We are asking for six feet for several reasons: The level will permit the director to see the stage and the orchestra without any obstacles. (If the level is more, the director will have to be raised to see the stage and it will not be as practical in communicating with the orchestra. > The six foot level will allow the sound of the orchestra to be heard more effectively. If level is deeper, the sound will be more muffled. In working with other schools that have orchestra pits, they tend to be at a six foot level and the schools with deeper pits tend to use them for storage because the area is not suitable or they have raised the level of the floor to six foot or less for performances. At the six foot level, the stairs will not take up much room and the more of the area can be used for orchestra. At the seven foot level, the stairs must be longer and we lose area for orchestra seating. For our purposes of accompaniment from the orchestra pit, being able to see and communicate to those on stage and in the pit, instruments being able to sound their best from the pit, and the safety of not having to install a false floor or use a extra equipment so the director can communicate with the orchestra and the stage, we as a department ask for the depth of the orchestra pit be six foot from floor to ceiling (or bottom of the stage). Corridors, bathrooms, toilet rooms, kitchens, storage rooms and laundry rooms shall be permitted to have a ceiling height of not less than 7 ft(2134 mm). 1203.2.2 If any room in a building has a sloping ceiling, the prescribed ceiling height for the room is required in only one-half the area thereof. No portion of the room measuring less than 5 ft (1524 mm) frcdn the finished floor to the finished ceiling shall be included in any computation of the minimum area thereof. 1203.2.3 If any room has a furred ceiling, the prescribed ceiling height is required in one-third of the area thereof, but in no case shall the height of the furred ceiling be less than 7 ft(2134 mm). 1203.2.4 Every dwelling unit shall have at least one room which shall have not less than 150 sq ft (13.9 m2) of the net floor area. Other habitable rooms except kitchens shall have a net floor area of not less than 70 sq ft (6.5 m2). 1203.2.5 No habitable room other than a kitchen shall be less than 7 ft (2134 mm) in any dimension. 1203.3 Alcoves 1203.3.1 An alcove opening off a habitable room may be included as part of that room in determining the window area required, provided that a portion of the common wall between the habitable room and the alcove is open and unobstructed. 1203.3.2 For the purpose of determining light and ventilation requirements, any room may be considered as a portion of an adjoining room when one- half of the area of the common wall is open and unobstructed and provides an opening of not less than one-tenth of the floor area of the interior room or 25 sq ft(2.3 m2),whichever is greater. Volk, Development Coordinator SUBJECT: Arbors at Wolf Pen Creek Apartment Complex Early this year I was contacted by the project manager of the Arbors apartment complex with a request for help in resolving what was an expensive and time consuming requirement. He had been notified by the Building inspection people following an inspection of several of their buildings which were under construction, of the need for floor drains in the laundry room. At the time of the inspection, the inspector was aware that the building plans for the complex had been reviewed under the 1991 building code but that the 1994 building code had been adopted since then, so he was not overly concerned about this apparent discrepancy between what was required under the new code and what had been required under the previous code. However, upon returning to the office he looked in the 1991 code book and discovered that the requirement of a floor drain in every laundry room was not just a requirement of the new 1994 code, but had been a requirement of the 1991 code as well, but that Building staff had not been enforcing that requirement because they were not aware of 4. Acting Building Official Carl Warren, his supervisor City Planner Jane Kee and I met with Development Services Director Jim Callaway to discuss how best to address this problem, and the decision was reached to grant an "administrative variance"to this apparent code violation. We reached this decision because the reality of the situation was that every apartment in town which had been built under the 1991 Standard Plumbing Code had been granted a variance simply because inadvertently, staff had not enforced the codes as adopted by the City. It did not seem equitable for enforcement to begin with this project, especially after plans had been approved and permits issued. The building staff is now checking for this item in any new projects being built, and will continue to do so unless the code is amended and the ordinance is changed.
