City Council Workshop Meeting
November 15, 1973

VISITORS PRESENT: Larry Priesmeyer of Wood & Associates.
A special workshop meeting of the College Station City Council
was called to order by Mayor J. B. Hervey on Thursday, November
15, 1973 in the Conference Room.
.Agenda Item No. 1 - Swimmi~ng pool bath house bids. The following
were three bid~ '~hich were obtained by Woo~-'-& Associates,
architects, for the swimming pool bath house.
Mar Cal $77,990.00
Callaway-Rhodes $94,786.00
H & M Const. $95,272.00
These bids are higher than the original contractor's bid. Mayor
Hervey called on Assistant City Manager Bardell to give a report
regarding the trip to Austin which several city officials made in
order to obtain more funds for the building of the pool. Mr.
Bardell advised that he and City Engineer Ford, went to Austin
to the Parks & Wildlife Commission and discussed the possibility
of receiving more funds. The City was approved for $74,700 for
further development of Bee Creek Park, using $46,000 as matching
funds. After considerable discussion regarding the bath house
bids, Councilman Dale moved that the prime contractor go ahead
with his plans according to specifications without any deletions
or additions. The motion was seconded by Councilman Bonnen and
carried unanimously. Mayor Hervey asked Mr. Priesmeyer to convey
this information to Mr. J. W. Wood. Mr. Priesmeyer then advised
the council that the present drainage system would not work due to
an error in the plat which was approximately 6 feet. Wood &
Associates recommended that this be drained into a creek rather
than into the sewer system. After discussion which included the
harmfulness of the chlorine contents of the water to any existing
fish life, Mayor Hervey instructed the architects to write a letter
to the State Health Department to get their opinion on this situation.
Before the next agenda item was brought up, Mayor Hervey advised
Mr. Boswell that all City employees should comply with the Presi-
dent of the United States request regarding the 50 mile an hour

speed limit, except of course in dire emergencies such as the
police, fire, etc. Mr. Boswell stated that a memorandum would
be sent to city employees. At this time, Mr. Boswell also
advised that the city's diesel supply had been cut 10%.
Mayor Hervey then asked Mr. Boswell how the trash pick-up on
Wednesday was working out. Mr. Boswell and Bardell informed the
council that it seemed to be working real well and that sometimes
the crew would work two days a week picking up the extra trash.
The next order of business brought up before the regular agenda
items, was moving of abandoned cars off city property by Vernon
Stubblefield. It was decided that Mr. Bardell would call Mr.
Stubblefield and find out how many cars had been moved. The
council also decided that the police station dispatchers would
be instructed not to call Mr. Stubblefield's wrecking service
for accident pick-ups.
Agenda Item No. 2 - Communication from Travis Bryan requesting
city participatiOn in the purchase of a Bookmobile. After the
council and the Mayor discussed this item, Mayor Hervey asked
Mr. Bardell to call Mrs. Richardson who is the librarian, to
get some figures regarding the stops and uses.
Agenda Item No. 3 -Christmas lighting. Mr. Boswell stated that
the cit~ is ready to put up lights for the Christmas season.
He asked the council to decide whether or not they wanted the
lights on due to the energy crisis. After some discussion, and
Mr. Boswell advising that the wattage would be figured, the
council decided to go ahead and use the lights as usual.
Agenda Item No. 4 - Set date for open Hqu_se and December council
meetin, g.- Mr-~-~-Boswel1~ ad~~ed the Mayor and the council that the
~ate set for Open House would be December 14 and that the December
council meeting would be held the same day at 5-00 P.M. This
was agreeable with all members present.
Ag. enda Item No. 5 - Hotel/Mo~e~OccupancY Tax. ~Mr. Bardell was
instructed to obta~th'e statistics on how much revenue could be
expected to realize from this tax.
Other business. A discussion was held regarding signalizing of
5 different ~tersections. Two of these intersections (Bizzell
and Jersey, and 2154 and Jersey) have already been requested from
t~e Highway Department. Three other intersections (Tarrow & Univ.,
Holleman & Texas, and Southwest Parkway & Texas) will require
authorization from the Texas Highway Department which will be
sought immediately.
