CITY OF COLLEGE STATION
City of College Station Government:
The City of College Station was incorporated in
1938. It is a home -rule city and operates under the
Council- Manager form of government. The Mayor
and six Council Members are elected at- large, by
place, in city -wide elections; terms of office run for
three years.
Meetings:
The City Council meets on the 2nd and 4th Thurs-
day at College Station City Hall in the Council Cham-
bers. Council meetings are open to the public and
are broadcast live on Channel 19 and
www.cstx.gov.

Nationally Accredited
Among many accomplishments in 2007, I'm happy to report that, College Station
Parks and Recreation Department was designated as a Nationally Accredited
Agency, a distinction that has so far been awarded to only two other Texas cities —
Plano and Austin. This great honor is due to the hard work and dedication of our
knowledgeable staff in this department as well as the support of citizens of College
Station. Another exciting event was the dedication of Veterans Park and Athletic
Complex Phase II that includes additional softball fields, soccer fields, concession
building, playground, History mile and the 500 - capacity American pavilion. A
new plaza and the Green Room at Wolf Pen Creek Park were other additions to
park facilities which offer more gathering options to the public.
We are pleased to provide this 2008 calendar as a means to inform the public about
the many fine park facilities and leisure services that are offered throughout the year.
The calendar also includes activities and information for programs and events of-
fered by other local agencies that may, be of interest to you and your family. We hope
that this calendar will assist you in s6eduling your leisure activities throughout the

Steve Beachy, the second director of College Station Parks & Recreation Department, retired
November 21 after nearly 30 years of dedicated service. Steve and his wife, Mary Alice, were
surprised by the greetings they received from the Parks el loyees on Steve's last day at the office.
A 1969 graduate of Texas A &M University and vetela the U. S. Army, Beachy began his
professional career in Mission, TX and served as the city's first di rector from 1972 -78 before making
the move to College Station. Under his direction, College Station has built and maintained a
comprehensive system of 50 parks covering 1,274 acres; developed and implemented programs
such as Kids Klub, XTRA Education and EXITTeen Center; funded morethan $30 million in capital
improvements projects for College Station parks.

During his tenure, numerous projects have been developed and implemented: Lick Creek Park
Master Plan, Wolf Pen Creek Master Plan, W. A. Tarrow Park Master Plan, Vet *s Park and
Athletic Complex Master Plan, and the Brazos Valley Veterans Memorial. than 100
recreation, athletic and entertainment programs have been implemented undei% direction,
ranging ftom sports programs to the Starlight Music Series and Christmas in the Park.
Beyond his accomplishments, Steve's jovial quality and perpetual sense of humor is legendary
and was visible in every facet of his management style. A great friend and exceptional manager,
Steve Beachy will be sorely missed at the City of College Station.

Ri Assistant Parks Director, started his 31 years of service in 1977 as Forestry
Superintendent unlit January 1990, when he was promoted to the position of Assistant Director.
Ploeger has been instrumental in the planning and completion of several high profile projects
including the Lincoln Center Master Plan, Wolf Pen Creek Amphitheater Complex, Lick Creek
Park, Crompton Park and numerous other facilities throughout the City. The most significant
project that he was responsible for was the recent Veterans Park and Athletic Complex

Brazos Valley region and has become the site of choice for major athletic tournaments as well as
large community events.
Ploeger is active in the community and serves on the Board of Directors of the Brazos Valley Junior
Achievement program. He is also active in the Bluebonnet Street Rod Club and was involved in
the development of the annual Rod Run at Central Park each summer which has become a
significant tourism event for the community. Ric's other notable contribution to the community

recreation, health and life skills. Membership is required for $20.00 for the school year (9 MONTHS).
Summer rates are $50.00 for local Brazos Valley residents and $100.00 for non - Brazos Valley
residents. Families with more than three children are eligible for a family rate and discounts. Low -
income families are eligible for a special rate. After school hours are: Monday - Friday from 3 pm

The beautiful terraced entrance plaza, natural light flooding the
glass - walled lobby, and soaring arches in the main gallery hall
provide a dramatic inviting entry to the Center. Opening from the
gallery is the large multi - purpose room perfect for dinners,
weddings, receptions, dances, banquets and meetings. It features Melvin Lange Heather Lul)uli
10' ceilings, stage, a wall of windows and a large.deck.
The Center has a total of 8 rooms in various sizes to meet your
needs, for a nominal rental fee and deposit. Amenities include
a piano, disco ball, audio - visual equipment, chairs, various table
sizes, and a catering kitchen. The experienced, courteous staff
will assist you in every possible way to make your event a success.

Workshops: Workshops are scheduled in a collaborative effort with many involved agencies to
meet the educational and informational needs of our customers during the calendar year.
Competitive Basketball & Co -Rec Volleyball: Lincoln Recreation Center offers community and
spring/summer tournaments and has the capacity for league play.
Gym Reservations: The gym can be reserved for team play, special events, and community functions.
Reservations must be made by 4 pm, 48 hours prior to the reservation date. Fees will be from $25.00
to $35.00 per hour and all day use for $225.00, with a deposit of $250.00. Rental fees are subject
to a $20.00 after -hour charge and set -up /janitorial fees.
Community Room Rental: Reservations can be made for the Community Room by paying a $100.00
deposit and a $25.00 /hour rental fee with a 3 hour maximum. A kitchen is available with the room rental
for an additional $20.00 fee. Other small rooms may be available. Fees are subject to before and after
hour charges, plus set up and janitorial fees.
COMPUTER LAB: Supervised after - school tutorial program for school aged children 6 -18. This is a
collaborative effort between TAMU, College Station Parks and Recreation Department and College
Station Independent School District to meet the computer needs of disadvantaged youth. With the
emphasis on reading and accelerated math instruction and T.E.K.S. preparation, these students will
have access to CSISD web site, College Station Library reference, and the Internet. Lab Hours are
M -F, 3 pm, Saturday 12 pm - 5 pm, and Sunday as needed. Transportation available to the Lab from
A &M Consolidated Middle School, Oakwood Intermediate, College Hills, South Knoll, and Rock
Prairie Elementaries. CSISD Bus transportation from Cypress Grove Intermediate, College Station
Middle School, Pebble Creek, Southwood and Forest Ridge Elementaries.
Senior Citizens (BVCAA Years for Profit): The program at the Lincoln Center provides a nutritious meals
for all persons 55 years of age and older. Daily programs such as arts and crafts, dominoes, bingo, field
trips, and computer classes are offered. Call 979 - 764 -3750 for more information.

The Exit Teen Center is a great after - school place for 6th - 9th
graders. The Teen Advisory Board was involved throughout
the design and development of this building that includes a
club style room, an all- purpose room and a computer lab. The construction was completed in
September of 1999.
TEEN CENTER ACTIVITIES: Come in after school or on a summer day to play Xbox, chat online,
listen to music, play dodgeball or just hang out with your friends. Also you can participate in Xtreme
Exit, Field Trips, Teen Talk, Girls /Boys Night Out, Saturday Sports and so much more!
RENTAL: Rent a room or the entire building for your next meeting, party, or reunion! The EXIT Teen
Center is a great indoor facility within a park.

The Amphitheater has established a remarkable reputation for
quality shows, beautiful facilities, and down -home hospitality for
both performers and guests. The City of college Station promotes
and hosts a variety of in -house shows each year. These include
popular entertainers for adults, movies in the park for families, and events specifically for kids. In addition,
the City welcomes promoters and private renters who wish to conduct their own events. A newly

The Parks and Recreation Advisory Board exists to advise the City Council on all
matters concerning the establishment, maintenance, and operations of all parks
within the City of College Station. This board also gives advice regarding the
establishment and operation of recreation programs conducted by the City of
College Station for its citizens. The board carries out all other duties and
responsibilities as may be assigned by City Council. Board Members Left to Right:

2007 AGENCY ACCREDITATION
The College Station Parks and Recreation / ..
Department received national recognition
during the 2007 Congress of the National Cult,
Recreation and Parks Association in India-
napolis. The department was designated Y\
as a nationally accredited department, a
distinction that has so far been awarded to only two other
Texas cities — Plano and Austin.
"This is a wonderful affirmation of the great work that the
Parks and Recreation staff does for the people of College
Station, and of the support our City Council and Parks
Board members provide to help assure quality of life for
our citizens," City Manager Glenn Brown said.
The Commission for Accreditation of Parks and Recreation
Agencies (CAPRA) is an independent body sanctioned by
the National Recreation and Park Association (NRPA) and
the American Academy for Park and Recreation
Administration (AAPRA). The accreditation serves to
benchmark each department with other nationally
recognized departments throughout the country.
Each agency must meet 36 fundamental standards out of a
total of 155 standards. Out of that, 137 standards must be
met by each participating agency in order to meet the
minimum and be recognized as a fully accredited NRPA
(National Parks & Recreation Association) agency.

Steve Beachy Inducted into Hall of Fame
Steve Beachy, College Station's
Director of Parks and Recreation since
1978, was honored by his peers early
2007 at the annual Texas Amateur
Athletic Federation Conference in
Abilene when he was inducted into the
prestigious Hall of Fame.
"You rarely find someone with Steve
Beachy's extensive knowledge,
experience and infectious personality,"
said City Manager Glenn Brown. "He
is the cornerstone of our award - winning
parks program and this honor is well
deserved."
Previous honors and recognition earned by Beachy include: 1983,
Texas Recreation and Park Society Outstanding Young Professional;
1992, Texas Amateur Athletic Federation President's Award; 1998,
Boy Scouts of America District Award of Merit; 2000, Texas A &M
University Recreation, Parks & Tourism Sciences, Leslie Ried Alumni
Award; 2001, City of College Station City Council Outstanding Service
Award; 2001, Texas Department of Public Safety Certificate of
Appreciation for Emergency Management; 2002, Arts Council of
Brazos Valley Distinguished Service to the Arts; 2005, Texas A &M
University International Excellence Award; 2006, Texas Recreation
& Park Society Daniel Whitworth Fellow Award; 2006, Boys and Girls

AQUATICS AWARD
City of College Station Aquatics received the "Pro-
gramming Award" for 2006 from the Texas Public
Pool Council for its outstanding service to the com-
munity that is provided throughout the entire year.
The "President's Award" was
presented to Vera Solis, Aquat-
ics Supervisor, from the Texas
Public Pool Conference in rec-
ognition for her dedicated and
outstanding service to the
Texas Public Pool Council and
continual effort to keep the
president on task, in line, and
somewhat in control.
The "Class H Agency of the Year Award" Winner
for 2006 was the City of College Station. The Texas
Public Pool Council (T.P.P.C.) Agency of the Year
Award is given to an agency that best demonstrates
significant impact on the youth and families of their
local community and is recognized by the Texas
Public Pool Council as having demonstrated effec-
tive aquatic operations.
Congratulations to Vera and her Aquatics staff for
all their accomplishments.

nizes a provider, department or an individual who has been most
helpful throughout the year, assisting the Parks Department with their
needs. The 2006 -2007 recipient of the PARDner award is Courtney
Kennedy, Budget and Management Analyst with the City of College
Station for her kind and professional services to the Parks Department.

The Amphitheater:

beautiful, natural setting. The Wolf
Pen Creek Amphitheater accom-
modates 300 - 7,500 people and
prices range from $300- $3000.
Rental of this facility includes all
outdoor areas inside the fenced
perimeter.
The Plaza:
Appropriatefor more intimate
outdoor gatherings such as
family reunions, birthday par -
ties, and small concerts. The
Plaza accommodates up to
250 people. Rental prices

The Green Room:
Great setting for formal dinners, banquets, and cocktail parties. Banquet
seating can accommodated up to 40, while a standing cocktail party can
accommodate up to 80. Rental prices range from $75 - $400.

*Advertising in City parks is prohibited.
*Park curfew for neighborhood parks is
11:00 pm - 5:00 am.
•Park curfew for community parks is
1:00 am -5:00 am.
• Dogs must be on leashes at all times, except in Steeplechase
& Lick Creek Parks with sound command.
•AII wildlife in City parks is protected.
• It is unlawful to litter in City parks.
• It is unlawful to cut or destroy vegetation.
All vehicles must park in designated areas.
It is unlawful to swim in park ponds.
•AII firearms, airguns, crossbows, bows & arrows are
prohibited.
•AII vendors must have an approved permit.
• No campfires without prior approval.
*No dunking booths or livestock without prior approval.
*Tents must be pre- approved and location
coordinated with Parks Operations staff.
*No off -road vehicles are allowed in City parks.
*Golfing or (practice) driving of golf balls in the
parks is prohibited.
*Please obey all "FIELDS CLOSED" signs.
•Athletic fields must be reserved separately from
pavilion rentals.
