HomeMy WebLinkAbout03/21/1974 - Workshop Minutes - City Council MINUTES Workshop Session of City Council 4:00 P.M., Thursday March 21, 1974 MEMBERS PRESENT- Mayor Hervey; Councilmen Adams, Bonnen, Brison, Dale, and Lindsey. OTHERS PRESENT: City Manager Bardell, Director of Public Works Dulaney; Assistant Director of Public Works Ford; City Planner Koehler; Bobby Templeton, Gloria Martinson, Jim Gardner, and John Richards. Councilman Brison moved and Councilman Dale seconded, that the Mayor sign the resolution endorsing the principle of fair and open housing as set forth in Title VIII of the Civil Rights Act of 1968. The following is the resolution adopted: RESOLUTION RESOLUTION ENDORSING AND SUPPORTING THE PRINCIPLE OF FAIR AND OPEN HOUSING IN THE CITY OF COLLEGE STATION AS SET FORTH IN TITLE VIII OF THE CIVIL RIGHTS ACT OF 1968. WHEREAS, adequate, safe, and decent housing is a necessary ingredient to the maintenance of the standard of living in this country; and, WHEREAS, it is important that every human being have access to adequate housing of his choice; and, -- WHEREAS, it is beneficial to the social and economic welfare of the entire city that every person have access to adequate housing; and, WHEREAS, the City Council recognizes the problems facing the citizens of College Station in obtaining access to adequate, safe and decent housing; and, WHEREAS, the law of the land is that no citizen can be denied access to housing of his choice because of race, color, religion, or national origin; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF COLLEGE STATION: SECTION 1. That the City Council endorses and supports the principle of fair and open housing; as set forth in Title VIII of the Civil Rights Act of 1968, and the right of ..eve. ry person to have access to adequate, safe, and decent housing .of his own choice without regard to race, color, religion, or national origin. That the City Council encourages all citizens to respect and support the law of the land in regard to the right of every person to access to adequate, safe, and decent housing of his own choice. SECTION 3. That the City Council encourages all citizens to undertake voluntary actions to foster racial harmony, including individual and group decisions to promote fair and open housing and individual committment to avoid discrimination in the sale and rental of all property. SECTION 4. That the City Council encourages all developers, realtors, and other housing groups to specifically note their endorsement and support of this principle by displaying "open housing" statements or symbols in their advertisements, signs, and business literature. SECTION 5. That the urgency and public necessity of this Resolution required that it take effect immediately from and after its passage and it is so ordered. PASSED AND APPROVED this 21st day of March, 1974. s/Mayor J. B. Hervey S/ Florence Neelley, City Secretary Councilman Brison moved, Councilman Bonnen seconded that the Utility contract amendment be approved and signed by the Mayor. The vote approved unanimously. The Council sat as a committee to consider the Goals and Objectives of Phase II, Comprehensive Development Plan. The City Manager was directed to produce a draft of the suggested changes and additions for further consideration. The Council discussed the revenues being received from the Hotel-Motel tax. Divergent views were expressed by Councilmen concerning the use of the revenues. Councilman Adams was appointed chairman, Councilmen Dale, Brison, and Lindsay members of a committee to study the problem and make recommendations. The City Planner presented the necessary steps for investigating the possibility of securing the Federal Flood Insurance coverage for the City. The Council directed the technical staff to proceed with efforts to qualify for the insurance program. The meeting adjourned at 6:10 P.M. ATTEST~ , Secretary APPROVED
