As the first * * state institution of higher education, Texas A &M was inaugurated in 1876 and was located four miles south -'00 of the City of Bryan amid sparsely settled farmlands. Because of the school's isolation, school administra- tors provided facilities on its campus for those who were associated with the college. The campus became the focal point of the community and its development. The area was designated "College Station, Texas" by the Postal Service in 1877. The name was derived from the train station locat- ed to the west of the campus. The integration of the community and the college influenced the develop- ment and future of the municipality. College Station was incorporated in 1938, when the University had grown to the point that school officials could no longer furnish the necessary facilities for those who lived on campus. During the 1940's and 1950's, municipal amenities began to be devel- oped for the residents. The 1960's was a period of rapid expansion in the city as female students began to be admitted to the University. One of the city's primary goals has been the emphasis of municipal plan- ning and the encouragement of the city's self- sufficiency. The city contin- ues to welcome commercial development and industry to improve the city's tax base. The mayor and six council members are elected at -large by place, in city -wide elections; terms of office run for two years and are staggered. Council Meetings The City Council meets on the 2nd and 4th Thursday at 7 p.m. in the College Station City Hall Council Chambers. Usually a workshop meeting is also held on Thursday at 3 p.m. preceding the 7 p.m. meeting. Council meetings are open to the public. In addition to these regularly scheduled meetings, special meetings may be held after notice of such meeting is properly posted and publicized. Legal Department, 764 -3507; fax 764 -3571 The City Attorney's office responds to the legal needs of the City Council and sup- ports the City Manager and city staff in the implementation of policies and proce- dures. City Judge, 764 -3649 The Municipal Judge is the judicial branch of the city and handles all Class C Misdemeanors, which include traffic and parking violations, assault, theft under $20, public intoxication, violations of city ordinances and stray animal cases. The court also handles all Texas Alcoholic Beverage Commission (TABC) Class C viola- tions. To go directly to this form, use this address: http://www.csix-gov/cbooWcftapp.htm. Cemetery Committee - Advises the City Council regarding policies relating to the city owned and operated cemetery. Community Appearance Committee - Advises the City Council on community appearance issues such as, awards programs for businesses and community enhancement projects. Construction Board of Adjustments and Appeals - Hears appeals of decisions and interpretations of the Building Official, considers variances to the terms of the Technical Codes, and determines which violate building codes. Electrical Examining Board - Reviews applications for electrical licenses. Historic Preservation Committee - Aids in the collection and preservation of history of the City of College Station and provides for a historical education of the city for citizens. Joint Relief Funding Review Committee - Members appointed from both cities to review and recommend level of funding for outside agencies by the cities. Parks & Recreation Board - Advises and recommend to the City Council on matters concerning the establishment, maintenance, and operation of parks within the city. The board also appoints the Uncoln Center Advisory Committee and the Conference Center Advisory Committee. A Teen Center Advisory Committee, made up of teenage members, is appointed by the Conference Center Advisory Committee. Planning & Zoning Commission - Serves as a review board to recommend changes In the zoning ordinance to the City Council and considers development plats. 8 The City of C ollege Station Citizen's Handbook Wolf Pen Creek Design Review Board - Makes recommendations to the Planning & Zoning Commission regarding each proposal for development in the Wolf Pen Creek Corridor District. Zoning Board of Adjustments - Hears and decides on appeals where it is alleged there is error in any order, requirement, decision, interpretation or determination made by the Zoning Official. He is responsible to the City Council for proper administration of all affairs of the city. The City Manager is required to appoint and remove all officers and employees of the city as may be appropriate; to prepare the annual budget and be responsible for its administration after adoption. The City Manager will also pre- pare and submit each fiscal year a complete report on the finances and adminis- trative activities of the city and advise the City Council of the financial condition and future needs of the city, as well as make recommendations. It is made up of the various divisions who are responsible for different aspects in the development process. Building Inspections, 764 -3741; fax 764 -3814 The Building Inspection Division is responsible for protecting the lives, health and welfare of the public as it relates to the building environment. They provide assis- tance in building design and construction to the home owner, builder, architect and engineer to assure that protection. Building permits are required for construction other than ordinary minor repairs. Minor repairs include repainting, reroofing (up to 25 %) and the replacement of sin- gle items like windows and doors. For information, call 764 -3741. Planning City Planner, 764 -3570 The Planning Division is responsible for maintaining a comprehensive planning pro- gram. It provides long -range and short -range planning functions for the City Council, the Planning and Zoning Commission and other city divisions, and admin- isters zoning and subdivision ordinances. Estimates and projections of population, land use and related data are prepared and maintained. Land Use Senior Planner, 764 -3570 Land use is determined by the city's zoning ordinance. Copies of the zoning ordi- nance and zoning map are available from City Hall at printing cost. Any subdivi- sion of land must be approved by the city according to Subdivision Regulations. A copy of these regulations may be obtained at City Hall at printing cost. Energy Conservation Dlvislon, 764 -3724 The College Station Energy Conservation Division is committed to encouraging and helping it's customers use their energy wisely. Our goal is to provide professional and helpful customer service to utility customers and make all College Station citi- zens aware of the need for energy conservation. The Energy Conservation Division has several programs and services designed to do this. Free residential and commercial energy surveys are available to all cus- tomers. Auditors perform a professional evaluation of how each home or business uses energy, and discusses recommendations for conserving energy. The Energy Conservation Division also maintains a library of pamphlets and information on a wide variety of energy related topics and can answer any question you may have regarding energy conservation. Auditors will perform a professional evaluation of how each home or business uses and/or wastes energy. The auditor will then discuss the reasons of the audit with the homeowner and recommend methods of conserving energy. Citizens will also receive estimates of the cost of recommended improvements and possible energy cost savings. Additionally, the Community Development mission is to provide for an adequate supply of safe and affordable housing, both rental and owner occupied, rehabilitation of existing residential property, and to expand home ownership opportunities. The Business Center at College Station Directly adjacent to Pebble Creek is the Business Center at College Station, which is comprised of 200 acres of land complete with road and utility infrastructure for industrial development. The Business Center is owned by the City of College Station, which contracted for a master plan, final plats, and construction plans for the park's development. Texas State Highway 6, and its service road are directly adjacent to the site. Drive time to Houston city limits is approximately one hour and fifteen minutes. The Business Center at College Station is located just five miles from Texas A &M University in a community without the traditional problems associated with metro- politan masses. This department issues bid invitations, requests for proposals, and negotiates with suppliers on matters related to price, delivery and other contract commitments. Vendor Applications are avail- able upon request. Purchasing is interested in obtaining good responses to bids and inquiries. Thus, your input regarding bid response time, lead times, changes in specifications or any other suggestions to improve competition on bids and responses to inquiries is welcome. College Station Municipal Court, 764 -3683 2611 B Texas Avenue (Next to Police Department) The Municipal Court is the judicial branch of the city and handles all Class C mis- demeanors, which include traffic and parking violations, assault, theft under $50, public Intoxication, violation of city ordinances, Texas Alcoholic Beverage Commission as well as all other Class C violations. In accordance with the Judicial Conduct Commission, the judge is not permitted to discuss cases on the phone or In any location other than the courtroom. Payment of Fines/DrMng Safety Courses In many cases, defendants may be able to dispose of your case by making pay- ment of the standard fine. You may pay your fine by mail or at the front window of the court. The court accepts cash, checks and money orders. Further, defendants receiving a citation for a traffic offense may be able to attend a driving safety course for dismissal of that offense. You may also request driving school by mail or at the front window of the court. If however, you wish to request deferred adjudica- tion (probation), you must appear before the judge or forward a written request to his attention. Appearing Before the Judge Defendants may appear before the judge In walk -In arraignment sessions to enter a plea to their citation. The arraignment sessions are held weekly at 10:30 a.m. on 15 WINMENEWWWWOM= MUM Thursdays and 8:30 a.m. and 9:30 a.m. on Fridays. You should arrive at the court 15 minutes prior to the session and check in at the front window. Procedures Before Trial Before any case can be considered by the Court, the defendant must inform the Court of his /her plea. There are three pleas to a complaint: •"Guilty", if you violated the law as charged in the complaint. •"Nolo contenders" (no contest), If you violated the law as charged in the complaint but do not want the judgment to be used in a civil suit. (A civil suit arises if someone sues you for damages suffered in this incident.) • "Not gulHY', if you did not violate the law as charged. Conviction is punishable by fine only. Mike Ruesink, 764 -3712 E -Mail: mruesink @cl.college- station.tx.us The Public Education Office offers several types of classes that meet a variety of community needs. Classes and tours can be conducted at any of the three fire station locations. Demonstrations or classes can be organized for any size or age of group at their own facility. Fire Prevention The Fire Prevention Division of the College Station Fire Department is staffed by five employees. The division is headed by the Battalion Chief / Fire Marshal and Includes three Lieutenants responsible for Existing Construction / Inspections, New Construction and Public Education. The other member of the division is the FL.A.M.E. OFFICER (Fire Lane Access Maintenance and Enforcement Officer). Training Division The Training Office is staffed by a Battalion Chief and a Training Assistant. The train- ing office is responsible for much of the personnel record keeping within the department. The College Station Fire Department is a modern proactive service devoted to the prevention of loss through education, mitigation and emergency response. The department staffs 78 personnel dispersed throughout three shifts and three stations. Remember you can make a differ- ence. Residential Services (For Single Family Homes & Duplexes) Automated Garbage Collection This collection is provided once a week. Each home or duplex is provided with an automated garbage cart that the resident rolls out to the edge of the curb (not into the street) by 8 a.m. on the scheduled day of garbage collection. The arrows on top of the container should be facing the street. Be sure no vehicles or other items block access to the container or it cannot be emptied. Within 12 hours after coi- lection, remove the cart from the curb back to the house or garage. This is a requirement in our City Ordinance 1948 to keep the appearance of neighbor- hoods clean and neat. It is also a safety issue so cars don't have additional obsta- cles to avoid. Curbside Recycling Collection This collection is provided once a week. Each home or duplex is provided with clear plastic bags to use for recycling. Items being accepted are newspapers and magazines (may be placed in together in the same bag), aluminum and steel cans (may be placed together), sorted glass (clear, brown and green/blue), and lead acid car batteries. Each material and color of glass must be separated into a different bag. Place the filled and secured bags at the edge of the curb by 8 a.m. on your scheduled recycling collection day. To order more recycling bags, use the yellow tag and place on your newspaper bag or call Texas Commercial Waste at 775 -7171 or Public Works at 764 -3690. Clean Green Yard Waste /Bulky item Collection These collections are provided once a week, both on the same day. Place both Clean Green yard waste and bulky items at the edge of the curb by 8 a.m. on your scheduled yard waste/bulky item collection day. Clean Green yard waste Includes brush and tree trimmings and needs to be piled separately, free from any garbage or bulky items. (Bulky items including kitchen appliances, furniture or other large Items that do not fit in the garbage cart.) Tree limbs should be cut and bun- dled into four foot lengths. Clean Green yard waste is taken to the City of Bryan Co- Compost facility to be shredded and composted or recycled into a soil amendment or natural fertilizer. Please flatten all cardboard boxes before placing them out for collection. .29 The City of College Station Citizen's Handbook Other Recycling Services For Our Residents Public Used Motor Oil and Filter Recycling Center Used motor oil and filters can be taken to be recycled at the Used Oil Recycling Center located at the Public Services Center, 2613 Texas Avenue South (behind the Police Department). Recycling is now the only proper and legal method of disposal for used motor oil and filters. These items are banned from the landfill, so you can't put them in the garbage cart or dumpster. There are also many local businesses that will accept used oil and filters from citizens. For more information on the near- est recycling drop -off, please call Public Works at 764 -3690. We encourage citizens that have a concern pertaining to traffic signals, signs, or pavement markings to call 764 -3450 or 764 -3638 after hours. 30 The City of College Station Citizen's Handbook Executive Director, 764 -3806 Rock Prairie Road Landfill, 764 -3832 The Brazos Valley Solid Waste Management Agency ( BVSWMA) is a joint solid waste management agency which was formed by the cities of Bryan and College Station in May 1990. BVSWMA (pronounced Ba Vis -Ma) has the responsibility of operating the publicly -owned Rock Prairie Road Landfill which serves an eleven county region. Landflll The BVSWMA landfill is located on Rock Prairie Road, 2.5 miles east of State HWY. 6. The landfill receives an average of 600 tons of waste per day and covers an area of 120 acres. Our customer base includes commercial haulers, private citizens, and munici- palities from the Brazos Valley area. With a current, paid Bryan or College Station solid waste utility bill receipt, residential customers may take garbage to the landfill free of charge. Commercial and non- Bryan/College Station residential solid waste customers pay a tipping fee of $23.50 per ton. There is a $3.00 minimum fee for all loads. All loads brought into the landfill must be properly secured and covered to prevent spillage from the transport vehicle. Additional fees may be assessed for unsecured loads. The landfill will accept most types of household garbage. There are a few things that we are unable to take, however, due to state and federal regulations which have been written in order to protect human health and the environment in our community. We cannot accept: • Liquid paints • Lead acid batteries • Used oil • Oil filters • Tires All of these items can be recycled at either the Used Oil Recycling Center (2613 Texas Ave. South) or the two Household Hazardous Waste Collection events held each year (dates, times, and location to be announced). Landfill hours of operation are Monday - Friday 7:30 a.m. to 4:30 p.m. (7:00 a.m. to 5:00 p.m. during Daylight Savings Time) and Saturday 7:30 a.m. to 12:30 noon (7:00 a.m. to 1:00 p.m. during Daylight Savings Time). White Goods/Appliance Recycling Center BVSWMA accepts kitchen appliances, washers, and dryers for recycling at the Rock Prairie Road Landfill free of charge for Bryan and College Station. residential solid waste customers (bring a current, paid utility bill receipt). Household Hazardous Waste Collections BVSWMA sponsors two Household Hazardous Waste Collection events each year, one in the spring and one in the fall, in conjunction with the Cities of Bryan and College Station at the Brazos Center at 3232 Briarcrest Drive in Bryan or other publicized loca- tion. Please help us keep hazardous toxic chemicals out of our waste stream and landfill. Household hazardous wastes include motor oil, oil filters, antifreeze, paints, paint thinners, stains, cleaners, aerosols, batteries, pesticides, herbicides, and many others. Buy only what you need and use it up. Share left -overs with someone who can use them. Recycle what you can. Use less toxic alternatives to hazardous clean- ers and chemicals whenever possible. Master Composter Program and Compost Demonstration Gardens Backyard composting is one of the best ways to reduce the amount of household waste going to the landfill by recovering the nutrients in grass clippings, leaves, tree and shrub trimmings, and food scraps to help maintain healthy soil and plants. BVSWMA sponsors the Brazos Valley Compost Corps Master Composter Program. Master Composter training courses are offered twice each year, once in the spring and once in the fall, for environmentally concerned citizens who want to gain com- posting expertise and teach friends and neighbors in the Brazos Valley about this proven gardening and yard waste management method. The course is 14 hours. Upon completion of 20 volunteer hours participants are certified by the Texas Natural Resources Conservation Commission (TNRCC) as official Clean Texas 2000 Master Composters. BVSWMA has developed plans for the construction of four compost demonstration gar- dens in the Bryan/College Station area. The sites will contain commercially available and constructed compost bins, instructions on how to purchase or construct the bins, and information regarding the benefits of composting and how to compost in your own backyard. The sites will be landscaped with model gardens demonstrating the gardening applications of composting and organic gardening methods. The City of College Station's Utility Billing Office connects /disconnects and bills for electric, water, sewer and garbage. Applications for utilities may be made in per- son or by mail. A deposit and connect fee is required for all accounts. However, the deposit may be waived if an acceptable letter of credit from another utility is provided. This letter should include: the name of the utility; the customer name; the number of service months; and the payment history on the account. A deposit may also be refunded when acceptable credit is established with the City of College Station. 33 The City of College Station C itizen's H andbook Payments Customers have 15 days from the date the bills are mailed to make payments. Past due bills are charged an additional fee which cannot be waived or relieved. Bills may be paid at City Hall between 8:00 a.m. and 5:00 p.m., Monday through Friday. There is also a night deposit box at City Hall for use on nights, holidays and weekends. In addition, bank drafts and Visa/ Discover may be used for payments. All payments should show the account number and must be received on or before the due date to avoid late charges and /or service disconnection. Services disconnected for non - payment cannot be restored until all outstanding balances, including penalties and re- connection fees, have been paid. Utility bills are computed per monthly readings of electricity and water meters. Copies of the utility rates may be requested at the utility counter in City Hall. Meters Meters are the property of the city and are not to be turned on or off except by authorized city employees. Unauthorized connection of a meter is illegal under state law. The city has the right of access to meters whenever necessary. Utility accounts may be listed in one name only and the person whose name appears on the account is responsible for payment of bills and is entitled to the deposit refund when the account is closed. (The city is not responsible for agree- ments made between roommates).
