REGULAR MEETING
1) Welcome and Open Meeting
- Pledge of allegiance to the United States and Texas Flags and Invocation.
2) Public Comments Regarding Items Not on the Agenda
- Individuals who wish to address the Policy Board must fill out a Public Comment Card describing
the topic(s) they wish to address. Public comment cards may be obtained from Lisa Lyon of the
MPO staff prior to the start of the meeting. Please limit your comments to three minutes per topic.
3) Approval Of December 3, 2025 Policy Board Minutes
- Action Required. (See attachments.)
4) Staff Report
• Complete Streets Plan Request for Qualifications (RFQ)
• Brazos Valley Traffic Safety Coalition
• Brazos Valley Coordinated Human Service Transportation Plan
5) Major Thoroughfare Plan Update Policy
- The Technical Advisory Committee (TAC) and staff have been working on a policy for how and
when the Major Thoroughfare Concept should be updated. Following our November TAC
workshop meeting, the TAC provided specific refinements and asked that the revised policy
document be placed on the January TAC agenda for their review and recommendation. The TAC
reviewed the document and has recommended the new policy be adopted by the Policy Board.

6) Setting Calendar Year Transportation Safety Targets
- Every year, the Texas Department of Transportation sets Safety targets, then provides MPO 's up
to February 26, 2026 to either adopt and support the State's Safety Targets or set their own for
their region. Each year in the past, the MPO has voted to adopt and support the state's safety
targets. These targets include:
• Number of Fatalities
• Number of Serious Injuries
• Fatality Rate*

• Serious Injury Rate*
• Total Number of Non -Motorized Fatalities and Serious Injury
*Rates are calculated by taking the actual number of fatalities or serious injuries and dividing
by a Hundred Million Miles of Vehicle Miles Traveled
The TAC has reviewed the targets and have recommended the adoption and support of the state's
safety targets to the Policy Board. Action Required. (See attachment.)
7) Presentation on the SH 47 at SH 21 Interchange RELLIS Area Plan
-Mr. Brandon Boatcallie, PE, Senior Corporate Vice President at DCCM, will provide an
overview of the Interchange RELLIS Area Plan project.
8) Adjourn
-For now, emphasis intended, it does not look like there will be a March 2026 Policy Board
meeting.
