Brazos County Commissioner's Court 200 South Texas Avenue Bryan, Texas 77803 REGULAR MEETING 1) Welcome and Open Meeting - Pledge of allegiance to the United States and Texas Flags and Invocation. 2) Public Comments Regarding Items Not on the Agenda - Individuals who wish to address the Policy Board must fill out a Public Comment Card describing the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic. 3) Approval Of February 4, 2026 Policy Board Minutes - Action Required. (See attachment.) 4) Staff Report • Complete Streets Plan Update (See attachments.) • The Congressionally Authorized Federal Interstate Proposal • Brazos Valley Coordinated Human Service Transportation Plan 5) Distribution of TIFIA Funds - The Texas Department of Transportation (TxDOT) utilizes Transportation Infrastructure Finance and Innovation Act (TIFIA) loans to leverage federal, low -interest financing for major, capital - intensive infrastructure projects. The Department utilized these funds for two projects in the state. When any portion of these funds are unspent or provide a yield, TxDOT provides allocations to other MPO 's in the state to use on Category Seven and Nine projects that have not gone to letting and are contained in the MPO's current Transportation Improvement Program. The only project that qualifies for the Category Seven allocation is the Bush/Wellborn project. The TAC has recommended to the Policy Board that $777,556 in TIFIA funds be apportioned to the Bush/Wellborn project. Category Nine funds of approximately $70,000 will be distributed to the 29th Street Shared -Use Path project and the Bush/Timber Intersection project. These changes do not need to be reflected in our current Transportation Improvement Program but will be included in our FY 2027-FY20230 TIP when it is adopted in May or June of this year. Action Required. When the available funding amounts were requested from TxDOT Transportation Planning and Programming (TP&P), the federal amount we were given was $760,000 per fiscal year. The MPO combined the $760,000 and gave awards to two projects totaling $2,280,000 with both projects offering a 20% cash match. However, the number given by the Finance Division to the TxDOT Bryan District totaled $1,719,441 for the federal share and with the 20% match added totaled $2,149,301. This meant that the expected federal share was short by $560, 559. After meeting with the Finance Division and the TxDOT Bryan District, it is anticipated that our FY 2027 federal allocation will be approximately $549,520. This amount would allow to make both projects nearly whole for anticipated federal funds as shown in the Call for Projects. The TAC has recommended to the Policy Board that the FY 2027 Category Nine allocation be added to the 29th Street Shared -Use Path project and the George Bush/Timber intersection project. Action Required. (See attachment.) 7) Presentation on Transportation Project - There will not be a presentation at this meeting because Brazos County needs the Commissioner's Court to be cleared by 10: 30 AM so that a Public Hearing may be held at 11:00 AM in the same room. 8) Adjourn - The next Policy Board meeting is scheduled for May 6, 2026.
