Call to Order and Announce a Quorum is Present With a quorum present, the Workshop of the College Station City Council was called to order by Mayor Berry at 6:00 p.m. on Monday,November 21, 2016 in the Council Chambers of the City of College Station City Hall, 1101 Texas Avenue, College Station, Texas 77840. 2. Presentation, possible action, and discussion of Ordinance 2016-3842 of the City Council of the City of College Station,Texas,canvassing returns and declaring results of the General Election, for the purpose of electing a Mayor and a City Councilmember, Place 2, and canvassing returns and declaring results of the Special Election to fill a vacancy for the two year remainder of the unexpired term of office of Councilmember, Place 4, and the one year remainder of the unexpired term of office of Councilmember, Place 3, both held on November 8, 2016. Sherry Mashburn, City Secretary, presented the results of the election to the Mayor and Council: Mayor Karl P. Mooney 11,505 John Nichols 11,115 Councilmember, Place 2 Jerome Rektorick, unopposed 18,721 Councilmember, Place 3, unexpired Linda Harvell 12,683 Jeremy Osborne 9,426 Councilmember, Place 4, unexpired Joe R. Guerra Jr. 9,186 Barry Moore 12,661 Karl Mooney, Jerome Rektorik, Linda Harvell, and Barry Moore each received a majority of the votes cast for their respective race and were declared elected. MOTION: Upon a motion made by Councilmember Benham and a second by Councilmember Mooney, the City Council voted seven (7) for and none (0) opposed, to adopt Ordinance 2016- 3842, canvassing returns and declaring results of the General Election, for the purpose of electing a Mayor and a City Councilmember, Place 2, and canvassing returns and declaring results of the Special Election to fill a vacancy for the two year remainder of the unexpired term of office of Councilmember, Place 4, and the one year remainder of the unexpired term of office of Councilmember, Place 3, both held on November 8, 2016. The motion carried unanimously. 3. Issuance of Certificates of Election to elected Mayor and Councilmember Places 2,3, and 4; and administer Oaths of Office. Judge Spillane administered the oath of office to Jerome Rektorik,newly elected Councilmember, Place 2; Linda Harvell, newly elected councilmember, Place 3; Barry Moore, newly elected Councilmember, Place 4; and Karl Mooney, newly elected Mayor. The Workshop recessed at 6:28 p.m. for a reception honoring Nancy Berry, Mayor; Steve Aldrich, Councilmember Place 2; and John Nichols, Councilmember Place 4. The Workshop reconvened at 6:56 p.m. WKSHP112116 Minutes Page 2 4. Presentation, possible action, and discussion on items listed on the consent agenda. Item 2d was pulled from consideration. Item 2c was pulled for clarification. (2c): Billy Couch,Assistant Chief of Police,reported on the discussions with the school district regarding the School Resource Officer. 5. Council Calendar Council reviewed the calendar. 6. Presentation, possible action, and discussion on future agenda items: a Councilmember may inquire about a subject for which notice has not been given. A statement of specific factual information or the recitation of existing policy may be given. Any deliberation shall be limited to a proposal to place the subject on an agenda for a subsequent meeting. There were no future agenda items. 7. Discussion, review and possible action regarding the following meetings: Animal Shelter Board,Annexation Task Force,Arts Council of Brazos Valley,Arts Council Sub-committee, Audit Committee,Bicycle,Pedestrian, and Greenways Advisory Board,Bio-Corridor Board of Adjustments, Blinn College Brazos Valley Advisory Committee, Brazos County Health Dept., Brazos Valley Council of Governments, Bryan/College Station Chamber of Commerce, Budget and Finance Committee, BVSWMA, BVWACS, Compensation and Benefits Committee, Convention & Visitors Bureau, Design Review Board, Economic Development Committee, FBT/Texas Aggies Go to War, Historic Preservation Committee, Interfaith Dialogue Association,Intergovernmental Committee,Joint Relief Funding Review Committee, Landmark Commission, Library Board, Metropolitan Planning Organization, Parks and Recreation Board, Planning and Zoning Commission, Research Valley Partnership, Research Valley Technology Council, Regional Transportation Committee for Council of Governments, Sister Cities Association,Transportation and Mobility Committee, TAMU Student Senate, Texas Municipal League, Twin City Endowment, YMCA, Youth Advisory Council, Zoning Board of Adjustments Councilmember Brick reported on the Intergovernmental Committee and the MPO. 8. Adjournment There being no further business, Mayor Mooney adjourned the workshop of the College Station City Council at 7:03 p.m. on Monday,November 21, 2016.
