order to keep the original doors in tact
This variance is necessary due to the following specI.a(
condTit ions.
This office building was the first private medical facility built in
City of College Station and was named the College Station Medical Center.
The building was designed by Dr. Ernest Langford of Texas A&M College,
and the building construction, begun in 1.940, was overseen by Dr. T. 0.
Walton, Sr., Dr. T. T. Walton, Sr., and Dr. T. 0. Walton, Jr. The building
was constructed Of reinforced steel, concrete, plaster, and marble tile
floors, all materials that are extremely slow to burn(concrete and tile).
The foundation of the building was designed and constructed with extra
strength and reinforcement, a slab foundation on driven piles down to
twenty feet to a layer of shell, in order to provide the foundation necessary
to support a second story; the building was planned with the future growth
of the city of College Station in mind and to provide a future site for a
hospital. The live oak trees that are still growing there were planted in
1941 by Dr. T.O. Walton, Jr. and his father, Dr. T.O. Walton, Sr., who was

1941, Dr. T.O. Walton, Jr., opened his offices on site in the College
Station Medical Center in 1941. Up until that time all medical care and
9ncdicai care facilities were located in Bryan with Doctors Wilkerson. T. T.
Walton, Sr., and T. O. Walton, Jr., working at the Bryan clinic.
The City of College Station has provided the owners with a list of
requirements needed to meet the current building code. The owners have
agreed to these actions, indaadlug meeting the American Disabilities Act
requirements, except for the two variances requested in this application.
According to the 1991 building code, the length of the hallway is
greater than allowed; therefore, this would necessitate the construction of
an exit at the rear of the bilding. In addition, the building does have two
side cxits(please see architectural plans), each opening to either side of the
building. This hallway ru€rns perpendicular dicula.r in the inaiu hallway
approximately halfway betweenthe front and the rear of the building.
Requiring an additional exit to be built in the building in order to
meet the code guidelines would necessitate using present office space to
accommodate this addition thereby reducing the amount of square footage
available for office use. This additional exit would also change the
historical integrity of the design of the building. Application to the Texas
Historical Commission for a Texas Historical Marker is being made with
the assistance of Professor David Woodcock. According to the "Criteria
for Recorded Texas Historic Landmarks" published by the Texas
Historical commissioned(see enclosure), the following items have been
determined to be detrimental to a good restoration project, and are
therefore not recommended by the State Marker Committee:
4. Unsympathetic replacement of mortar on brick
or stone buildings.
S. Sandblasting.
6. Removal of architectural features.
8. Major additions to the building that detract
from the primary facade or that are made to
appear as part of the original plan.
12. Alterations of steps, skirting, or porch foundations.
These standards were adopted by the State Marker Committee from the
Secretary of the Interior's "Standards for Rehabilitation". Therefore,
requiring that a rear exit be added to the existing building would affect
the historical integrity, identity, and value of this building as the first
medical facility of its kind in the City of College Station.
In addition, this building was constructed before air conditioning.
Therefore, the system used for cooling was very simple. 411 rooms had
windows which opened to the outside, with each room having at least one
large ceiling fan and sometimes two, and each room had doors with louvers
at the base of each door to encourage circulation of cool air. These inside
doors were part Of the cooling system and part of the physical character
that made this building an historical example of offices of that era and
especially particular to medical facilities of the time. In an effort to keep
the historical integrity and historical identity .d the building in tact, these
two variances arc eiff requested,

Action Requested: A variance allowing for the continued use of this building in its
original design. This requires variances to the requirement for a twenty (20) foot
maximum travel distance in a dead-end corridor and twenty (20) minute rated doors in all
exit access corridor openings.
Applicable Ordinances: The variance is requested to ordinance #1919 of the City of College
Station Code of Ordinances Chapter #3 Appendix #1 the 1991 Standard Building Code Table
1104 - Travel Distance, Dead End Length, Exit and Means of Egress Width and Table 700 -
Minimum Fire Resistance of Walls, Partitions and Opening Protectives.
Under Group B - Business occupancies in Table 1104 the maximum dead-end corridor
allowed is twenty feet. This has been a requirement of the Standard Building Code for at
least twenty (20) years; being a requirement of the 1973 code.
Table 700 requires that all exit access corridor walls be protected with twenty minute
rated doors. This requirement dates back to the 1979 code.
Staff Comments: The Standard Building Code sets forth standards for travel distance and
fire resistive protection based on fire load of the occupancy and fires resistive standards
that will provide the greatest fire protection to the occupants of the building.
In an emergency the requirement for a maximum dead-end corridor prevents an individual
from having to wander around a smoke filled building trying to find an exit. Actual
travel in a dead-end corridor is forty feet as if an individual proceeds down a dead-end
corridor to its end they must proceed up the corridor to their original location expending
valuable time in the process. Time the individual may not have.
The requirement for twenty (20) minute rated doors in exit access corridors provides
protection for the corridor. The rating of the door combined with the one (1) hour rated
walls provides a minimal amount time for an individual to escape in an emergency.
