February 24, 1976

1. Approval of the minutes for the meetings held Tuesday, February 10, 1976
at 7:00 P.M. and Monday, February 16, 1976 at 5:00 P.M.
2. A. Consideration of specific boundaries which will comprise a 10 acre
reserve parkland area on Southwest Parkway. (For dedication made
necessary by construction of phase developments of College Station
Apartments, Mr. Paul Wahlberg.)
B. Consideration of specific areas of the reserve tractto serve as
dedication for Phase I, Phase II, and Phase III.
3. Consideration of proposed parkland dedication adjoining Anderson Ridge
Park. Brazos Land Properties. Parkway Plaza Project Phase I.
4. Discussion of possible extension of Oaks Park.
5. Other business.
6. Adjourn.

The meeting was called to order at 7:00 pry. In attendance were
Bill Lancaster, chairman, members Olga Pearson, Louis Hodges, Fred
Bouoe, Clary Saslow, councilman Lorance Bravenac, staff Paul
lAojciechowski, Al Mayo, Neely Lewis, and visitors Paul Wahlberg,
Kelly Parker.
Mr. !�Jahlberq proposed to set up a reserve parcel of land that would
be dedicated as the development phases of his College Station Apartments
proceeded. He proposed a tract of land south of and fronting on
Southwest Parkway, and basically following the creek. The Phase III
dedication would widen to include open land for a softball diamond
on the western side of the creek. He further proposed which sections
of this tract would constitute the dedications for Phase I and Phase
II. He needed a decision on the Phase II dedication quickly so he
could proceed with construction of Phase II starting on ,"flarch 15th.
It was decided that the city planner and head of parks and recreation
would der4ins the final boundaries and size of the park needed in this
area, and what land it would like dedicated by Mr. Wahlberg.
It was further decided that the committee would view the land on
{fionday, Feb. 16, at 5 pm, and meet and make a decision on Tuesday,
Feb. 17, at 7 pm at City Hall.
Further. points discussed: A previous meeting was held concerning this
dedication, but no formal decision was made at that time, and no
proposal was mada to the Planning and Zoning Commission or to the City
Council.
Although park dedication of Phase I falls under the old dedication
ordinance, all subsequent dedications fall under the formulas of the
new ordinance.
It has always been the intent of the Council that land not subdivided
would have a parkland dedication.
All developers who dedicate land to this proposed park should share
equitably in the land cost.
!fir. Wahlbarg would consider selling land to the city for a park at
the current market value of :22,000 per acre. In the future he would
sell it at the market value current at that time.
Ultimately this 65 -acre site could contain as many as 1550 apartment
units (31 units per acre on 50 acres) and a dedicated 15 acre park.

Committee Organization: Formai meetings will be hold on the second
and fourth Tuesdays of the mon a Pm.
Agendas and agenda packs will be distributed ao later than the Friday
pre— ceeding each regular meeting.
The deadline to make the agenda will be on 5:00 pm on the Wednesday
prior to the regular meeting.
Membership: Dr. William Hoover and Kitty Mood have resigned. Olga
Pearson has been appointed. Therefore we now have the seven members
required by our bylaws. When a new mayor is elected he will appoint
committee members to two-year appointments.
Chairmanship: Bill Lancaster has written a letter of resignation
from the chairmanship to the mayor, and proposed that Louis Hodges
be appointed chairman.
Minutes: Minutes will be kept and copies sent to the Planning and
Zoning Commission and the City Council, and also kept for a record.
Mary Saslow will compile the minutes for the time being, with the
help of a tape recorder if desired.
Other Business: Mary Saslow brought up the property owned by Mrs.
S. W. Bilsing on Gilchrist Avenue. This will be put on the agenda
and discussed at our next formal meeting.
The meeting adjourned at 9:45 pm.

February 16, 1976
The meeting was called to order at 5:15 pm. Present were Hill
Lancaster, chairman, Louis Hodgss, Roger Feldman, !clary Saslow,
city councilman Lorence Hravenec, city pJANNer Al Mayo, and parks
and recreation director Paul Wo,ciechowski. The meeting took place
on land to the south of Southwest Parkway near FM 2154. The area
is a proposed park dedicated by developer Paul Wahlberg.
Those present walked the lend and considered two proposals, that
made by Mr. Wahlbsrg for tha dedication of land in a strip down
the center basically following the creak bed, and that mada by the
city at this meeting for a ten -acre reserve, with all dedications
parallel to Southwest Parkway and the tuidth of the park. (See
attached map.) In discussion it was decided that some of the land
within the reserve as proposed by the city to the Uies7 of the
creek be omitted from there and added to the 51isr side of the
creek thus gaining more flat land in one piece on the EA5 r side
of the creek.
Louis Hodges moved that the city redraw the boundaries of the ten -
acre reserve with the western boundary starting on Southwest Park-
way 75' from the center of the channal that may possibly be created
and proceeding south parallel to that channel to a point already
shn,jin on the map, and adding the area of any land omitted in this
triangle to the land on the other side of the creek. (See attached
map.) This should be prepared in time for our next regular msating
on Tuesday, February 24th. He further moved that we accept the
city's plan. ?or a ten -acre reserve and that land dedicated will
be accepted only in strips parallel to Southwest Parkway. The
motion passed.
It was decidad not to hold a meeting the next evening, Tuesday,
February 16th, as a quorum would not be available.

MEMORANDUM
TO: Parks and Recreation Committee Members

Agenda Item 2 A
At the last meeting held at the Southwest Parkway site a decision
concerning the boundary lines was tentatively set, however, Lorence Bravenec,
Louis Hodges, and myself later walked the west side of the creek and con-
cluded that it was impractical to build a ballfield on the west side of the
creek. We, therefore, recommend that we accept only a minimum amount of
land on the west side of the creek and set the majority of the 10 acre reserve
on the east side. (See enclosed proposal.)
Agenda Item 2 B
Enclosed are two proposals for which the land dedication may take place.
Because of release clauses imposed in the deed of trust for the land it may
be very difficult for Mr. Wahlberg to get a release for a large amount of
frontage with a shallow depth. The second proposal then would allow him to
give less frontage initially however it is set up so that we would receive
the best land first. I suggest we submit to him both proposals with
priorities attached.
Agenda Item 3
The parkland proposed by Brazos Land Properties offers a very good
potential to link Anderson Ridge Park to Bee Creek Park. If you get the
chance please visit the site and form an opinion on the desirability of this
parkland addition. (The major part is all in the flood plain but I believe
it is useable land and the proposed area is quite wide 250' - 400`.)
Point to Question: If we accept the small portion of parkland
proposed that will join with the new addition of Anderson Street do we
also accept an obligation to share in the cost of the street construction?
The developer seems to be under the impression that we do. I think the
committee should make it clear that this is not the case if we agree to
accept that part of the park.
Agenda Item 4
We are trying to determine the feasibility of connecting Oaks Park
to the College Hills Elementary School and Nature Trail area.
