Within 35 years the three- county region consisting of Brazos, Burleson and Robertson counties could experience a 50% increase in population. That said, while Planning & Development Services staff continues to review and evaluate the City’s Comprehensive Plan, the Planning & Zoning Commis- sion considers revising the Comprehensive Plan as the number one priority in their draft Plan of Work. Since the Comprehensive Plan was adopted in 1997, College Station has experienced a 30% increase in population. This represents a 4% average annual growth rate. The direction of the Plan is generally based on 1990 Census data, although a number of small area plans and special interest plans have æØiËØÎÏÉÕØÆØÛ been completed using more recent 2000 Census data. Many of the Plans recommendations are action-oriented and have been completed or in progress. ÆÆÆÚÊÉÅÖÎÇ Significant changes continue to occur in our area meriting a holistic re-evaluation of the Comprehensive Plan and impact the manner in which College Station wants to grow in the future. Generally, these can be summarized into land use, transportation, and utility issues. Land Use: Since 1997, the area of College Station has expanded 27%, and significant devel- opment pressure continues to occur in the ETJ and desirous, vacant land is absorbed. Plat- ting activity has increased 150% since 1997, with residential growth occurring primarily in south College Station. This trend represents a linear growth pattern to the south along SH 6. Transportation: This population growth and development pattern continues to stress our transportation infrastructure. Both the City and TxDOT have a number of projects planned or underway to mitigate this, but land use and transportation relationships are ultimately a chicken and the egg scenario. Effective land use planning, pursuit of infill and redevelop- ment opportunities and careful utility extensions and policy have a tremendous benefit to our transportation system. Utilities: Second only to good access, the provision of adequate water and wastewater infra- structure is essential to the planned growth and development of our community. A number of trunk lines are being designed and constructed to satisfy requirements stemming from re- cent annexations, but as existing infrastructure ages and redevelopment/infill opportunities arise, utility issues can help or hinder such opportunities. As noted in the Plan, “College Sta- tion’s ability to serve areas with infrastructure and utilities will determine its ability to grow.” Preliminary discussion regarding overhauling the Comprehensive Plan is underway with the Planning & Zoning Commission and City Council to define our process for updating the Plan as “a comprehensive plan can be the most important document a community can have.” Please direct any comments or questions to Trey Fletcher, Senior Planner at 764-3570 or tfletcher@cstx.gov.
