Regular City Council Meeting
April 14, 1977
7:00 P.M.
1. Approval of the minutes of the meetings of March 22 and March
24, 1977.
2. Hear visitors.
3. A public hearing on the question of rezoning Lots 1&2, Block 1;
Lots 1,2,16,17, Block 2; and Lots 1&2, Block 3 of the Oakwood
Addition. Rezone from Apartment District R-3 to Single Family
Residential District R-1. The action is initiated by the City
Council.
4. Consideration of an ordinance rezoning Lots 1&2, Block 1;
Lots 1,2,16,17, Block 2; and Lots 1&2, Block 3 of the Oakwood
Addition.
5. David Reed's presentation on proposed Holik Park Tract.
6. Consideration of Community Development Planner's report on
Southland Street.
7. A public hearing on a proposed revision to the Comprehensive Plan.
8. Consideration of late drinking hours request from Student Government,
Texas A&M University.
9. Discussion of revisions to residential density classifications in the
Zoning Ordinance.
11. Consiieratisn •f resolution •n Millican lam Project.

CITY OF COLLEGE STATION
PARKS AND RECREATION COMMITTEE
Tuesday, March 22, 1977
The meeting was called to order at 7:00 pm. Present were Council -
ran Larry Ringer; -Parks and Recreation Director Paul Vo jciec,hows%i j

Mary Saslow
Holik Tract Park
Louis Hodges has talked with Land and Water Conservation Fund people
and has learned that:
--any donated land can be used as matching funds for additional land.
--an official appraisal of the donated land would have to be made.
The city would solicit applicants to submit their qualifications,
and the BOR office would choose one to make the appraisal.
--the proirity of this application could be increased so that it
would be funded during the next fiscal ,year since 1) there is
threat of immediate development, and (2) there is large citizen
input in the form of the petition and pamphlet.
To do: Bill Fitch must be contacted to see what he would be
willing to do in terms of donating land --perhaps give a more expen-
sive part so that it would be worth more in matched land.
The P&R Committee thinks that this land would make a desirable park.
We must present our findings to the City Council:
--Paul should prepare topographic maps showing alternative ways to
develop the cite. For example, with a 5 acre lake, a 3 acre lake, etc.
--Each city coi nc? loran should receive a copy of the pamphlet et pre—
pared by the citizens' group.
--We need input from David Reed, our land acquisition consultant.
--There should be a slide presentation of the park as it once was.
--We need a strong presentation.
Parkland Acquisition
Will we have a referendum on Park acquisition funds? Should we
encourage petitions for more parks to convince the council and
mobilize public opinion?
Park Tour --After the April elections we should take the City Council
on a tour of present parks (and future parks?). A way to get
publicity in the newspaper.
David Reed is our new land acquisition; consultan11.--ile �,iill work
toward the July deadline for submitting a proposal to BOR.
Other Business:
Petition for a skateboard park from middle school students. Louis
will answer it, asking that they be more detailed in what a skate-
board park .would look like.
The local BOR office has si77s for physical fitness trails. We
could use them at Anderson Ridge.
Mr. Wahlberg will be back on April 12th. He must give the city
clear deed to the land required as parkland dedication. He
attempted to encumber it with a restriction that if it was not
developed within five years it would revert back to him.
Ballfields. Perhaps we need a large complex on the edge of the city.
n erson has two fields and 5 practice fields.
Pool in Thomas Park. Paul has asked that a proposal be submitted
by Lawrence Hans.
Oaks Park. Rodney Hill is assigning it as a class project. Jerry
isshon will do the engineering to see if tennis courts can be built.
Little League Park. A citizens committee of little league members
is planning the improvements stated in the Bond issue and develop-
ment is being coordinated by Paul Wojciechowski.
Civic Center. The committee has presented three or four alternate
sites to the city council. We should talk with them and discuss
the possibility of getting land on the outskirts of the city where
it is cheaper and where we could have a ballfield complex too.
We could share parking.

Dear Larry:
This letter is to confirm my resignation from the Parks
and Recreation Committee. I have both appreciated and enjoyed
having the opportunity to serve on this committee, and to work
with the other committee members, the city staff, and elected
city officials, in an effort to provide adequate park facilities
for all College Station citizens.
Due to recent increased involvement in other activities,
I have been unable to attend several committee meetings. This
of course contributes to the difficulty in obtaining a quorum
for committee meetings and detracts from the effectiveness of
the committee. I am therefore resigning so that someone who
can devote more time to the committee can be appointed in my
place.

Dear Mark:
Mayor Bravenec referred your letter of February 23 to the Parks and Recreation
Board where it was discussed at our meetings on March 22 and April 5. On be-
half of the Board let me first say that we are pleased to receive suggestions
of this type from any citizens and that you and your fellow students are to be
commended for having sufficient pride in our community to work for the correction
of what you observe as a deficiency in our park system.
Members of the Parks and Recreation Board found your petition to be interesting,
although we are not really acquainted with the needs of the skateboarders or
how to translate these into an appropriate design. We are aware of one skate-
board park in California, but we have not yet obtained a set of plans or photo-
graphs of the area. In the meantime, we would appreciate the opportunity to
confer with you and other interested members of the skateboard team. We would
like to discuss some of the following design criteria:
1. What is the desirable slope and what variation should be built into
the development?
2. What type of surfacing is most appropriate? Concrete? Asphalt? Compacted
earth? Turf? Soil Cement?
3. What is an appropriate width? Is the width of the typical sidewalk
sufficient?
4. What are the possible locations for this facility so that it will be
most accessible to potential users?
5. What are the design criteria necessary to accommodate competitive meets
(as opposed to recreational use)?
If this information can be made available to the Parks and Recreation Board, we
will ask the City staff to prepare a cost estimate so that the City Council can
consider it for inclusion in the budget. Your assistance in this matter will be
appreciated. If you (and your friends) wish to make a formal presentation to
the Parks and Recreation Board, please contact Mr. Paul Wojciechowski, Director
of Parks and Recreation at 846-1033 (Lincoln Center) or through the secretary at
City Hall (846-8886).
