1939 John H. Binney 1940 John H, Binney was a member of the mathematics faculty at Texas A&M. The fi rst Council meeting was held in the Administration Building on the A&M campus. Later
meetings were held in Room 400 of the Agriculture Building. Late in Binney’s stint as mayor there was a controversy centered on pay collection. Attorney General Mann ruled that college
professors were not state offi cers and could only draw pay from their university employment. Binney resigned after only one term because of injuries sustained in a car accident. Binney’s
term: • The city acquired its fi rst electric lines in the Boyett addition near North Gate • Binney appointed a City Planning Board in November 1939 which also functioned as an Industrial
Development Board. • The City Parks Board established to manage public grounds began in May 1939.
