgate garage design,
they do not have automatic sprinkler systems, only dry systemp. We have exceeded this
w/the use of a wet standpipe system. Building is made of non eombusti5Te- materials-.
The unnecessary hardship (s) involved by meeting the provisions of the ordinance other than financial hardship is/are:
Located in the Northgate area and expecting a large usage of the building by bar patrons,
vandalism is of major concern. The potential for the small pipes freezing in the winter is
also a concern. A higher level of maintenance is also required.
The following alternatives to the requested variance are possible:
A fully automatic fire suppression system could be installed at additional cost and with a
higher risk of vandalism. A dry standpipe system, similar to the TAMU garages, could be
utilized.
This variance will not be contrary to the public interest by virtue of the following facts:
The wet standpipe system provides fire department valves at each stair well (all 4 levels)
and 3 at the interior of each level. Fire extinguishers are also provided w/a maximum of
50'-x0"sof travel from any point in the building to a fire extinguisher. Being a city owned
and operated building, $350,000 in tax payers money could be saved and used for other purposes,
-not including maintenance

The Fire Department supports the variance to the sprinkler system for the parking garage if the following
conditions are required for approval.
1. The owner installs a wet standpipe system connected to the city water distribution system with an
approved backflow prevention device.
2. The owner installs 2A, 10BC extinguishers within 50 feet of travel from any point in the garage,and
installs a 40 BC extinguisher at each standpipe connection.
3. The owner installs an additional 1.5"valve or 2.5"valve reduced to a 1.5"connection at each
standpipe location.
