WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, MAY 11, 1983
4:00 P.M.

Mayor Halter signed a proclamation designating May 8-15th as Foster Parent
Week.
Agenda Item No. 1 - Council Concerns.-
Councilman Reinke pointed out two pot holes located on Francis Street and
at the intersection of Ashburn and Francis Street.
Councilman McIlhaney asked City Manager Bardell if he had spoken with the
Traffic Engineer regarding the parking problems on Wolf Pen Lane.
City Manager Bardell replied that the Traffic Engineer will be posting "no
parking" signs on one side and "fire lane" and "tow away" signs on the
other.
~enda Item No. 2 - Consideration of application for City Licenses to sell
animals and/o~ fowl. (Two applicants: Pet Emporium and Animal World)
City Secretary Jones indicated that both applicants were present for
questions.
Councilman Reinke asked the owner of Pet Emporium if the problems with the
usage of particle board in cages and the odor in the mall have been taken
care of.
James Mattock, applicant, replied that he has replaced the cages and the
odor problem has decreased considerably.
Councilman McIlhaney asked how often the animals are checked.
Mr. Mattock replied that they are usually checked when an animal shows
signs of illness.

After further discussion, Councilman Boughton moved approval of both
applications for Pet Emporium and Animal World.
Councilman Anderson seconded the motion which passed unanimously.
Agenda Item No. 3 - Consideration of goals for ComPre~hensive Plans.
Mayor Halter indicated that the council will be reviewing and adopting a
comprehensive plan in stages. He suggested the council comment on various
additions and changes for the goals in the comprehensive plan.
The council discussed the "maintenance of streets", the definition of
"neighborhood", proposed major and minor arteries, and re-construction of
streets.
City Planner Mayo pointed out various wording changes that have been made
to the goals.
Councilman Reinke suggested including "cable service" under the utility
section of the goals.
The council agreed to postpone adopting the goals for the comprehensive
plan until all councilmembers are present.
~enda Item No. 3 - Reviewal of the FY 198384 Basiq_~ud~et.
Asst. City Manager/Finance Director VanDever presented the item. He
briefly reviewed each fund in the budget.
Councilman Reinke suggested that the budget be simplified for the newer
members.
The council asked various questions regarding the funding in the budget and
estimated revenues for next year. Mayor Halter stated that approval of the
basic budget is scheduled for the May 12th meeting.
Agenda Item No. 5 - Consideration of a contract for electric power purchase
in connection wit____h proposed_____~T~inity___~R?v-~ Authority Project.
City Manager Bardell requested that this item will be postponed.
Agenda Item No. 6 - Closed session to discuss pe~d~n~_~~tion
[6252-17(e)] and land_~qui~i~I6~ ~62~2i~(f)].
The council moved to closed session and later reopened to the public.
