Regular Agenda Item No. 1 — Call to Order and Announce a Quorum is Present

With a quorum present, the Audit Committee of College Station was called to order by Mayor Nancy Berry at
4:30 p.m. on Thursday, November 19, 2015 in the Administrative Conference Room of the City of College
Station City Hall, 1101 Texas Avenue, College Station, Texas 77842.
Regular Agenda Item No. 2 - Presentation, possible action, and discussion of minutes for the audit
committee meeting held on October 26, 2015.
MOTION: Upon a motion made by Councilmember Mooney and a second by Councilmember Aldrich, the
Audit Committee voted three (3) for and zero (0) opposed, to approve the October 26, 2015 Audit Committee
minutes. The motion carried unanimously.
Regular Agenda Item No 3 - Presentation, possible action, and discussion regarding the streets
maintenance audit.
Ty Elliott, Internal Auditor presented the Audit Committee with the streets maintenance audit. The
recommendations will help the City's street maintenance program function more effectively and
efficiently and to address policy issues that affect city streets' useful life going forward.
1. Reinstitute skill -based for heavy equipment operators.
2. Consider increasing funding and reinstituting skill -based pay for mechanic, if city chooses to
maintain its current maintenance program strategy.
3. Conduct a Pavement Condition Analysis every three years and in-house in years in between.
4. Consider allowing contractors to take over a larger percentage of milling and overlay projects.
5. Reallocate more resources for preventative maintenance techniques, such as crack sealing, chip
sealing for asphalt roads.
6. Consider raising standards of street construction for residential streets.
7. Conduct further research into a long-term switch to concrete streets.
8. Create a dedicated fund for street maintenance.

items.
No discussion was needed.
