videoconference call as allowed by 551.127, Texas Government Code. The City uses a third-
party vendor to host the virtual portion of the meeting; if virtual access is unavailable, meeting
access and participation will be in-person only.

Chairperson Nolan called the meeting to order at 4:02pm.

Committee Member Cepak motioned to approve meeting minutes Committee
Member Martin seconded the motion, the motion passed 4-0.
2.2. Presentation, discussion, and possible action regarding the Housing Action Plan
implementation progress.
Community Development Administrator Brower presented to the Committee about the
following progress on Housing Plan Action implementation:
• Create a density Bonus system for new development meeting increased density goals-
Staff is investigating a density bonus and fee waiver study and have been conducting
benchmarking. Possible funding from CDBG Grant.
• Create a process for expedited permitting and reduce or waive fees for affordable
housing- Staff has been conducting fee review and benchmarking
• Acquire and rehabilitate existing house stock that is at risk of losing affordability-
BVCAP has been funded to purchase of 1015 Toledo Bend using HOME Grant funds
for an affordable rental opportunity.

• Partner with Low Income Housing Tax Credit (LIHTC) developers- 60 unit LIHTC
development resolution of support going to Council February 12, 2026 Knoxwood
Crossing
Administrator Brower let the committee know that we will be using a consultant for the
density bonus study listed above. He has been contacting other cities to find out how they
did their studies so we can get an idea of what we want from the consultant. He also
made the committee aware that he and other staff will reach out to other departments to
see what fees can be waived for nonprofits or affordable housing developments.
There was general discussion amongst the committee on housing rehabilitation and the
amount used. The committee also discussed renting or rent-to-own models and the need
for affordable rental opportunities in a healthy housing stock.
Brower also talked about homeownership education and partnering with REACH.
Education will be provided on how to properly maintain a home. Staff are making videos
that will educate homeowners on important things like changing your air filters and not
putting grease down the drain.
Brower also let the committee know that a Low Income Housing Tax Credit developer is
seeking a resolution of support to build 60 units of affordable rental housing. The Low
Income Housing Tax Credit process and this particular development were discussed.
Committee Member Martin asked what would be the process for rezonings for middle
housing. Director Armstrong said that the city would look at where else density could be
increased for this.

Goals, Strategies, and Actions and next steps towards their implementation.
Proactively rezone priority areas for townhome and middle housing options specifically to
encourage homeownership.
• Set limits that enable growth toward target development goals
• Prioritize rezonings near key activity centers and corridors
• Direct growth where infrastructure can adequately serve it
Reduce or waive fees based on how much of the development is dedicated to affordable
housing
• Define affordable housing as units rented or sold at below – market rate and restricted
to low-and moderate-income households
Investigate a tiered system for fees, reduce or waive fees for smaller square footage to
incentivize new / future development.
• Investigate impact on the budget from reduced or waived fees
• What would the offset from new development be?
• How much new development would offset not having impact fees?
