COMPLETE THE FOLLOWING FOR A VARIANCE REQUEST
The following specific variation from the ordinance is requested.
Designation of the "Narthex" connecting the existing chapel to the new sanctuary
"foyer" rather than an "exit corridor", which requires 1-hour construction.
Request that the "Foyer" not be required to be 1-hour rated.
This variance is necessary due to the following special conditions.
Maximum visibility from the Narthex into the Sanctuary is desired. 1-hour const.
requires small wire glass panels, near-solid doors, steel frames and more frequettt
mullions and rails, inhibiting feeling of openness. Narthex could be used for over-
flow seating on special Sundays. (continued on attached page)
The following alternatives to the requested variance are possible.
1. Place wire glass in wood frames. 2. Place wire glass in wood stile and rail doors:
(wire glass is not compatible with aesthetics of a church sanctuary)
3. Wire glass installed over existing windows of Chapel. 4. Close off existing Chapel
windows, admitting no light into existing Chapel. 5. Numerous steel mullions between
Narthex and Sanctuary. 6. No glass between Narthex & Sanctuary.
This variance will not be contrary to the public interest by virtue of the following
facts: 1. Architect's interpretation is that the Narthex is a "Lobby", not requiring
1-hour construction. 2. There are five (5) means of egress from the Sanctuary, 4 of
which are through the Narthex. Two (2) of these are within 14' of the exterior, one (1)
is 3 feet from and exterior door. 3. It is very obvious in this small building where
exits are located. 4. Existing Chapel already has two add'l exits, not through Narthex.
The facts stated by me in this application are true and correct to the best of my knowledge.

Additional comments for ". . .due to the following special conditions.":
All decorative and functional trim in the Sanctuary is wood. 1-hour construction
Would require steel window and door frames in this wall. Doors would have to be
solid wood instead of glass with wood frames. The windows of the existing Chapel
are desired to be left exposed in the new Narthex. These windows are steel frame
and small glass panels, and will admit light into the Chapel from the Narthex, and
vice-versa. If the Narthex is required to have 1-hour construction, these windows
would have to be covered or replaced with wire glass in rated steel frames.

Action Requested: A variance allowing an exit access corridor to be designated as a foyer.
Thus relieving the owner from providing the necessary fire protection required by the
1991 edition of the Standard Building Code.
Applicable Ordinances: The variance is requested to ordinance #1919 of the City of College
Station Code of Ordinances Chapter #3 Appendix #5 the 1991 Standard Building Code
sections 703.3, 703.4, Table 703.4, 1105.3, 1111.4 & 1120.2. These sections require that the
central exit corridor be separated by a fire resistance rated not less than one (1) hour.
Staff Comments: The Standard building Code requires that all exit and exit access
corridors be separated from the buildings they serve by at least one (1) hour rated fire
resistance. We are asked to consider this exit way as a foyer and not require any
separation. This cannot be considered a foyer and must be considered as an exit access
corridor as it extends the entire length of the building.
In addition to being one (1) hour rated the exit corridors must extend from floor to roof
deck or from floor to one (1) hour rated ceiling; when the ceiling is one (1) hour rated
throughout the building. All openings in one (1) hour rated ceilings or walls by ductwork
must be provided with fire dampers. All door openings must be provided with twenty (20)
minute rated doors. All glass openings in doors must be protected with one-quarter (1/4)
wire glass in metal frames. Wired glass is to be limited to twelve hundred and ninety-six
(1296) square inches with no dimension greater than fifty-four (54) inches in length and
further limited to no more than twenty-five percent of the total wall area in which they
are installed.

The College Station Construction Board of Adjustments and Appeals will hold a
public hearing to consider a variance request by Chartier Newton, FAIA,
Architect of the following property:
Lots 6&7 Block 4 in the Skrivanek Addition Section 2 Subdivision, zoned
Single Family Residential with a Conditional Use
The hearing will be held in the Council Room of the College Station City Hall,
1101 Texas Avenue at 4:00 p.m. meeting of the Board on Thursday, March 4,
1993.
