RESOLUTION NO. 03-26-26-9.14 A RESOLUTION OF THE CITY OF COLLEGE STATION, TEXAS, APPROVING SUBSTANTIAL AMENDMENT #1 OF THE 2025- 2029 CONSOLIDATED PLAN AND 2025 ANNUAL ACTION PLAN TO REPROGRAM $485,680 OF CDBG FUNDS TO RENTAL HOUSING REHABILITATION FOR THE ACQUISITION OF HOUSING UNITS TO BE USED AS AFFRODABLE RENTAL HOUSING. FUNDS TO BE MOVED AS FOLLOWS: $400,000 FROM PUBLIC FACILITIES TO RENTAL HOUSING REHABILITATION; $85,680 FROM HOUSING SERVICES TO RENTAL HOUSING REHABILITATION. WHEREAS, the City of College Station, Texas, has a Five -Year Consolidated Plan that has been approved by both HUD and the City that guides the development of each year's Action Plan and Budget; and WHEREAS, the City of College Station, Texas, has an established Community Development Program under Chapter 373 of the Texas Local Government Code that (1) identifies areas of the City with concentrations of low- and moderate -income persons; (2) establishes areas in which program activities are proposed; (3) provides a plan under which citizens may publicly comment on activities; and (4) requires public hearings on program activities; and WHEREAS, the City of College Station has prepared Substantial Amendment #1 of the 2025- 2029 Consolidated Plan and 2025 Action Plan, as described in Exhibit "A", attached hereto (such portion hereinafter referred to as "Substantial Amendment #1"); and that (1) moves $400,000 from Community Development Block Grant Public Facilities to Community Development Block Grant Rental Housing Rehabilitation; (2) moves $85,680 from Community Development Block Grant Housing Services to Community Development Block Grant Rental Housing Rehabilitation; and WHEREAS, the City of College Station, Texas, has provided adequate information to citizens and an opportunity to participate in the development of Substantial Amendment #1 of the 2025- 2029 Consolidated Plan and 2025 Action Plan; and WHEREAS, the City of College Station acknowledges that the adoption of Substantial Amendment #1 of the 2025-2029 Consolidated Plan and 2025 Annual Action Plan is in the best interest of the City; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS: PART 1: That the City Council hereby approves Substantial Amendment #1 of the 2025-2029 Consolidated Plan and 2025 Annual Action Plan that (1) moves $400,000 from Community Development Block Grant Public Facilities to Community Development Block Grant Rental Housing Rehabilitation; (2) moves $85,680 from Community Development Block Grant Housing Services to Community Development Block Grant Rental Housing Rehabilitation. Resolution No. 03-26-26-9.14 Page 2 of 5 PART 2: That the City Council hereby authorizes and designates the City Manager or his designee to sign all required applications, certifications, evaluations, and other forms required by HUD for Substantial Amendment #1 of the 2025-2029 Consolidated Plan and 2025 Annual Action Plan. Funds will be moved as follows: $400,000 from Public Facilities to Rental Housing Rehabilitation; $85,680 from Housing Services to Rental Housing Rehabilitation. In addition, the planned Home Share Program will not move forward. In order to expend funds in a timely manner, funding will be reallocated to Rental Housing Rehabilitation and will result in 1 additional project. According to the Public Participation Plan, a substantial amendment is required whenever a budget transfer of more than 15% of the City's total annual Federal allocation reported in the Consolidated Plan that is directed to a different project than originally allocated in the Consolidated Plan.
