1. Call meeting to order and consider absence requests. With a quorum present, the Parks and Recreation Advisory Board was called to order on Tuesday, April 08,
2025 @ 6 p.m. Amy Arrendondo and Cheletia Johnson requested excused absences. 2. Hear visitors. None present.
3. Informational Items
3.1 Presentation and discussion by the Director of Parks and Recreation on
matters pertaining to the Board. Kelsey announced that the Lone Star Legacy Park
Proclamation for Brison Park is at the April 27th Council meeting, the first of three
Starlight Music Series starts on April 26th and the Volunteer Appreciation Dinner is on
Tuesday April 29th @ 1207.
3.2 Presentation and discussion regarding board members’ feedback to staff for
inclusion in the 2025 Comprehensive Plan 5 – Year Evaluation & Appraisal
Report. Anthony Armstrong, Director of Planning and Development, went over the
Directive and Purpose of the 5-year Evaluation & Appraisal, the Evaluation process
and timeline. He mentioned that there is also a public participation plan to include a
survey, focus groups, Seminar Supper, Open House and Food Truck Wednesday.
3.3 Presentation and discussion regarding the 2025 Parks and Recreation
Master Plan update visioning work session. Kyle with Asakura Robinson, was at
the meeting and asked the Board to participate in a series of questions regarding
planning for the future. Kyle went over the timeline for the Master Plan and
mentioned that there will be public engagement opportunities.
4. Regular Agenda 4.1 Presentation, discussion, and possible action on the approval of minutes
from the previous meeting. Upon a motion made by David Scott and a second by Anthony Branch, the Parks and Recreation Advisory Board voted seven (7) for
and none (0) opposed approving the minutes as written. The motion passed
unanimously.
5. Discussion and possible action on future agenda items. Parkland Dedication
Ordinance.
6. Items of Community Interest. Brison Park Lone Star Legacy Park Proclamation @ Council on Thursday, April 24th
7. Adjourn. Upon a motion made by Neo Jang and a second by David Scott, the Parks and Recreation Advisory Board voted seven (7) for and none (0) opposed to adjourn
the meeting 7:46 p.m. The motion carried unanimously.
