SPECIAL EMERGENCY COUNCIL MEETING
CITY OF COLLEGE STATION, TEXAS
October 30, 1970
5:00 p. m.

COUNTY OF BRAZOS X
On this the 30th day of October, 1970, the City Council of the City of
College Station, Texas, convened in special session (emergency) at the regular
meeting place thereof with the following members present, to -wit:
Mayor D. A. Anderson
James H. Dozier, Councilman
Cecil B. Ryan, Councilman
Dan R. Davis, Councilman
Bill J. Cooley, Councilman
and the following absent: Councilman C. H. Ransdell and Councilman Joseph
J. McGraw, constituting a quorum, and the following proceeding was had:
Councilman Dozier introduced a Resolution and moved for
its adoption. The motion was seconded by Councilman Davis, and the
motion carrying with it the adoption of the Resolution and order prevailed by the
following vote: AYES: 5 NOES: 0

WHEREAS, the City of College Station, Texas desires to file an application
for grant with the Department of Health, Education & Welfare, of the United States of
America, through the Division of Demonstration Operations, Bureau of Solid Waste
Management, Environmental Health Service, for assistance in demonstrating new and
innovative concepts in solid waste disposal under the Solid Waste Disposal Act, Title II
of Public Law 89-272, and
WHEREAS, pursuant to Solid Waste Disposal Act (Title II of Public Law
89-272), the United States of America has authorized the making of federal assistance
to public bodies, a Research and Development Program with respect to solid waste
disposal, and
WHEREAS, the City of College Station has taken the initiative in implementing
a process whereby ground scrap rubber tires may be utilized to improve pavement per-
formance, and
WHEREAS, the City of College Station, Texas is now in a position to demonstrate
the use of said concept on a scale sufficient for proper evaluation, and
WHEREAS, the City of College Station, Texas agrees to comply with the requirements
of the Civil Rights Act of 1964 ( Public Law 88-352),
NOW, THEREFORE, be it resolved by the City Council of the City of College Station,
Texas that:
1. D. A. Anderson, Mayor, of the City of College Station, Texas, be hereby
authorized to execute and file an application for the City of College Station, Texas with
the Department of Health, Education & Welfare, of the United States of America, through
the Division of Demonstration Operations, Bureau of Solid Waste Management, Environmental
Health Service, for assistance in demonstrating new and innovative concepts in solid waste
disposal, under the Solid Waste Disposal Act, Title II of Public Law, 89-272.
2. That D. A. Anderson, Mayor, of the City of College Station, Texas, be and
is hereby authorized and directed to furnish such information as the Department of Health,
Education & Welfare of the United States of America may reasonably request in connection
with the application which is herein authorized to be filed.

A special meeting of the City Council of the City of College Station, Texas is
being called for 5:05 p. m. , October 30, 1970, to consider the following item:
Adoption of a Resolution pertaining to the City of College Station making
application for a grant to the Department of Health, Education & Welfare
( Public Health Service - Environmental Health Service) to demonstrate
the use of ground scrap rubber tires in a stress relieving interface for
improving pavement performance.

NOTICE OF SPECIAL (EMERGENCY) MEETING
OF THE GOVERNING BODY OF THE
CITY OF COLLEGE STATION, TEXAS CITY COUNCIL
Notice is hereby given that an emergency and/or urgent public necessity meeting
of the Governing Body of the above named City will be held on the 30th day of October, 1970,
at 5:05 p.m. in the City Hall, College Station, Texas, and the subject of said meeting
will be to:
Adopt a Resolution pertaining to the City of College Station making
application for a grant to the Department of Health Education & Welfare
Public Health Service - Environmental Health Service) to demonstrate
the use of ground scrap rubber tires in a stress relieving interface for
improving pavement performance.
and the fact that the subject matter of said meeting is urgently needed to maintain and
operate said City for the best interest of said City, makes it an emergency or urgent
public necessity that said meeting be held.
