WORKSHOP CITY COUNCIL MEETING
WEDNESDAY, FEBRUARY 8, 1984
4:00 P.M.

Agenda Item No. 1 - Signing of a proclamation designating the month of
February, 1984, as "Black History Month" in College Station.
Mayor Halter signed a proclamation designating the month of February, 1984,
as "Black History Month" in College Station. Bill Brown accepted the
proclamation and stated that the purpose of "Black History Month"
throughout the nation is to give honor and recognition to all outstanding
black members of the community.
Agenda Item No. 2 - Council Concerns.
Councilman Reinke asked about the repairs being made at Ashburn and
Francis.
City Manager Bardell explained that a section of pipe and the fire hydrant
at that corner are being replaced.
Councilman Runnels asked about the procedures for handling partially
completed structures that are left abandoned.
City Manager Bardell stated that he would review the permit situation.
Councilman Runnels asked about the status of the Dartmouth and Holleman
street project.
Director of Capital Improvements Ash explained that the legal staff is
working on obtaining the right-of-ways, and engineering construction will
begin once this process is completed.

Councilman Boughton stated that at the intersection of Park Place and
Dexter there is a structure that is very unsightly and has not had any
construction done on it in over a year. She pointed out that there is a
pile of trash on the NE side of Wellborn Road near the Bryan/College
Station city limits.
Mayor Halter stated that he had noticed that pile of trash and requested
that something be done about it.
Councilman McIlhaney noted the proximity of a new "adult video" business to
a residential neighborhood, near the intersection of Texas Ave and Poplar
Drive. She asked the legal staff to investigate the possibility of a
zoning regulation to address this situation.
Student Government Liaison Hachtman asked about the status of the
construction being done on the west end of Southwest Parkway. He pointed
out an unsightly pile of dirt in Longmire Park, a result of the city's
maintenance of the drainage ditch.
City Manager Bardell stated that the construction on Southwest Parkway is
being done as advantageously as possible and that the weather has had an
impact on the project.
Councilman Reinke commended the staff of the Brazos Animal Shelter for the
success of its first year of operation.
A~enda Item No. 3 - Ms. Robbie Clark to discuss closing of her driveway at
313 Holleman.
Ms. Robbie Clark spoke against the closing of one of her three driveways at
313 Holleman.
Director of Capital Improvements Ash explained the State Highway Department
Code Book regulations stating the maximum number of driveways per
residence, which is determined by front footage. He further stated that
under city regulations the maximum number of driveways allowable for the
Clark residence is two and that the smallest of the three driveways had
been closed.
A~enda Item No. 4 - Consideration of granting temporary permits for real
estate sales offices in subdivisions.
Mayor Halter stated that this problem had been resolved and removed the
item from the agenda.
Agenda Item No. 5 - Discussion of traffic control devices for-Texas Avenue
and Harvey Road.
Director of Capital Improvements Ash presented the item. He reiterated the
traffic problem at the intersection of Texas Avenue and Harvey Road and

explained a map displaying the proposed traffic control device for that
intersection. He further stated that the staff is proposing to present
this traffic control device to the State Highway Department and requested
input from the Council concerning this proposal.
Councilman Runnels asked when the traffic signal at Kyle South will be
activated.
Director of Capital Improvements Ash stated that the signal will be
activated within thirty to forty-five days. He suggested that a meeting be
scheduled between the Council, the merchants, and the State Highway
Department to discuss the possible impact on the merchants and the time
table of such a proposal.
Mayor Halter suggested that the Capital Improvements Council Committee meet
with the merchants to discuss the proposal.
The Council concurred with that suggestion.
Agenda Item No. 6 - Adjourn.
Mayor Halter adjourned the meeting at 5:10 P.M.
