HomeMy WebLinkAbout01/09/2025 - Regular Agenda - Rock Prairie Management District No. 2ROCK PRAIRIE MANAGEMENT DISTRICT NO. 2 NOTICE OF PUBLIC MEETING Notice is hereby given to all interested members of the public that the Board of Directors of the above captioned District will hold a regular public meeting at 4121 State Hwy 6 South, College Station, Brazos County, Texas 77845, said address being a meeting place of the District. The meeting will be held on Thursday, January 9, 2025, at 2:00 p.m. The City Council of College Station, Texas may or may not attend the Public Meeting. The Board shall consider and discuss the following matters and take any action appropriate with respect to such matters: 1. Public comments; 2. Review and approve minutes of the October 10, 2024, Board of Directors meeting; 3. Bookkeeper's Report, including authorizing the payment of invoices presented; 4. Authorize preparation and submission of District information to Texas Comptroller of Public Accounts as required by Section 403.0241, Texas Government Code, and Chapter 203, Texas Local Government Code, for inclusion in the Special Purpose District Public Information Database; 5. Tax Assessor/Collector's Report; 6. Consider exemptions from taxation for 2025, and the adoption of a Resolution in connection therewith; 7. Adoption of Resolution Authorizing an Additional Penalty on Delinquent Personal Property Taxes and authorize delinquent tax attorney to collect delinquent personal property taxes beginning April 1, 2025, including the filing of lawsuits, as necessary; 8. Adoption of Resolution Authorizing Request to Brazos Central Appraisal District for Appraisal of Property; 9. Engineering Report, including: a. Authorizing the design and/or advertisement for bids for construction of facilities within the District, approving of related storm water plans, including: i. Status of design of Midtown City Center, Phases 406A and 406B; b. Authorizing the award of or concurrence in award of contracts for the construction of facilities within the District, authorizing acceptance of TEC Form 1295, and approval of any storm water permits; c. Status of construction of facilities to serve land within the District, including the approval of any pay estimates and/or change orders and authorize acceptance of Form 1295; d. Acceptance of site and/or easement conveyances for facilities constructed or to be constructed for the District, and acceptance of facilities for operation and maintenance purposes; and e. Status of acceptance by the City of streets for maintenance; 10. Developer's Report, including: a. Consider approval of Acknowledgement of Assgiment of Utility Development Agreement Proceeds; and b. Discussion regarding Wisconsin Public Finance Authority's ("PFA") Special Revenue Bonds; authorize any action necessary in connection therewith, including approval of District Certificate, PFA Approval Letter and Acknowledgment and Consent to Sale and Assignment Agreement; 11. Order Establishing Policy for Covered Applications and Prohibited Technology pursuant to Chapter 620, Texas Government Code; 12. Attorney's Report, including: a. Masterson Advisors LLC, MSRB Rule G-10 Annual Disclosures; 13. Discussion of renewal of District insurance coverages and authorize solicitation of proposals for same; and 14.
