SPECIAL COUNCIL MEETING
CITY OF COLLEGE STATION, TEXAS
May 15, 1970
7:00 P.M.
Members Present: Mayor D. A. Anderson, Councilmen Bill J. Cooley, James
H. Dozier, Cecil B. Ryan, Dan R. Davis and C. H. Ransdell;
City Manager Ran Boswell, City Engineer Lloyd James, City
Planner George Eby; and City Secretary Lynda Swoveland
Members Absent: Joseph J. McGraw

Mayor Anderson called the meeting to order at 7:00 p. m. in the Council Room
of the City Hall in College Station, Texas.
City Planner Eby gave a brief presentation summary of his findings concerning
the widening of Highway 6, South. He suggested four ways which might be utilized for
the widening of this highway. They are as follows:
(a) Curb and gutter from Jersey where it becomes two lanes to the West By-pass.
(b) Open Ditch Section.
(c) Combining desired features from curb and gutter and open ditch.
(d) Composite with the additional right of way, which would remove the variance.
Following a brief discussion, Mayor Anderson said further consideration will be
made of the matter of the soon to be called budget meeting.
Mayor Anderson read a letter from Mr.. Donald McLeaish, attorney for the
Southgate Village Apartments, who was requesting the following Resolution to be signed
by the Mayor:
" WHEREAS, under the provisions of Section 101 of the Housing and Urban
Development Act of 1965, the Secretary of Housing and Urban Development is authorized
to enter into contracts to make rent supplement payments to certain qualified housing
owners on behalf of qualified low-income families who are elderly, handicapped, dis-
placed, victims of natural disaster, or occupants of substandard housing; and
WHEREAS, the provisions of said Section 101 cannot be made available to
housing owners in certain localities unless the governing body of the locality has by
resolution given approval for such participation in the Federal Rent Supplement
Program.
NOW, THEREFORE, be it resolved by the City Council of the City of College
Station, Brazos County, Texas, as follows:
Approval is hereby granted for participation in the Federal Rent Supplement
Program by qualified housing owners of property located in College Station, Brazos
County, Texas. " "

A discussion followed concerning rent subsidies in the City of College Station.
The council was in agreement that this Resolution should be checked by the city attorney
and the matter explored further before positive action could be taken. The City Manager
was asked to have the City Attorney check over this Resolution. Councilman Cooley also
asked if he could obtain a copy of Section 101 of the Housing & Urban Development Act of
1965. Each councilman requested they receive a copy of the proposed Resolution for
review. Further consideration was to be given the matter at the regular May 25 council
meeting.
The Council then went into review of the proposed Subdivision Regulations.
Following its completion, the city manager was asked to prepare a new draft incorporating
the amendments that had been made by the Council for further review. Mayor Anderson
stated that the amended draft would then be reviewed at a joint meeting with Planning and
Zoning Commission following which a public meeting would be held on the matter. To be
included in the draft would be a parks section and the electrical section.
On motion by Councilman Ransdell, seconded by Councilman Davis, the meeting
adjourned, subject to call.
