HomeMy WebLinkAbout02/12/2026 - Regular Agenda - Rock Prairie Management District No. 2ROCK PRAIRIE MANAGEMENT DISTRICT NO. 2 NOTICE OF PUBLIC MEETING Notice is hereby given to all interested members of the public that the Board of Directors of the above captioned District will hold a regular public meeting at 4121 State Hwy 6 South, College Station, Brazos County, Texas 77845, said address being a meeting place of the District. The meeting will be held on Thursday, February 12, 2026, at 2:00 p.m. The City Council of College Station, Texas may or may not attend the Public Meeting. The Board shall consider and discuss the following matters and take any action appropriate with respect to such matters: 1. Public comments; 2. Review and approve minutes of the January 8, 2026, Board of Directors meeting; 3. Bookkeeper's Report, including authorizing the payment of invoices presented; 4. Authorize consultants to research unclaimed property and consider authorizing bookkeeper and tax assessor -collector to prepare Unclaimed Property Report(s) as of March 1, 2026; 5. Tax Assessor/Collector's Report; 6. Consider consent to Assignment of, Assumption of, and Amendment to Agreement for Services of Tax Assessor/Collector from B&A Municipal Tax Services, LLC to Assessments of the Southwest, Inc., and authorize acceptance of Texas Ethics Commission ("TEC") Form 1295; 7. Approval of Payment Services Agreement by and between the District and First Billing Services, LLC in connection with electronic payment program for tax payments, and authorize acceptance of TEC Form 1295 in connection therewith; authorize termination of existing electronic payment program for tax payments and agreement(s) with vendors, including Certified Payments; 8. Adoption of Resolution Concerning Developed District Status for 2026 Tax Year; 9. Ratify adoption of Resolution Authorizing Request to Brazos Central Appraisal District for Appraisal of Property; 10. Engineering Report, including: a. Authorizing the design and/or advertisement for bids for construction of facilities within the District, approving of related storm water plans, including: i. Status of design of Midtown City Center, Phases 406A and 406B; b. Authorizing the award of or concurrence in award of contracts for the construction of facilities within the District, authorizing acceptance of Texas Ethics Commission ("TEC") Form 1295, and approval of any storm water permits, including: i. Midtown City Center, Phases 404B and 404C; c. Status of construction of facilities to serve land within the District, including the approval of any pay estimates and/or change orders and authorize acceptance of TEC Form 1295, including: i. Midtown Reserve Subdivision Phase 113; ii. Midtown Reserve Subdivision Phase 114; iii. Midtown Reserve Subdivision Phase 116; and iv. Midtown City Center, Phases 404B and 404C; d. Acceptance of site and/or easement conveyances for facilities constructed or to be constructed for the District, and acceptance of facilities for operation and maintenance purposes; and e. Status of acceptance by the City of streets for maintenance; 11. Review of annual survey of wage rate scales and consider adoption of Resolution Adopting Prevailing Wage Rate Scale for Construction Projects; 12. Developer's Report; 13. Service Contract between the District and MHSC Energy Management LLC for street lighting repairs; 14. Review and approval of proposals relative to renewal of the District's general liability, umbrella liability, property, boiler and machinery, director and officer liability, and pollution liability insurance coverage for policies expiring March 31, 2026; 15. Attorney's Report; and 16.
