COMPLETE THE FOLLOWING FOR A VARIANCE REQUEST
The following specific variation from the ordinance is requested.
Allow the addition of a two story classroom building adjacent to the existing
church facility. The new additions shall be Type II Construction.
This variance is necessary due to the following special conditions.
Limited site area prohibits one story expansion.
The following alternatives to the requested variance are possible.
A four hour fire wall could be constructed in the existing building which would
divide the existing building into two buildings, one at 23,320 s.f. and one at

20.325 s.f.
This variance will not be contrary to the public interest by virtue of the following
facts: The existing building currently has a two hour seperation between assembly
and Sunday School space which is not required by Section 403.1. New construction
includes two additional exits in the existing building and the addition of two
fire hydrants for safety purposes. The new addition will be Type II Construction
seperated from the existing building with a four hour fire wall. The new and
existing facility will both have a fire sprinkler system.
The facts stated by me in this application are true and correct to the best of my knowledge.

Zoning of Property: R-5 with Conditional Use Permit.
Action Requested: A variance allowing for the addition of a of Type II
construction to the existing Type IV building. The Type II section of
the building is to have two stories which is a violation of the original
special area modification allowed by section 400.
Applicable Ordinances: The variance is requested to ordinance #1919 of
the City of College Station Code of Ordinances Chapter #3 Appendix #1
the 1991 Standard Building Code section 402.4.3.
This Occupancy Area Modification allows a building of unlimited area if it
meets the following seven criteria: (1.) Must be a Group A - Assembly
Occupancy without a working stage. (2.) Must be a one story building.
(3.) Must be Type III, IV, IV - one hour, or V - one hour. (4.) Must be
provided with an approved sprinkler system. (5.) Must be provided
with 60 foot horizontal separation on all side's. (6.) The assembly floor
is within 21 inches of street or grade level. The exit discharge is
provided with ramps to grades which have a maximum slope of 1:10.
The new structure would meet all of the above requirements except #2
and #3. The addition would be two story and be of Type II
construction.

Staff Comments: The Standard Building Code allows special occupancies
area modifications under section 402.4. These modifications are based on
code user experience and the associated fire load for those occupancies.
They are designed to provide a certain amount of balance in the use
and fire protection allotted for occupancies.
The change of any of the requirements of the of the area modification
tips the balance of public safety and lessens its effectiveness. The use
of four hour rated fire walls to break this building into smaller areas
allowing the smaller areas to comply with the areas of Table 400 would
be a better solution to the problem. However, if some added protection
could be provided to make up for the loss in protection that will be
incurred by the allowance of the variance. There must be some
concession to maintain the level of protection.

NOTICE OF PUBLIC HEARING
The College Station Construction Board of Adjustments and Appeals will hold a
public hearing to consider a variance request by Holster & Associates, Inc. for
the following property:
Tract F in the Southwood Valley Section 30 Subdivision, zoned R-5,
Apartment/Medium Density with a Conditional Use
The hearing will be held in the Council Room of the College Station City Hall,
1101 Texas Avenue at 4:00 p.m. meeting of the Board on Thursday, October
21, 1993.
