Subject: Use of Standby Reservists in Civil Defense Activities
Dear Reservist
1. The use of Standby Reserve officers of the four Services in
support of this nation's civil defense program has been approved by
the Department of Defense. The Secretary of the Air Force has been
authorized to award point credit toward retirement to non — obligated
Reserve officers who volunteer and are selected to serve without
pay in regional, State and local civil defense positions or activi—
ties. Some activities fall into the general category of plans,
training and operations officers, instructors in radiological warn—
ing, and shelter utilization.
2. Officers considered eligible for this program musts
a. Be in an active status in the Standby Reserve,
b. Have no remaining statutory obligation,
c. Not be assigned to an organized drilling unit,
d. Not have been declared not available for mobilization by the
Selective Service System and
o. Be authorized to participate by his respective Service chief.
3. One point creditable toward retirement will be awarded for each
inactive duty training period of not less than two consecutive hours
of civil defense work at a duly scheduled work formation in an offi—
cially designated location under active supervision. A maximum of
two (2) points for inactive duty training may be awarded per day.(a
day will be considered the equivalent of a multiple drill, i.e.,
8 hours of work), three (3) points for inactive duty training per
wee_:; six (6) points for inactive duty training per month; thirteen
(13) points for inactive duty training per quarter. All points earned
will be posted but not more than sixty (60) points for inactive duty
training may be credited for retirement purposes during any one retire —
ment year.
4. Administrative coordination of the program for all Services will
be effected by the Department of the Army.

5. Any further information relative to job description, vacancies,
numb or of hours work, place of formation, etc., should be directed
to your local civil defonse office.
6. If you are willing to accept assignment and desire to participate
in this program, complete the attached card and return it to this
Headquarters. Reserve Orders, reporting, and training instructions
will be forwarded when you are selected by the Department of the Arpy.
It is requested that you contact the Local Civil Defense Office be—
fore completing the card if possible, to avoid misunderstandings which
tend to delay or void attachmanta to Civil Defense.
