Visitors present: John Haislet, Barbara C. Nelson, Tommie M. Sorenson, Mrs. H. E. Hierth, Mrs. Eugene Rush, Mrs. James R. Martin, Joseph McGraw, Genevieve McGraw, Bardin H. Nelson, Don Young, Rev. McPhearson, Francis Martin. On motion by Councilman Holt, seconded by Councilman Rhodes, the minutes of the April 19, April 24, May 1 and May 17 meetings were approved. A public hearing was called on the question of rezoning Lot 14, Block 2, Tauber Addition, from District No. 2, Second Dwelling House District, to District No. 3, Apartment House District. There being no discussion the mayor declared the public hearing closed. On motion by -Councilman Cooley, seconded by Councilman Boyett, Ordinance No. 521, an ordinance to rezone Lot 14, Block 2, Tauber Addition presently zoned as District No. 2, Second Dwelling House District, to District No. 3, Apartment House District was passed and approved. Mayor Anderson requested that action on the passage of Ordinance 523 be tabled until the next regular meeting so that the deed restrictions committee might hold an election to re-classify the Lots 1 and 2, Block 1, College Hills Estates to business area. On motion by Councilman Rhodes, seconded by Councilman Rosprim, the council voted to defer action on the passage of Ordinance No. 523 until the next regular meeting. John Haislet, Chairman of the Stewardship Finance Committee of A&M Methodist Church, Rev. McPhearson, and Don Young discussed with the council their concern of the present electric rates placed on the Methodist Church in College Station. They presented to the council a chart showing a study they made of the utility bills paid a year ago in comparison to this year's bills. They expressed the opinion that they were being required to pay an unecessary amount for electric service. John Denison, electrical consultant to the city, stated that the matter of the instal- lation of Demand Meters was discussed in great detail before passing of the Ordinance. He stated that the rates were fair and that demand meters are in use in many parts of the nation. He stated that changing the rates of the churches to a lower rate would result in an increase for other customers. On motion by Councilman Boyett, seconded by Councilman Cooley, the council voted that the rates for the churches remain as they now exist. Councilmen Rhodes and Holt voted in opposition to the motion. A tz 00.999 �2 Minutes May 22, 1967 Page 2 The mayor presented to the council a tabulation of bids for street improvements. On motion by Councilman Rhodes, seconded by Councilman Rosprim, and passed, the low bid in the amount of $106, 078.48 from Young Brothers was accepted. As part of the same motion, Ordinance No. 522 was adopted which determines assessment rates of various streets, and providing for a public hearding on the question. On motion by Councilman Holt, seconded by Councilman Cooley, the above motion was amended to change Ordinance No. 522, paragraphs 3, 4, 5, and 6, on page 2, providing for Black -Base as an alternate of the construction materials recommended in Ordinance 522, at an increased cost of $1, 020. 78. The council authorized the mayor to set a date for meeting with the Bryan City Commission, and the A&M Consolidated School Board. Francis Martin, President of the AAUW, informed the council of a study their group undertook of "The Law And The Citizen". She stated that the group found that both Bryan and College Station police salaries needed to be raised to provide better qualified policemen, and women should be used as school crossing guakds. She stated that she had received a letter from Mayor Anderson indicating that salaries of police officers were being raised. Mayor Anderson stated that the council appreciated the interest of this group in better law enforcement. Mayor Anderson read a communication from the Kindergarten Committee giving their recommendations: (1) suggested that the city adopt an ordinance that would define, regulate and require annual permits for day care centers, kindergartens, etc. ; (2) permit operation of such in present #2 residential areas; (3) and that notice be given to individuals who may now be in violation of any ordinance adopted. Bardin Nelson asked at what time the council would foresee passing an ordinance on the rezoning of land for kindergarten use. He was advised that such would be done as soon as the council could finalize revision of present Ordinance #38. On motion by Councilman Holt, seconded by Councilman Cooley, the city manager was directed to issue work b:rder.tQ Yourig:BrothersJot street improvements.
