1. Call to Order and Announce a Quorum is Present
With a quorum present, the Workshop of the College Station City Council was called to order by
Mayor Mooney at 4:31 p.m. on Thursday, February 23, 2017 in the Council Chambers of the City
of College Station City Hall, 1101 Texas Avenue, College Station, Texas 77840.
2. Executive Session
In accordance with the Texas Government Code §551.071-Consultation with Attorney, §551.074-
Personnel, §551.086-Competitive Matters, and §551.087-Economic Incentive Negotiation, the
College Station City Council convened into Executive Session at 4:35 p.m. on Thursday, February
23, 2017 in order to continue discussing matters pertaining to:
A. Consultation with Attorney to seek advice regarding pending or contemplated litigation;to wit:
• Kathryn A. Stever-Harper as Executrix for the Estate of John Wesley Harper v. City of
College Station and Judy Meeks; No. 15,977-PC in the County Court No. 1, Brazos
County, Texas; and
• Charlton F. Clayton v. City of College Station; Case: 4:16-cv-03485 in the US District
Court for the Southern District of Texas Houston Division.

B. Consultation with Attorney to seek legal advice; to wit:
• Legal issues related to a proposed amendment to the Biocorridor Interlocal Agreement
concerning east side sewer improvements.
C. Deliberation on the appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer; to wit:
• City Secretary
D. Deliberation on a competitive matter as that term is defined in Gov't Code Section 552.133; to
wit:
• Power Supply
E. Deliberation on financial or other incentives for a business prospect the Council seeks to have
locate, stay or expand in or near the city; to wit:
• Potential economic incentives for a business entity to participate in an extension of
Dartmouth road located near its intersection at Farm to Market Road 2818.
The Executive Session recessed at 5:35 p.m.
3. Take action, if any, on Executive Session.
No action was required from Executive Session.
4. Presentation, possible action and discussion on items listed on the consent agenda.
Item 2g was pulled from Consent for clarification.
(2g): Ben Roper, Director of Information Technology, gave a brief overview of the BerryDunn
contract and the additional project management services extending the project three to four years.
5. Presentation, possible action, and discussion on the design of a new Police Facility.
Chuck Gilman, Deputy City Manager, updated the Council on the design status of the new Police
Facility. The new facility will be 79,000 square feet and will have 202 work stations. There will
also be adequate space to accommodate training, evidence holding, dispatch, patrol, storage, etc.
The estimated project cost is $28 million. Design will be completed in 2017, followed by
advertising for construction proposals. 2018 will see the complete evaluations of the construction
proposals and award recommendations to the Council.
6. Presentation, possible action, and discussion regarding existing and potential commercial
properties in College Station and the City's role in promoting the development of such
properties.
Jennifer Prochazka, Economic Development Manager, provided an overview of the inventory of
potential sites for commercial development. She stated that one of the initiatives that the City is
currently focused on is pro-active retail recruitment. A major component of that effort is having

available property or "landing spots" for retailers. One of the challenges in attracting retailers to
College Station is the lack of"shovel ready" sites.
7. Presentation, possible action, and discussion on a proposal for a historical, cultural and
educational display in Northgate.
MOTION: Upon a motion made by Councilmember Schultz and a second by Councilmember
Rektorik, the City Council voted seven (7) for and none (0) opposed, to postpone this item to the
March 9 agenda. The motion carried unanimously.
8. Council Calendar
Council reviewed the calendar.
9. Discussion, review and possible action regarding the following meetings: Animal Shelter
Board,Annexation Task Force,Arts Council of Brazos Valley,Arts Council Sub-Cmmittee,
Audit Committee,Bicycle,Pedestrian,and Greenways Advisory Board,Bio-Corridor Board
of Adjustments, Blinn College Brazos Valley Advisory Committee, Brazos County Health

Councilmember Schultz reported on the RVP.
Councilmember Brick reported on the Transportation Committee.
Councilmember Harvell reported on the Elected Officials Conference sponsored by TML.
10. Adjournment
There being no further business, Mayor Mooney adjourned the workshop of the College Station
City Council at 7:13 p.m. on Thursday, February 23, 2017.
