COUNCIL MEMBERS PRESENT: Mayor Halter, Councilmen Anderson, Boughton, McIlhaney, Prause, Reinke, Runnels COUNCIL MEMBERS ABSENT: None STAFF PRESENT: City Manager Bardell, Assistant City Manager VanDever, City Attorney Locke, Capital Improvements Director Ash, City Secretary Jones, City Engineer Pullen, Fire Chief Landua, Administrative Assistant Magoon, Assistant Personnel Manager Lucas, Personnel Manager Dickson, Council Coordinator Jones STUDENT GOVT. LIAISON: Hachtman VISITORS PRESENT: See guest register. Mayor Halter asked if the Council had any objections to consider- ing Agenda Item No. 4 prior to Agenda Item No. 1. The Council concurred to reorder the agenda as suggested. A~enda Item No. 4 - Discussion of Private Capital Fundin~ for Wastewater Facilities for the Industrial Park. Director of Capital Improvements Ash presented the item. He explained that the staff had investigated several different funding approaches concerning the construction of the wastewater treatment plant proposed for "The Parks." He listed three possi- bilities for construction of the wastewater treatment plant as follows: (1) construction of a 500,000 gallon per day wastewater treatment plant to be contracted over a five year period at a cost of approximately $2,907,000.00; (2) construction of a 500,000 gallon per day wastewater treatment plant to be contracted over a ten year period at a cost of approximately $4,759,300.00; and, (3) construction of a 250,000 gallon per day wastewater treatment plant initially then after five years construct an additional 250,000 gallon per day plant to be contracted over a ten year period at a cost of approximately $5,063,000.00. He stated that if private sector funding is used to construct this facility the cost will be between seventy-five and eighty-five percent of the bond funding cost. He noted that these costs do not include chlorine or power costs. He explained that construction of approximately 8200' of eighteen-inch sewer line at a cost of approximately $400,000.00 will be necessary regardless of which alternative is chosen. 00 .621 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, OCTOBER 24, 1984 PAGE 2 Councilman Reinke asked how many dwelling units the 250,000 gal- lon per day wastewater treatment plant will service. Mr. Ed McDow, representative of Riewe and Wischmeyer, stated that the 250,000 gallon per day wastewater treatment plant will accom- modate approximately 2500 dwelling units. Councilman McIlhaney asked what type of effect industrial use would have on the wastewater treatment plant. Mr. McDow stated that the effect of industrial use on the waste- water treatment plant would be determined by the type of process- es involved in the particular industry. City Manager Bardell noted that the city has an industrial sewer ordinance, which requires pre-treatment of waste before it is re- leased into the city sewer system. Councilman McIlhaney questioned how long it will take to con- struct the wastewater treatment plant using private sector fund- ing. Director of Capital Improvements Ash stated that the plant could be operational within nine months. Councilman McIlhaney asked if non-use of the plant will cause damage to the facility. She questioned whether it would be better to wait to build the facility until more development occurs in the area. Director of Capital Improvements Ash stated that it would be difficult to bid the project and stipulate that construction begin after there is more development in the area. Mr. Mc Dow stated that the wastewater treatment plant will need to be operated and noted that some type of preventive maintenance will have to be done. He further noted that the sewer line will not be affected by non-use. Director of Capital Improvements Ash stated that the maintenance liability can be written into the contract. Mayor Halter stated that construction of the wastewater treatment plant with the use of private capital funding would be expedi- tious and could save the city money in the long run. He noted that the Industrial Park Development Council Committee had met and discussed this proposal and requested that it be brought to the full Council for consideration. 004.622 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, OCTOBER 24, 1984 PAGE 3 Councilman Anderson stated his approval of the concept. Director of Capital Improvements Ash asked which alternative the Council would like to consider. Mayor Halter asked if more that one proposal could be presented. Mr. Arnold Darrow stated that alternate proposals could be pre- sented and noted that negotiations for a privatization contract might be possible. Councilman Prause arrived at the meeting. Councilman McIlhaney asked how the private sector could construct projects such as this at a cost savings for the city and still earn a profit. Mr. Darrow explained that this is possible because of the struc- ture of the tax laws. He stated that the private sector receives tax benefits in lieu of revenues from the municipality. He fur- ther noted that the private sector yields some degree of flex- ibility which allows procurement of construction at a better rate. He pointed out that greater savings can be realized by constructing the entire project rather than piecemealing it. Director of Capital Improvements Ash stated that the cost of operations and maintenance for the 500,000 and 250,000 gallon per day wastewater treatment plants are approximately the same. Councilman Anderson moved to authorize the city staff to continue to investigate private capital funding for a 500,000 gallon per day wastewater treatment plant by either negotiation or bid. Councilman McIlhaney seconded the motion which was approved unan- imously, 7-0. Agenda Item No. 1 - Council Concerns. Student Government Liaison Hachtman stated that there is a traffic problem at FM 2818 and Wellborn Road. He explained that the right turn-lane onto Wellborn off of FM 2818 has been torn up and is causing severe congestion duriag peak traffic times. He further stated that there has been a large cattle truck parked at the corner of Spring Loop and University Drive for several months creating an odor problem for the residents in the area. 00&623 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, OCTOBER 24, 1984 PAGE 4 Councilman McIlhaney stated that there is an area off Wellborn Road and FM 2818 in the $outhwood Valley area where development has created some problems. She explained that during the rain last week the water flowed across Wellborn Road making it impass- able. She further stated that either the drainage ditch in the area will need to be enlarged or Wellborn Road will have to be raised. Councilman Prause asked if any progress had been made in regard to the ambulance transfer problem. City Manager Bardell stated that he would initiate another meet- ing with the County Judge and City of Bryan. He explained that the city modulances are not designed for highway use and must be available for use by the citizens of College Station. He further stated that the county has been asked to provide the transfer vehicles. Mayor Halter stated that he would discuss the problem with Judge Holmgreen and Mayor Blatchley at the Animal Shelter Board meet- ing. Councilman McIlhaney asked if the city's ambulances have parame- dic equipment. City Manager Bardell replied affirmatively, but noted that the equipment cannot be used until the staff completes their train- ing. He stated that the training will be completed after the first of next year. Councilman Boughton thanked the city staff for their prompt attention to the flooding problem that was reported on Monday. She reported that Munson Street between Dominik and Gilchrist has many pot holes. City Manager Bardell stated that the rains during the past week probably caused between a quarter and one-half million dollars worth of damage to city streets. Councilman Runnels reported flooding from Bee Creek drainage ditch where it crosses Southwood Drive. City Manager Bardell stated that the staff is planning to do some maintenance work on the area to the west of Southwood Drive. He noted that the remedial maintenance work that was done in the Southwood Valley area was very effective in preventing flooding of houses in the area. Councilman Reinke asked about the possibility of erecting a "slow" sign on Munson between Francis and Dominik. She reported ¢0 624. WORKSHOP CITY COUNCIL MEETING WEDNESDAY, OCTOBER 24, 1984 PAGE 5 that the city has done some repair work at the corner of Rose Circle and Munson, which has not been completed. She further stated that the traffic signal at Jersey and Timber is malfunc- tioning. A~enda Item No 2 - Consideration of ~rantin~ a permit to keep livestock within the city limits. (Applicant: K. Peddicord) City Secretary Jones presented the item. She stated that Mr. Wayne Etter, owner of the livestock, was present to answer ques- tions. Councilman Runnels asked Mr. Etter how long he intended to maintain the animals on this property. Mr. Etter stated that he planned to keep the animals through the end of the school year. Mr. Dusan Djuric, 1018 Holt Street, stated that compliance with the ordinance regulating the keeping of livestock within city limits would require a great deal of effort. Mr. Etter stated that he was aware of the conditions that must be met to comply with city ordinance. Councilman Runnels asked what the time limit is for this permit. City Secretary Jones stated that the permit must be renewed every year. Councilman McIlhaney stated her support for youth projects of this type. Councilman Boughton moved to grant a permit to keep two to three calves within the city limits for a one year period, which cannot be renewed unless returned to the Council for their considera- tion. Councilman Anderson seconded the motion which was approved unani- mously, 7-0. A~enda Item No. 3 - Review Budget Priority Form format. Assistant City Manager VanDever presented the item. He stated that at the next two Council workshop meetings a review of this form will be scheduled. He noted that he will be available to answer questions at any time. Mayor Halter requested that the Council be provided with the de- cision package form to give them a chance to provide the staff with some direction. 00 .625 WORKSHOP CITY COUNCIL MEETING WEDNESDAY, OCTOBER 24, 1984 PAGE 6 Councilman Reinke stated that it would be helpful to have a synopsis of projected activities within each department. Mayor Halter stated that this particular part of the budget will come later. He explained that the purpose of this preview is to allow the Council to give some direction to the staff about what does or does not need to be addressed. City Manager Bardell stated that if the Council gives the staff some indication of what priorities to address, then the staff can do so more effectively. Councilman McIlhaney asked when construction of Fire Station No. 3 is scheduled to begin. She suggested that the upgrading of Sebesta Road be synchronized with the construction of Fire Sta- tion No. 3. Fire Chief Landua stated that the architects are presently work- ing on the project.
