HomeMy WebLinkAbout03-26-26-9.15 - Resolution - 03/26/2026RESOLUTION NO. 03-26-26-9.15 A RESOLUTION OF THE CITY OF COLLEGE STATION, TEXAS, APPROVING SUBSTANTIAL AMENDMENT #2 OF THE 2025-2029 CONSOLIDATED PLAN AND 2025 ANNUAL ACTION PLAN TO ADD A NEW PROJECT, HOMEBUYER — ACQUISITION/REHABILITATION, AND TO REPROGRAM $339,505.34 OF CDBG FUNDS FROM RENTAL HOUSING REHABILITATION TO HOMEBUYER- ACQUISITION/REHABILITATION. WHEREAS, the City of College Station, Texas, has a Five -Year Consolidated Plan that has been approved by both HUD and the City that guides the development of each year's Action Plan and Budget; and WHEREAS, the City of College Station, Texas, has an established Community Development Program under Chapter 373 of the Texas Local Government Code that (1) identifies areas of the City with concentrations of low- and moderate -income persons; (2) establishes areas in which program activities are proposed; (3) provides a plan under which citizens may publicly comment on activities; and (4) requires public hearings on program activities; and WHEREAS, Substantial Amendment #2 to the 2025-2029 Consolidated Plan and 2025 Annual Action Plan, as described in Exhibit "A", attached hereto (such portion hereinafter referred to as "Substantial Amendment #2"); and that proposes to (1) add a new project, Homebuyer — Acquisition/Rehabilitation, and (2) reprogram $339,505.34 in Community Development Block Grant (CDBG) funds from Rental Housing Rehabilitation to Homebuyer — Acquisition/Rehabilitation for the property located at 2700 Wilderness Dr., which will be sold to and income qualified household with an affordability period as required by HUD; and WHEREAS, the City of College Station, Texas, has provided adequate information to citizens and an opportunity to participate in the development of Substantial Amendment #2 of the 2025- 2029 Consolidated Plan and 2025 Annual Action Plan; and WHEREAS, the City Council finds that adoption of Substantial Amendment #2 of the 2025-2029 Consolidated Plan and Annual Action Plan is in the best interest of the City; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: PART 1: That the City Council hereby approves Substantial Amendment #2 of the 2025-2029 Consolidated Plan and 2025 Annual Action Plan to (1) add Homebuyer — Acquisition/Rehabilitation as a new project and (2) reprogram $339,505.34 in CDBG funds from Rental Housing Rehabilitation to Homebuyer — Acquisition/Rehabilitation. PART 2: That the City Council hereby authorizes and designates the City Manager or his designee to sign all required applications, certifications, evaluations, and other forms Resolution No. 03-26-26-9.15 Page 2 of 5 required by HUD for Substantial Amendment #2 of the 2025-2029 Consolidated Plan and 2025 Annual Action Plan. PART 3: That this resolution shall take effect immediately from and after its passage. ADOPTED this 26th day of March 2026. BOX 9960 1101 TEXAS AVENUE COLLEGE STATION, TEXAS 77842 979-764-2610 • y = °veloAAenP9 oof Resolution No. 03-26-26-9.15 Page 4 of 5 March 26, 2026 City of College Station AMENDMENT TO THE 2025-2029 CONSOLIDATED PLAN AND 2025 ACTION PLAN SUBSTANTIAL AMENDMENT # 2 Substantial Amendment #2 revises the City of College Station's 2025- 2029 Consolidated Plan and 2025 Annual Action Plan to change an existing activity from Rental Housing Rehabilitation to Homebuyer-Acquisition/Rehabilitation. This amendment will create a new project in both the 2025-2029 Consolidated Plan and the 2025 Annual Action Plan. In addition to creating a new project, this amendment will reprogram funding from the Rental Housing Rehabilitation activity to the new Homebuyer Acquisition/Rehabilitation Activity. The current allocation for the Rental Housing Rehabilitation activity is $339,505.34, which will be moved to the new project. Additional funding may be required to fully implement the Homebuyer -Acquisition/Rehabilitation Activity.
