Council questions and staff responses for items on February 22nd, 2024 City Council Meeting 9.7: Greens Prairie Road Speed Limit Sponsors: Emily Fisher Question: I have read this item in the packet and understand the rationale for the 40 mile per hour speed limit. Why is it not possible to do what was done on Holleman South a few years ago and accommodate the same design and school zone concerns? On South Holleman from Rock Prairie West to Deacon the speed limit is set at 40 mph allowing for the school zone to be reduced speed to 25. From Deacon to at least North Graham the speed limit is 45 mph. This same approach could be done on Greens Prairie Road. Reduce the speed to 40 mph somewhere just west of the curve and school zone but leave the rest from there to Royder Road at 45 mph. This road has a long straight stretch with one traffic light and a four way stop at Woodlake. It is built as well as S. Holleman and traffic will likely be going faster than your proposed 40 mph limit. Wm Fitch from Midtown/Lakeway to East Rock Prairie is similar cross section and is 45 mph. Southwest Parkway from Dartmouth to Earl Rudder has no medians and narrow sidewalks and is also 45 mph. In short, I would like to see some further consideration of the need for staff's proposed speed limit along the entire Greens Prairie Road as described above. Response: There is no engineering reason why the speed limit through the straight section of Greens Prairie cannot be 45 mph. Due to the existing and future residential developments in the area along with the new shared use paths along both sides of the road, the consistent speed limit of 40 mph is recommended by staff. However, the ordinance can be revised to allow for a 45 mph speed limit from just past Castlegate Drive to the city limit. Another alternative would be to set a speed limit now and perform a speed study once the road has been open for several months and adjust if necessary.
