City Attorney Locke pointed out that at the next council meeting
an ordinance amending the City Code will be considered to
determine the maximum allowable assessments against property
owners.
Mayor Ringer opened the public hearing.
Mr. Kyle Pugh of 305 Fidelity came forward to request that the
City approve curb and gutter improvements to the street.
Mr. David Burdick of 302 Fidelity addressed the Council. He
concurred with Mr. Pugh's comments. He asked if $20.00 per foot

inquired as to the financial options the property owners may
have.
Mayor Ringer answered Mr. Burdick's questions. He stated that
state law permits the City to assess up to 90 percent of the costs

property owners; the final decision is made by the City Council.
City Attorney Locke further explained that the interest rate would
be set at eight percent. Also, a lien note is attached to the
property. She noted that it is at the discretion of the Council
to set a time period for payment.
Mrs. Helen Pugh owner of 305 Fidelity addressed the Council. She
supported the curb and gutter construction and added that she
would like to see the construction extended to Fairview Street.
