COMPLETE THE FOLLOWING FOR A VARIANCE REQUEST
The following specific variation from the ordinance is requested.
It be allowed to re-install total electric heat and/ air conditioning-
to replace in burned units.
This variance is necessary due to the following special conditions.
The framing and structural integrity of the building will not have to be
changed to install heat pumps in the six affected units out of a buildiing
of twenty units.
The following alternatives to the requested variance are possible.
Relocating the air handling unit from above the bathtub, change design
of wall, or eliminate entry closet to allow air handler and return air.
This variance will not be contrary to the public interest by virtue of the following
facts: The building variance is requested in an apartment building that has
twenty units in it. The fire only affected six units.

re: Oakwood Apartment's Variance
Last week I was brought into the loop concerning the heating and cooling
requirements for the rehab of Oakwood Apartments. Bert Bunton and Total
Comfort are concerned about the additional costs of replacing an air conditioner
/ electric heating system with a heat pump in several units that were recently
damaged by fire.
According to the 1988 edition of the College Station Residential Energy
Compliance Code Section 4.7.2, "components replaced must meet applicable
requirements listed ..." Section 4.3.3 states that "Heat Pumps are required by
this chapter of the Energy Compliance Code for electrically heated buildings
which have over 500 square feet of floor area". (It is my understanding that the
rehabbed units are over 600 square feet each.) Furthermore, Section 4.3.2
states that the heat pump's HSPF must be 6.6 or greater.
Mr. Bunton's concern is one of construction costs. Similarly, the Energy
Compliance Code was written to protect the energy costs of the end user and
electrical demand costs of the City. In a section of the back-up material for the
Energy Compliance Code a comparison is made of energy use and the effects of
the total implementation of the code. It states, "The cost of these measures is
estimated to be $1200 - $1600 for a 900 SF apartment unit, with annual energy
savings of $718 ..."
Should a variance be considered for this opportunity, I would hope that the spirit
of the Energy Compliance Code be remembered and the energy costs of the
end user and City be considered.

Staff Comments: The 1988 College Station Residential Energy Code,
covering replacement and additions, states in Section 7.2 that
."Components replaced must meet applicable requirements listed; the entire
system need not be brought into compliance when a single component is
replaced."
There are 20 units in this building. Fourteen units would still have the old
style, high energy-using electric heat and air conditioning units.
Applicant would like to rebuild burned-out units to exact floor plan as before
the fire. He reports the required heat pump will not fit into the same size
area, and would require a reduction in the size of the usable floor space.
