HomeMy WebLinkAbout01/18/2012 - Regular Minutes - Citizens Charter Review CommissionMINUTES OF THE CITIZENS' CHARTER REVIEW COMMISSION JANUARY 18, 2012 STATE OF TEXAS COUNTY OF BRAZOS Present: Brian Bochner Terry Childers Chuck Ellison Patrick Gendron Paul Greer Gary Halter, absent Tony Jones, absent Lynn McIlhaney, Chair Buck Prewitt City Staff: Carla Robinson, City Attorney Tanya McNutt, Deputy City Secretary 1. Call to Order and Announce a Quorum is Present With a quorum present, the Citizens' Charter Review Commission was called to order by Chair Lynn McIlhaney at 4:00 p.m. on Wednesday, January 18, 2012 in the City Council Chambers of the City of College Station City Hall, 1101 Texas Avenue, College Station, Texas 77842. 2. Hear Visitors There were no citizen comments. 3. Presentation, possible action, and discussion on minutes for October 5, 2011 Regular Meeting. MOTION: Upon a motion made by Commissioner Prewitt and a second by Commissioner Greer, the Commission voted seven (7) for and none (0) opposed, to approve the minutes of the October 5, 2011 Regular Meeting, as amended to reflect the vote on items 6, 7, and 10 as "eight (8) for and none (0) against ". The motion carried unanimously. RM011812 Minutes Page 1 4. Presentation, possible action, and discussion on Council direction received at the College Station Workshop on January 12, 2012. MOTION: Upon a motion made by Commissioner Childers and a second by Commissioner Bochner, the Commissioner voted seven (7) for and none (0) ogosed, to approve holding meetings on the 1 St and 3` Wednesday of each month and possible 5 Wednesday of the month. The motion carried unanimously. Chair Lynn McIlhaney, requested that the City Secretary call all Commissioners before meetings to see if they will be attending. 5. Presentation, discussion and possible action on amending the attached Plan of Work, any items on the Plan of work, and possible criteria to be used in order to add items to the Plan of Work. Commission recommended over the next several meetings to review key issues: • Vacancies —Review Draft 1s'& 2 " Meeting of February • Personal Interest (Conflict) 1St, 2 nd & 3` Meeting of February • Franchise/Public Utilities 1 St , 2 "d & 3` Meeting in February • Initiative Referendum & Recall 3` Meeting in February With a majority of the Commission resent, the Citizens' Charter Review Commission Meetings will be held from 4 to 6 on the 1 3` , and possible 5 Wednesday of each month. 6. Discussion and possible action on future atienda items. No discussion was needed. 7. Adjournment Commissioner McIlhaney adjourned the meeting at 5:10 p.m. ATTEST: City Secre y RM011812 Minutes Page 2
