HomeMy WebLinkAbout01/25/1960 - Regular Minutes - City CouncilMINUTES OF MEETING JANUARY 25, 1960 Members Present: Mayor Langford; Councilmen Landiss, Boyett, Orr, Sorrels and Smith; City Manager Boswell; City Secretary McGinnis; City Attorney Dillon. Visitors Present: Mr. Willia C. Tomsen, Mrs. Marion Pugh and Mrs. Robert Knapp. Councilman Anderson's request that he be excused from this meeting was granted. On motion by Councilman Smith, seconded by Councilman Landiss, the Preliminary Plat of Leacrest Addition, Second Installment, was approved. In this connection, the council requested that the developer consider the suggested modifications of the City Planning and Zoning Commission in working out the final plat of the area. The council considered at length the request of January 19, 1960, of the Board of Trustees of A. & M. Consolidated Schools. On motion by Councilman Landiss, seconded by Councilman Smith, the following action was taken relative to the specific requests of the board. 1. The council expresses its approval of the proposed site of the elementary school in College Bills, subject to the final approval of the City Plan- ning and Zoning Commission; and further suggests that the school board purchase the entire property under consideration. 2. There are no restrictions relative to the sewer easement on the proposed site. 3. (a) The present sewer line, so long as it is not disturbed or damaged during construction, is satisfactory and the council sees no ob- jection to erecting a part of the proposed building over it. (b) The city will replace any portion of the sewer line if such becomes necessary during construction; provided, however, that any portion of the line which may be damaged due to negligence upon the part of the contractor shall be replaced by the contractor without expense to either the school board or the city. (c) The council is not in a position to specify any clearance to permit work under the building. The request is made, however, that the architect give serious consideration to this problem as the plans are developed. 4. The city is not in a position to participate in any way in the cost of curbs and gutters which may be installed entirely on school property. 5. The mayor, city attorney, and city manager are authorized to review with the school board the deed restrictions in this particular area in regard to the possibility of opening a street on the property from Francis to Gilchrist, and to report at the next regular meeting of the council. 005962 Ia MINUTES OF MEETING: Page 2 JANUARY 25, 1960 The request of certain residents living on Phoenix Street was considered by the council. The city manager was instructed to grade and gravel this street•at his con- venience. On motion by Councilman Smith, seconded by Councilman Orr, the following ap- pointments were made to the Board of Literary Review created in Ordinance No. 288. Mr. Richard Vrooman - member at large Mr. W. T. Riedel - representing the A. & M. Consolidated School District Mr. Robert Toland - representing the Brazos County Youth Counciling Service Mr. C. E. Dillon - city attorney, ex officio On motion by Councilman Smith, seconded by Councilman Landiss, early completion of the Board of Literary Review was urged, with the further provision that as soon as the board is formed, a meeting be arranged to be attended by the mayor, city attorney, city judge, and the chief of police, at which time the city attorney will charge the board with its duties and responsibilities, give the board its specific assignments, ai►d at the same time point out its limitations. On motion by Councilman Orr, seconded by Councilman Boyett, the city manager was directed to begin immediately the picking up of dogs not wearing city licenses and to make such disposition of them as city ordinance may require. Mr. Willis Tomsen requested that the council give consideration to the expediting of improvements on Walton Drive and Kyle Avenue. The city manager was directed to work with the contractor in expediting this work. In answer to a question by Mrs. Marion Pugh about the installation of traffic lights at the intersection of F.M. 60 and Highway 6, the city manager reported that equipment had begun to arrive and that work would begin at the earliest possible moment. The mayor requested that the councilmen from the various wards furnish the city manager with names of people who would be willing to serve as election judges and clerks.
