ACROFIT will permit the remodeling work with the City of College Station through J,L. Derby Construction with all plans shown, including a fire protection sprinkler system. ACROFIT and J.L. Derby Construction offer this plan to the City pending a variance hearing with the Construction Board of Adjustments and Appeals regarding the necessity of a 'sprinkled system". ACROFIT request a temporary electrical hook-up from the City of College Station to aid in Its remodeling efforts. ACROFIT has contracted with Standard Automatic Fire Enterprises, Inc. of College Station to design and install a fire protection sprinkler system pending the outcome ome said variance hearing. ACROFIT will also supply the necessary Civil Engineering ork performed in this regard. ACROFIT will at the earliest date, but no later than June 9. 1994, supply the City of College Station with a complete set of remodeling plans including all necessary or required engineering specifications on the fire protection sprinkler system. It is our understanding that should ACROFIT receive the variance waiver at such hearing, the designed fire protection sprinkler system will not be needed and the remainder of the building permit will stand as designed. It is our understanding that should ACROFIT not receive the variance waiver at such hearing,installation of the fire protection sprinkler system will begin within two weeks of said hearing. Standard Automatic Fire Enterprises. Inc. estimates the installation time for the fire protection sprinkler system could be completed within 3 to 4 weeks from beginning of installation. Derby Construction Company, ACROFIT Gymnastics applied for a permit to expand its College Station gym to a total of 7,500 square feet. It is our understanding that the building permit was delayed since ACROFIT's business classification was considered by the City of College Station as an "Assembly" business. The city recommended the installation of a fire sprinkler system to meet the Assembly building codes. ACROFIT is proud of our record of providing and maintaining a safe environment for our students to learn and work. We ask for your consideration of the following facts as you review our existing building plan: 1 . Number of People: ACROFIT averages approximately 35 to 40 students, coaches and parents during our busiest instruction hours. Once, in the last eighteen months, a special event drew approximately 60 people. Section 404.2.1 defines "Small Assembly" as places of public assembly with or without a legitimate stage having a capacity of 100 or more persons but having a capacity less than designated for Large Assembly. By doubling our lease space, ACROFIT cannot "double" our student numbers. The 35 to 40 average mentioned above, will be maintained. 2. Location Existing fire hydrants: There ae presently two existing fire hydrants located within 100 feet of the lease space. The back parking lot has a fire hydrant within 60 feet of the back exit door and the front parking lot has a fire hydrant within 100 feet of the front exit doors. 3. Existing exit doors_ The 7500 feet lease space has a total of six door exits at this time. (four doors existing the front and two doors exiting the back wall) 4. Equipment layout: The layout of the gym equipment creates an "open" air atmosphere within the gym whereby there are no barriers to block the exit path of our students or parents in case of an emergency. :�.. Equipment type: The fire rated gymnastics equipment utilized by ACROFIT meets and surpasses the special fire codes for the State of California. A copy of these specifications are included for you review. 6. Rebuilding of dividing wall: Upon ACROFIT's abandonment of the 7500 lease space, ACROFIT would be willing to contract with the City of College Station to replace the two hour fire wall separating the two existing spaces being demolished at this time. We are attempting to complete this construction by June 1, so we may begin our scheduled activities with the school break. Applicable Ordinances: Ordinance 1919 in Section 901.8.7 of the adopted 1991 edition of the Standard Building Code. Staff Comments: Minimum occupancy content is based upon the size of the building and the actual maximum amount of persons at any given time. This occupancy content is not allowed to be increased above the calculated level of occupancy load. Educational occupancies above the 12th grade are classified as business occupancies, also buildings used for assembly purposes with less than 100 persons are classified as Group B Business occupancies. The hundred person allowance is dependent upon the occupant content allowable for the total gross square footage of the building for that given occupancy. Group E occupancies usage are for the building use or any portion by six or more persons at any one time for educational purposes through the 12th grade for the dissemination of knowledge or giving of an instructional nature. Gathering of 100 or more persons in one room or given area shall be classified as a Group A Assembly occupancy. Occupancy content is listed below for the possible following occupancy classifications: Occupant Load Group A Assembly 7111 square feet 15 net 474 Group B Business 7612 square feet 100 gross 77 Group E Educational 7111 square feet 50 net 142 Should this building be classified as educational or business then the fire wall separation would be required at both intersecting walls to remain intact separating the occupancies. Fire wall separations are (4) four hour rated walls. This separation allows the Acrofit gymnasium to be treated as a building within a building complex. Tenant separation between all other occupancies of this complex are required. It is the expressed opinion by other professional Building Officials, Standard Building Code and myself that the most definable classification for this proposed occupancy is as a Small Assembly. Existing local Building Code amendment 1919, Section 901.8.6 is the prohibitory document which disallows this occupancy from not having to be sprinkled. As described in the diagram, it is shown that the Acrofit occupancy is enclosed within the fire walls on both end walls. As a Small Assembly occupancy, Table 400 of the Standard Building Code allows 12,000 square feet and applicable area modifications to be calculated for the total unsprinklered area. Calculations are as follows for a Small Assembly classification: As per Section 402.3.2 402.3.3 I=4/3 [100 (F/P - .25)] I= 1.33 X 28.3 = 37.68% Increase over unsprinklered area of Table 400 allowance 12,000 square feet X 37.68% 4,522 square feet +12,000 16,522 square feet 402.4.4 If sloped ramps were present then an extra 50% of unsprinklered area above the previous modification allowances are applicable as per Table 400 12,000 square feet X 50% 6,000 square feet + 16,522 square feet 22,522 square feet Total allowed floor space without requiring to be sprinkled Twenty- two thousand five hundred and seventeen square feet could be allowed without sprinkling as per Standard Building Code with applicable area modifications included. I would ask the Board to consider the variance of the local amendment which requires sprinklering, instead of providing for the variance of another occupancy classification. Our Building Code is a widely used and accepted model which has proven through the years to be an effective and demonstrative document for providing safety to both property and life. Section 901.8.6 requires a sprinkler system for Group A Assembly occupancies (except churches) when the total square footage exceeds five thousand (5,000) square feet. The applicant states 35-40 occupants are an average occupant content. Occupant content and load is calculated from the building size not from the amount using the structure. Re- construction was presumably initiated without a building permit being issued.
