Permit Comparison 10 Code Requirements Regarding Top Plates Comp. Plan Update 11 Mobility Monthly 12 Due to some inconsistencies in the applications of stud wall top plate joints, the 2006 Inter- national Residential Code has been revised to clarify the code and increase consistency. The Points of Interest: 2003 International Residential Code section on top plates requires the joints to be offset but Page 1 had no criteria for where the joint is placed. Many believe the joints in conventional wood- Inspector’s frame construction to be the weakest link, especially in top plates, which are a critical ele- Corner ment of the vertical load-carrying system and of the load-path provisions. On the basis of some previous legacy code figures and other interpretations by various individuals, a seg- ment of the industry believes that top plate joints are required to occur on top of a stud. Page 8 This application would cause the addition of another stud anywhere the joints do not occur Planning Division’s over a stud. The 2006 Code, by adding a clarifying sentence, makes it clear that top plate Recognition joints are not required to occur over a stud. On December 13th, the City Council approved the East College Station Thoroughfare Plan Update. Except for one alternative relating to the Rock Prairie Road / Bird Pond Road intersection configuration, the Council approved the alignments as proposed by the Kimley-Horn study. For the lat- est details on this study, please check out www.cstx.gov/TranStudy. Transportation Project Update TxDOT is continuing to make progress on the Texas Avenue widening project. At this point, two lanes of traffic flow in each direction in the outside lanes and construction crews will focus on completing the raised median and another inside lane in either direction. Although the raised median is not yet installed, left- turns have been restricted to those locations where median openings will exist following the completion of the project. Currently, the inside lanes and median are being constructed. This project is on target to be completed in Spring 2008. TheSH 6 Ramps project is continuing and TxDOT crews are working to complete improvements on the frontage road between Texas Avenue and Rock Prairie Road. The focus of the project is on the construction of the new Barron Road exit ramp for southbound SH 6 traffic; this should be completed by the end of 2007. The final phase, that will construct the SH 6 / Rock Prairie Road flyover exit and the remainder of the on/off ramps, should start as soon as the first phase is complete. The City of College Station Dartmouth Drive extension project is making visible progress. With the con- struction work in full swing, you can see Krenek Tap Road from Harvey Mitchell Parkway South along the project right-of-way. This project, which will extend Dartmouth Drive between Krenek Tap Road and Har- vey Mitchell Parkway South, is still scheduled to be finished in the early Spring 2008. The City of College Station will soon be starting on extending the College Station Bike Loop. The bike loop is a hike and bike trail that connects Lemontree Park to Bee Creek Park along the Bee Creek channel. The proposed extension will provide connections toward Texas Avenue near Krenek Tap Road and to Long- mire Drive across Bee Creek. The project will involve significant bike and pedestrian improvements at the Harvey Mitchell Parkway South / Longmire Drive intersection, a pedestrian bridge over Bee Creek at the end of Longmire Court, and a trail through the Arboretum. This project, which is currently in the design phase, will likely start construction next fall.
