REGULAR CITY COUNCIL MEETING
Thursday, April 23, 1981

Agenda Item No. 1 - Approval of minutes of Special City Council Meeting, Tuesday,
March 31, 1981, Workshop City Council Meeting, Wednesday, April 8, 1981, and
Regular City Council Meeting, Thursday, April 9, 1981.
Councilman Ringer stated the word accurate should have been adequate under Proposition 1,
March 31, 1981 minutes.
Councilman Ringer also pointed out a misspelled word in the Consent Agenda, of the
April 9, 1981 minutes.
Councilman Boughton pointed out that the results of the election should be included
in the minutes of the April 8, 1981 meeting.
Councilman Ringer moved approval of the minutes as corrected.
Councilman Prause seconded the motion which passed unanimously.
Agenda Item No. 2 - A public hearing on the question of rezoninK portions of a
40.79 acre tract located on the south side of Southwest Parkway East between.~
Texas Avenue and the East Bypass from Single Family District R-1 to Apartment
District R-4 and Townhouse District R-3. The application being in the m~me of
Mr. Ron Cruse.
Zoning Official Calloway presented and explained the rezoning request to the Council.
Mayor Halter opened the public hearing and asked to hear from those in favor of the
rezoning.
Ron Cruse, the applicant, explained how he planned to develop the property.
Mayor Halter asked to hear from those opposed.
Gerald Miller, 2313 Auburn Ct., stated that he would like to see R-3 passed and
the R-4 denied.
Councilman Dozier asked Mr. Miller if he owned the land would he like it to remain
as R-1.

Mr. Miller stated that an overall plan for the area should be done before any
rezoning and that the R-4 request should be denied.
Alymer Thompson, 2305 Auburn Ct., stated he would like to see a mixture of R-i,
R-2, R-3, and not all of R-4 in that area.
Councilman Dozier asked Mr. Thompson if he owned the land and was offered more money
for the R-4 land rather than R-i, would he like to see it rezoned to R-4.
Mr. Thompson stated that he could not answer the question because he has never been
in that position.
John Honea, 819 Krenek Tap Rd., stated that having R-4 next to R-1 without a
buffer would cause problems to the neighborhood.
Mayor Halter closed the public hearing.
Agenda Item No. 3 - Consideration of an ordinance rezoning portions of the above
40.79 acre tract.
Councilman Jones moved to consider the request of the R-3 request separable from the
R-4 request.
Councilman Boughton seconded the motion which passed uanimously.
Councilman Jones moved to approve the R-3 rezoning request.
Councilman Boughton seconded the motion which passed unanimously.
Councilman Ringer moved to table the R-4 request and send it back to the P&Z. He
requested that the staff study the entire area before bringing it to P&Z. He also
requested that the residents be notified prior the councils reconsideration.
Councilman Jones seconded the motion which passed as follows:
FOR: Mayor Halter, Councilmen Ringer, Jones, Boughton, Prause, Runnels
AGAINST: Councilman Dozier
Agenda Item No. 4 - CONSENT AGENDA.
Mayor Halter left the room and turned the meeting over to Mayor Pro-tem Ringer.
Councilman Runnels asked questions about the access to the proposed park on the
University Park Plat.
The plats were approved by Consent.
Agenda Item No. 5 - Consideration of an ordinance relat2n~ to homestead tax
exemptions for the elderly.
Tax Assessor-Collector/City Secretary presented and explained the homestead tax
ordinance.

Councilman Dozier asked if the $3,750.00 increase would be adequate for the 1981
year.
Councilman Dozier moved to pass the ordinance.
Councilman Runnels seconded the motion which passed unanimously with Mayor Halter
absent.
This created Ordinance 1288.
A~enda Item No. 6 - Discussion of a request by the citizens of Kyle St. to re-
discuss the renamin$ of Kyle Street.
City Engineer Ash explained that the residence of Kyle Street had presented a
petition to the Council opposing the renaming of Kyle Street.
K.R. Menefee, 306 Kyle, stated that it would cost too much money for the businesses
on Puryear to change their addresses.
Councilman Jones moved that from Highway 30 to Dominik be kept as Puryear and from
Dominik to Highway 6 be name Kyle St.
Councilman Ringer seconded the motion.
After further discussion, Councilman Ringer moved to amend the first motion by renaming
Puryear Avenue to Kyle St.
Councilman Boughton seconded the motion which was defeated by the following votes:
FOR: Mayor Halter, Councilman Jones
AGAINST: Councilman Ringer, Boughton, Dozier, Prause, Runnels
The council voted on the first motion which was defeated by the following votes:
FOR: Councilman Jones
AGAINST: Mayor Halter, Councilman Ringer, Boughton, Dozier, Prause, Runnels
Councilman Boughton moved to leave the existing Kyle Avenue as is, name the new
section of the street between Kyle Ave. and Dominik Drive to Kyle South and to
rename Puryear Drive from Dominik to Hwy. 30 (Harvey Rd.) to Kyle South effective
January 1, 1983.
Councilman Dozier seconded the motion which passed by the following votes:
FOR: Councilman Boughton, Dozier, Prause, Runnels
AGAINST: Mayor Halter, Councilman Ringer, Jones

A~enda Item No. 7 - Consideration of an ordinance abandonin~ an electrical
easement at the Oakwood Apartments tract.
City Attorney Denton presented and explained the abandonment of the electrical
easement at the Oakwood Apartments.
Councilman Dozier moved to pass the ordinance to abandon the electrical easement.
Councilman Boughton seconded the motion which passed unanimoualy.
Agenda Item No. 8 - Hear visitors.
No one spoke.
Asenda Item No. 9 - Closed session to discuss land acquistions [6252-17(f)] and
personnel [6252-17(8)].
The council moved to closed session to later open to the public.
Agenda Item No. 10 - Action on closed session.
Councilman Boughton moved to appoint Bill Hensel to the Board of Equalization.
Councilman Prause seconded the motion which passed unanimously with Councilman
Dozier absent.

Mayor Halter adjourned the meeting.
