EMERGENCY RESPONSE PROCEDURES
The Hazardous Materials Emergency Response Procedures for Brazos
County, Bryan, College Station, and Texas A &M University was
updated and revised upon the recommendations of the Brazos County
Hazardous Materials Local Emergency Planning Committee and approved
May 19, 1992 for implementation.

BRAZOS COUNTY HAZARDOUS MATERIALS
EMERGENCY RESPONSE
PROCEDURES
I. PURPOSE
Recognizing the need for emergency planning, training, coor-
dination of resources, and immediate response in the event of an
accident involving explosives, poisonous, radioactive or other
hazardous materials which could threaten life or property in Brazos
County, an emergency team consisting of representatives of the Fire,
Police, Sheriff's Office, Emergency Management /Civil Defense, volun-
teer consultants, and other local and state government key officials
is organized for the purpose of:
A. Emergency Planning.
B. Specialized Training.
C. "On site" training by responding to each accident
occurrence.
D. Maintaining coordination by periodic planning
meetings, and updates on hazardous materials handling.
E. Establishing coordination lines with users and trans-
porters of hazardous materials.
F. Inventorying possible danger points in county.
G. Establishing and periodically reviewing evacuation
procedures.
II. ACCIDENT ASSUMPTIONS
A. Train and transport truck accidents.
B. "On site" accident involving installations using or
handling hazardous materials.
C. Fire, explosions, spills of poisonous gases or haz-
ardous materials which could create a potential
disaster.

III. FIRE DEPARTMENT RESPONSIBILITIES
A. The Fire Chief or his designee is responsible for
the command and control of all hazardous material sit -
uations.
B. Responsibilities of area Fire Departments in respond-
ing to a hazardous material problem are as follows:
1. Establish Field Command Post.
2. Initiate Primary Notification Procedures.
a. The Fire Chief or his responsible designee
will instruct his communications dispatcher
to notify the following officials or agencies:
1. Local Department of Public Safety.
2. Jurisdictional emergency management coordinator.
3. Jurisdictional law enforcement agency.
b. The following will be notified to be on standby
status and will be prepared to respond if
requested:
1. The emergency management coordinators for
Brazos County, Bryan, College Station, and
Texas A &M University.
2. All other fire departments and law enforcement
agencies in the County will be notified of
hazardous material incident.
3. Notification of appropriate team members (p. 5) by
the responding Fire Department.
4. Identification of hazardous material.
5. Determination of evacuation needs.
6. Hazardous material containment or control.
7. Notify Department of Public Safety of accident.
8. Contact owner or transporter official.
9. Determine proper material handling procedure.
10. Coordinate assistance and resource needs with
responding team members and emergency management/
civil defense official.
11. In rural areas, notify Sheriff and Precinct
Commissioner.

IV. POLICE DEPARTMENT RESPONSIBILITIES
A. Responsibilities of area Police Departments in respond-
ing to a hazardous material problem are as follows;
1. Evacuation of affected area.
2. Traffic control and area cordon.
V. HAZARDOUS MATERIALS EMERGENCY RESPONSE TEAM
A. Notification and Response:
1. The Fire Chief in charge shall be notified of any
supposed hazardous material emergency in his juris-
diction. If he determines that a hazardous material
emergency in fact exists, his dispatcher will notify
all members of the Hazardous Material Response Team
as appropriate (page 5 of this plan); these Team
members will respond on an as- required basis.
2. In the event of an accident involving radiation,
notify the Department of Public Safety or the TAMU
Radiation Team and get a radiation team if needed.
Cordon off area to a safe distance from radiation.
3. In the event of a hazardous materials accident, some
aid may be available from other local agencies. A
list of non -local emergency phone numbers is included
in the plan (see Pages 7 and 8).
VI. EMERGENCY EVACUATION GUIDELINES
A. When it is determined that an area must be evacuated,
the Fire Official in charge of Accident Operations
and the Law Official in charge of Police Operations
will determine the area to be evacuated. The Law
Enforcement Agency will be in charge of area evacuation
which will be encompassed by part or all of the following;
1. House -to -house notification.
2. Mobile siren alerting.
3. Radio and TV broadcasts.
B. Mobile siren alerting will be continuous siren activation
for 3- minute periods. Citizens in siren sound area
should immediately tune in local radio /TV stations for
emergency instructions.

C. The Police Officer in charge of evacuation will coor-
dinate with department Public Information Officer, the
exact area that must be evacuated and direction of
evacuation routes by using maps, street names, and
road numbers.
D. A list of possible sources of emergency food and shelter
for evacuated persons is contained in this plan. (Annex D)
VII. ASSISTANCE COORDINATION
A. Existing mutual aid agreements within the political
subdivisions will be handled by the affected department
heads on a routine basis. Other coordination and re-
quests for assistance will be coordinated through the
Emergency Management /Civil Defense Director or City
Manager who will assume responsibility and authority for
obligated expenditures.
B. Firemen Training School (TAMU):
All assistance requests can be made by the Fire
Chief -in- charge to the appointed official as
coordinated through the County Emergency Management/
Civil Defense Office.
C. Chemists and Weather Consultants;
Requests for appointed consultant assistance will
be initiated by the Fire Chief -in- charge.
VIII. RADIO /TV EMERGENCY NEWS TEAM
A. Local News Media managers will be requested to serve as
an Emergency News Task Team for:
1. Educating the public on local emergency
evacuation procedures.
2. Alerting and broadcasting emergency information
concerning areas requiring evacuation. (The
same basic guidelines as currently used for
Tornado Warnings, except exact areas must be
specified for Hazardous Material Evacuation).
B. All broadcast emergency instructions concerning evacu-
ation will be issued by the Police Chief, Sheriff, or
his designated representative.
C. All broadcast emergency information concerning the
accident operations will be issued by the political
subdivision chief official or his designated
representative.

PURPOSE
This procedure provides a basic philosophy and strategic procedure for
hazardous materials situations. All Bryan Fire Department Standard Operating
Procedures, unless superceded by a specific part of this procedure, remain
in effect for hazardous materials incidents.
Hazardous material incidents encompass a wide variety of potential
situations including fires, spills, transportation accidents, chemical
reactions, explosions and similar events. Hazards involved may include
toxicity, flammability, radiological hazards, corrosives, explosives, health
hazards, chemical reactions and combinations of factors. This procedure
provides a general framework for handling a hazardous material incident, but
does not address the specific tactics or control measures for particular
incidents.
DISPATCH
Dispatch will attempt to obtain any and all information T m -t-he person
reporting a hazardous material incident. This information should, if
possible, include material name and /or type, amount and size of container(s),
problem (leak, spill, fire, etc.) and dangerous properties of the materials.
The incident taker should remain on the telephone with the caller to gain
additional information after dispatching fire department units. Any
additional information shall be relayed to responding units after dispatched.
If the call comes from a person with particular knowledge of the
hazardous situation, have that person meet and direct the arriving units.
Dispatch shall dispatch the following assignment to all hazardous
material incidents:
Commercial Response - 3 Engines, Truck, Medic, and C -1.
EXCEPTION - Single Engine Company response can be dispatched to eit)ier a
'natural gas leak, out side a structure and /or a fuel spill or
leak from small cars or trucks.
Also, dispatch shall notify the Police Department, the Department of
Public Safety, and Brazos County Civil Defense of any major hazardous
material incident.
Dispatch shall get wind direction and speed and relay this information
to responding units.

Dispatch Supervisor will immediately, begin to research the
situation, using resources at his /her disposal ( "P" Numbers, responsible
party, premis information, etc.).
Dispatch Supervisor should attempt to anticipate the needs of any
particular situations and be prepared for them.
FIRE DEPARTMENT
The FIRST ARRIVING OFFICER SHALL ESTABLISH COMMAND, and begin a
size -up. The first unit must consciously avoid committing itself to a
dangerous situation. When approaching, slow down or stop to assess any
visible activity taking place. Evaluate effects of wind, topography, and
location of the situation.
Command will advise all other units to stage until instructed to
take specific action. Units must stage in a safe location, taking into
account wind, spill flow, explosion potential and similar faLoss.in any
situation.
Command must make a careful size -up before deciding on a commitment.
It may be necessary to take immediate action to make a rescue or
evacuate an area, but this should be done with an awareness of the risk
to Fire Department personnel, and taking advantage of available
protective equipment.
The objective of the size -up is to identify the nature and severity
of the immediate problem and gather sufficient information to formulate a
valid action plan. A'HAZARDOUS MATERIALS 'INCIDENT REQUIRES A MORE
CAUTIOUS AND DELIBERATE SIZE -UP THAN MOST FIRE SITUATION.
Avoid premature commitment of companies and personnel to pofentially
hazardous locations: Proceed with caution in evaluating risk before.
formulating a plan and keep uncommitted companies at a safe distance.
Identify a hazardous area based on potential danger, taking into
account materials involved, time of day, wind and weather conditions,
location of the incident and degree of risk to unprotected personnel. Take
immediate action to evacuate and /or rescue persons in critical danger if
possible, providing for safety of rescuers.

The major problem in most cases is to identify the type of materials
involved in a situation, and the hazards presented, before formulating a
plan of action. Look for labels, markers, and shipping papers, and ask
personnel at the scene (plant management, responsible party, truck drivers).
Utilize reference materials carried on apparatus and have dispatch contact
other sources for assistance in sizing up the problem (Chemtrec, other
agenices, manufacturers of materials, etc.).
Based on the initial size -up and nay information available, Command
will have to formulate an action plan to deal with the situation.
Most hazardous materials are intended to be maintained in a safe
condition for handling and use through confinement in a container
or protective system. The emergency is usually related to the
material escaping from the protective container or system and
creating a hazard on the exterior. The strategic plan must
include a method to get the hazardous material back into a safe
container, dispose of it, neutralize it, or allow it to dissipate
safely.
The specific action plan must identify the method of hazard
control and identify the resources available and /or required
to accomplish this goal. It may be necessary to select one
method over another due to the unavailability of a particular
resource or to adopt a "holding action" to wait for needed
equipment or supplies.
The action plan must provide for:
1. Safety of citizens
2'. Safety of Firefighters
3. Eiiacuatign. of endangered area, if necessary
4. Control of situation
5. Stabilization of hazardous materials, and /or
6. Disposal or removal of hazardous materials.

Do not commit personnel and equipment prematurely or "experimenting"
with techniques and tactics. Many times it is necessary to evacuate and
wait for special equipment or expert help.
CONTROL OF HAZARDOUS AREA
A hazardous material incident has two (2) zones associated with the
scene. They are the HAZARD ZONE and the EVACUATION ZONE.
HAZARD ZONE
The hazard zone is the area in which personnel are potentially in
immediate danger from hazardous conditions. This is established by
Command and controlled by the Fire Department. Access to this area will be
rigidly controlled and only personnel with proper protective equipment
and an assigned activity will enter. All companies will remain in tact in
designated staging areas until assigned. Personnel will be assigned to
monitor entry and exit of all personnel from the hazard zone. Tne
hazard zone should be geographically described to all responding units.
Responsibility for control of personnel in this zone includes not
only Fire Department personnel, but any others who may wish to enter the
hazard zone. Command is responsible for everyone's safety.
EVACUATION ZONE
The evacuation zone is the larger area surrounding the hazard zone
in which lesser degree of risk to personnel exists. All civilians would
be removed from this area. The limits of this zone will be enforced by
the Police Department based on distances and directions established
in consultation with Command. Command shall have the final authority
to establish the evacuation zone.in.cases where :there may be difference.
of opinion. This area to be evacuated depends on the nature and amount
of the material and type of risk it-pres.ents to unprotected personnel
(toxic, explosive; etc.). .
In some cases, it is necessary to completely evacuate a radius around
a site for certain distance (i.e. potential explosion).
In other cases, it may be advisable to evacuate a path downwind where
toxic or flammable vapors may be carried (and control ignition sources in
case of flammable vapors).

In all cases, the responsibility for safety of all potentially
endangered citizens rests with Command.
DECONTAMINATION
The specific measures required to decontaminate personnel or equipment
will vary with the contaminant, the circumstances and the level of
contamination. These factors must be consider on a case -by -case basis,
within the guidelines described in this procedure.
Command is responsible for assigning a Decontamination Officer at
incidents which involve a potential decontamination problem. This
function should, preferably, be assigned to a Deputy Chief.
The Decontamination Officer is responsible for determining the most
appropriate decontamination procedures and managing the decontamination
process.
The initial assessment of decontamination requirements must be
based upon the specific needs of the situation. This must take into
account the specific materials involved, the degree and type of exposure
and the most appropriate methods. The assessment will require research and
may involve consultation with toxicology resources.
The purpose of the Decontamination Procedure is to assure that any
potentially harmful or dangerous residues, on person or equipment, are
confined within the Hazard Zone. Decontamination is intended to prevent
the spread of contaminants beyond the defined area. The Decontamination
Area should be establish, when possible, at the outer limits of the
hazard zone.
When the need for a. decontamination area is indicated, this function
will be establish as a sector.
The Decontamination Officet must assume that all personnel and -
equipment leaving the hazard zone are contaminated. Three (3) courses of
action are available:
1. Confirm NOT- CONTAMINATED - using instruments or due to
nature of situation.
2. DECONTAMINATE (as appropriate to the situation and release.

3. RETAIN and package for removal from site for disposal or
decontamination at different location.
In all cases the primary objective must be to avoid contaminating
anyone or anything beyond the hazard zone. Personnel and /or equipment
shall not be permitted to leave the hazard zone without approval.
The decontamination area should provide a corridor leading away from the
source of contamination toward the EXIT, with stations along the way for
the deposit of tools, equipment, protective clothing and other items.
Monitoring personnel and equipment should be appropriately placed along
the path. A person travelling along the path should experience a decreasing
level of contamination along the way. When showers or spray nozzles are
used, adequate space must be provided to avoid contamination of other
areas or persons.
DECONTAMINATION AREAS PRECAUTIONS
During the decontamination process, all personnel workiekg in the
decontamination area must be adequately protected from contaminants. The
decontamination officer will identify and require the appropriate
protective equipment. These individuals and their equipment may also
require decontamination after use.
Any runoff or residue from decontamination procedures must be
contained within the hazard zone and retained for proper disposal.
Contaminated run -off must not be allowed to spread or escape. Diking
may be necessary.
CONTAMINATED PATIENTS
Patients in need of medical treatment should be removed from the
source of contamination as quickly . as possible, but remain within the
hazard •zone perimeter. These patients must not be allowed to contaminate
further areas or persons. It may be necessary to bring treatment personnel
(with adequate protective clothing) into the hazard zone to deal with these
-patients, unless they can be rapidly and effectively decontaminated. Once
decontaminated the patients and treatment personnel may leave the hazard
zone.
If it is necessary to transport contaminated patients to medical
facilities, the receiving hospital must be notified in advance of the
nature of the contamination, in order to make necessary preparations.. The
ambulance used will be consider contaminated and will have to be
decontaminated before being used to transport any non - contaminated persons.

The ambulance should be brought to the hazard zone perimeter for loading.
When feasible, the ambulance should be prepared by draping exposed surfaces
with sheets or polyethylene covers.
When persons are decontaminated at the decontamination area, they
may be released to leave the hazard zone. This includes Fire Department
personnel, other emergency personnel, civilians and patients. The
decontamination officer will determine when it is appropriate to release
custody of protective clothing, personal effects and equipment. The
decontamination officer may release individuals who are substantially
decontaminated and direct them to medical facilities for further evaluation
or decontamination. Individuals may also be directed to shower, change
clothes or take other secondary decontamination measures.
COMMAND BUS
Brazos County Civil Defense has available to the Fire Department, a
communication bus which may be used as a formal Command Post. This
communications bus has radios, telephones, maps, and emergency power to
run the bus at the scene. Command has the authority to request response
of this communication bus to any hazardous material incident (or any
emergency incident they feel it is needed).
To request the communication bus, Command shall notify dispatch,
giving the location that the communication bus is needed. Dispatch shall
than dispatch the bus through proper procedures as established by
Brazos County Civil Defense.
RECALL OF OFF DUTY PERSONNEL
In the event .of a hazardous material incident that will require fire
department personnel to stand -by, or engaging in fire suppression
activities that - may require further.assistance and /or may require a extended
time period before the incident is terminated•, shall_ call in off duty
personnel to Man - the department reserve apparatus.
In the event that the incident is one which will require additional
resources beyond that of the on -duty fire department shift, and the
incident is beyond our control, automatic recall of all fire department
personnel shall he ordered by Command.

GUIDELINES
The following guidelines are to help arriving Fire Department uints
establish and maintain control of a hazardous material situation:
A. ON SCENE
1. The first fire department officer present at the scene
of an incident involving the release of hazardous
materials will:
a. Establish an integrated on -scene command post.
b. Serve as incident commander (until relieved by
higher ranking officer)
2. The Incident Commander shall insure the fe.11owing:

material and report to the communications center.
b. Determine level of incident.

COLLEGE STATION
OPERATIONS PLAN FOR MAJOR INVOLVEMENT OF
HAZARDOUS MATERIALS ACCIDENT BY RAIL OR TRUCK
In case of any major railroad derailment involving fire or known
hazardous material in the response area of the College Station
Fire Department, or major accident by truck with hazardous
materials; the following operational plan will be enacted
immediately.
NOTE: On any hazardous material or derailment incident
anywhere in Brazos County, notify the Chief and Assistant Chief.
Follow dispatch procedures for notifying staff and off -duty
personnel.
Have College Station Police Department notify the Emergency
Management /Civil Defense Director.
Notify members of Brazos Valley Hazardous Accident Team.
Notify special consultants as requested.
Notify Bryan Fire Department to stand -by in the event Mutual Aid
is required.
Give them as much information or details as need be.
Request College Station Police Department to notify the City
Manager. Dispatcher should take care of fire phone first, radio
second. Keep business phone open for contacting special agencies
and /or required special equipment suppliers.
SHIFT OFFICER
Size up the situation.
. Secure the area, if life is in danger, evacuate those in immediate
area and downwind first. Request Police Department to evacuate
windward side and flanks.
Set up staging area and command post one block minimum 340 f
.upwind from the incident site. .If possible, choose a corner
location On a. wide street or'a nearby parking lot.

Make sure all personnel are in full protective clothing. Do not
commit any personnel to suppression, until you know what you are
dealing with and downwind evacuation has progressed enough to
reassign firefighters.
Get bills of lading and waybills from train crew or truck driver.
If train, have Lieutenants survey wreckage to determine type cars,
arrangement of cars, whether or not there is flame impingement and
obtain car ID numbers for use in determining car contents. If
truck is involved, get Company name off cab and tank, if possible;
also license number and check for telephone number on vehicle.
When bills of lading are obtained, contact dispatcher and advise
of contents; be sure of correct spelling, have dispatch contact
CHEMTREC for information. 1 800 - 424 -9300.
FIRST ARRIVING COMPANIES
Locate at staging area set up by Shift Officer.
Lieutenants and /or acting officers assist Shift Officer, carry out
procedures as assigned by Shift Officer. Make sure all personnel
are in full protective clothing.
Do not commit ambulance crews to search /rescue operations or
evacuation until it has been determined there are no injuries
requiring transport. If possible, retain one ambulance in- service
at staging area for transport.
Maintain groups intact. Assign personnel in pairs, but remain in
assigned areas; this is necessary for quick regrouping for
reassignment.
CHIEF OF DEPARTMENT
Report to Command Post at staging area established by Incident
Commander.
Relocate to E.O.C. at College Station Central Fire Station if
situation so develops.

SUBJECT: Emergency Operation Plan for Texas A &M University
I. Purpose
The purpose of this plan is to establish reporting procedures and
initial actions related to emergencies which may arise at the
University.
FIRE, EXPLOSIONS, MOB ACTION OR VIOLENCE, BOMB THREATS,
UNAUTHORIZED DEMONSTRATIONS, SIT -INS, SIT -DOWNS AND ANY OTHER
UNUSUAL, UNAUTHORIZED ACTS OR OCCURRENCES WHICH INTERFERE WITH THE
NORMAL FUNCTIONING OF THIS UNIVERSITY FALL WITHIN THE SCOPE OF THIS
DIRECTIVE.
II. Emergency Reporting and Initial Actions
FIRES: (Fires on campus).
First: Alert the building occupants and the TAMU Emergency
Operator by: Activating a building fire alarm system
manual pull station to sound the building general alarm
and to transmit a hawkeye fire code to the Emergency
Operator Station.
As time permits, dial 9911; to provide the Emergency
Operator with fire emergency information (fire location;
building name, floor, room; type fire (chemical, grass,
trash, etc.); and your identity).
Next: Depending upon the fire intensity and your fire fighting
training and abilities, attempt to extinguish the fire
(evacuate fire area if attempts to extinguish fire fails
or if fire is judged too difficult to extinguish).
When the firemen arrive, provide information on fire
location and on assistance which may be needed by the
handicapped or others. If known, explain the type of
hazardo»G materials present which may affect fire.

ALL OTHER EMERGENCIES: (if calling from on campus to report . a

Next: Meet the University Police when they arrive and provide
them with details of the incident.
III. Emergency Operation Responsibilities
FIRES: The College Station Fire Chief is in charge of and
responsible for fighting the fire and the critical area
around the fire.
SPILLS: The College Station Fire Chief is in charge of and
responsible for the containment and control of major
spills of hazardous materials on or near the campus.
University personnel will assist as necessary. Safety
and Health Office personnel and /or department personnel
will handle containment and cleanup of minor spills on
campus.
OTHER: The Director of Security and University Police is in
charge of and has operational responsibility for
controlling any incident other than a fire and spills of
hazardous material. The University Police will assist in
controlling activities in the vicinity of a fire or
spill.
NOTE: In cases involving Bomb Threats, the Director
of Security and University Police, or
designee, has the ultimate authority to
declare a building evacuation is necessary;
however, in absence of that, and should the
building proctor insist, the building can be
evacuated.
The facility can resume normal operations when the
Director of Security and University Police, or designee,
determines that the emergency is resolved.

b. These detailed plans provide procedures for reporting
emergencies to the University administrators and off - campus
agencies. Therefore, reporting the existence of an emergency
to anyone other than those listed in paragraph "II" above is
not necessary.
c. The implementation of this emergency operation plan brings to
bear all the resources of the community, state and nation
needed to resolve any emergency.
d. All requests from news media for information about the
emergency shall be referred to the Director of the Office of
Public Information, 845 -4641.
V. The Director of Safety and Health also serves as the University
Emergency Management Coordinator and is responsible for assisting
deans and directors in developing and maintaining emergency plans
(fire evacuation, etc.) for buildings under their jurisdiction.

I. Purpose
This plan establishes the procedure to be followed in the
event a disaster occurs on the Texas A &M University
campus which results in multiple fatalities or extensive
property damage. Incidents such as a national emergency,
tornadoes, hurricanes, derailment or wreck of tank car
(s) or truck(s) with release of toxic gas, multiple
building explosions or fires, etc., fall within the scope
of this directive.
II. Emergency Notification
In the event of such an occurrence notify the Emergency
Operator at the University Physical Plant (call 9911).
The Emergency Operator at the Physical Plant will ensure
that the University Police are aware of the emergency and
will then call the College Station Fire and Police
Departments and the Texas A &M University Emergency
Management Coordinator.
III. Emergency Operation Center (EOC)
An Emergency Operation Center will be established in the
University Police headquarters (Building 509), located at
the corner of George Bush and Houston Streets, if the
situation requires. Should this location be destroyed or
be inaccessible, the alternate location of the EOC will
be the Communications Center in the Physical Plant
(Building 1156), located on the west campus on Agronomy
Road. The EOC will be staffed by the following:

IV. Major Responsibilities of EOC Staff
President .or Designee The President or President's
designee will have the responsibility of taking command
of the EOC and issuing directives .necessary to effect
orderly evacuation, rescue, cleanup, or'other operations
as required.
Director of Security and University Police - The Director
of Security and University Police will have the
responsibility of furnishing and directing manpower and
equipment to cordon and maintain security in the affected
area; search and rescue operations; and crowd control.
Director of the Physical Plant - The Director of the
Physical Plant will have the responsibility of furnishing
and directing manpower and equipment for restoring
buildings to functional use; and determining if buildings
are structurally sound before being occupied. The
Director of Physical Plant will also have the
responsibility of furnishing and directing manpower and
equipment in setting up cleanup operations.
Director of Public Information Office - The Director of
the Public Information Office will have the
responsibility for coordinating the needs of the outside
media and for providing news releases to the Public.
Director of Parking and Transit - The Director of Parking
and Transit will have the responsibility of furnishing
equipment and directing manpower in setting up
barricades. The Director will also be responsible for
establishing traffic flow routes.
Representative of the Office of the Provost and Vice
President for Academic Affairs - The representative from
Academic Affairs will have the responsibility of
informing and assigning responsibility to the faculty.
Representative of the Office of the Vice President for
Student Service - The representative from Student
Services will have the responsibility for liaison with
student officers; evacuation and relocation of students;
and establishment of an emergency telephone information
center to handle calls from parents.
Brazos County Emergency ManagementJCivil Defense
Coordinator - The Brazos County Emergency Management/
Civil Defense Coordinator will be responsible for
coordinating emergency operations with state and local
emergency management officials.

Texas A &M University Emergency Management Coordinator -
The Texas. A&M University Emergency Management Coordinator
will serve as liaison officer for the officer• in, charge
of EOC and assist the County Emergency- Management /Civil

This officer also has the responsibility of developing
and updating emergency and disaster plans and
coordinating the University plan with state and local

2. PURPOSE:
The purpose of this plan is to establish procedures for notification of key
personnel, alerting and evacuating dormitory residents and other members of
the University community (as required), in the event of an accidental spill of
toxic and /or explosive materials which threaten the University.
3. REPORTING AN EMERGENCY AS DEFINED ABOVE:
a. Emergency notification of an accidental spill involving toxic and /or
explosive materials threatening the University may be received from any
number of sources. Normally, notification would be received by the
University Police Dispatcher from either the College Station Police,
College Station Fire Department, or University Emergency Operator.
b. Upon receipt of such notification, the dispatcher will immediately pass
all known information to the College Station Fire Department, College
Station Police Department, and the University Emergency Operator. The
College Station Fire Chief is in charge of and responsible for control of
the threat and for determination of the critical area.
4. NOTIFICATION:
a. A decision to evacuate a threatened area will normally be made by the
College Station Fire Chief. However, evacuation may be initiated on orders
of any executive officer of the University or the Director of Security
and Traffic.
b. If evacuation is ordered, every available notification means will be used -
i.e., bull horns, voice, telephone, mobile public address systems and
door -to -door notification. Fire alarms in affected buildings and
dormitories will be activated to assist in alerting people.
5. CONCEPT:
The evacuation plan must be simple and utilize existing equipment, personnel,
and compatible plans to maximum. For control and identification of the
evacuation, grids or phase lines identified by well -known physical features

a. Upon receipt of the order to evacuate, the Division of Student Services
will notify the Department of Student Affairs. Student Affairs will notify
the Commandant and the Area Coordinators concerned, providing essential
information and direction as applicable. The minimum essential information
shall initially be given. It will include time, urgency, direction, and
distance (phase line or other location). The evacuation phase line barrier
will be established by the College Station Fire Chief. Assistance will be
rendered by the Physical Plant Department and Grounds Maintenance
Department utilizing their vehicles and personnel.
b. North Area Residence Halls: Area Coordinators will notify the head
residents of the emergency and provide instructions to include sounding the
fire alarm system, thus evacuating the buildings according to the fire
evacuation plan. Upon assembly after evacuation, residents will be given
instructions of what to do, where to go, urgency, direction, distances, and
phase line. University Police are expected to be available to assist in
guiding the flow of the evacuation and restricting counter flow. Student
Staffs will inspect their areas of responsibility to ascertain that the
buildings are clear and will then proceed to the evacuation area.
c. Corps Area Residence Halls: The Commandant or his designated
representative will notify the Corps Commander or Deputy Commander of the
emergency and provide instructions to evacuate. The Corps Commander will
relay the information to the unit commander through the chain of command
by telephone. The unit commanders will assemble their units and evacuate
the area by proceeding to the designated location. Each unit will have one
Cadet Officer ascertain that no students are left in the dormitory area.

• I. PURPOSE
The purpose of this directive is to establish policy and procedure
concerning the response to incidents involving hazardous
materials.
II. DEFINITION
Hazardous Material: any element, compound or combination thereof
that is flammable, corrosive, explosive, toxic, radioactive, an
oxidizer, an etiological agent, or highly reactive and that,
because of handling, storing, processing and packaging may have
detrimental effects upon operating and emergency personnel, the
public, equipment and /or the environment.
III. POLICY
In the event of an incident or accident involving any type of
hazardous material, the Department will cooperate fully with
local, state, federal and private agencies which have
responsibilities in the handling of such incidents.
The primary responsibilities of this Department in responding to a
hazardous materials problem are:
1. Evacuation of affected areas
2. Traffic control and area cordon

A. NOTIFICATION PROCEDURES
1. The first officer on the scene of any incident that may
involve hazardous materials shall:

1.01 PURPOSE:
The purpose of this General Order is to establish
clear and precise procedures regarding the
response to incidents involving hazardous
materials.
2.01 POLICY:
In the event of an incident or accident involving
any type of hazardous material, the Brazos County
Sheriff's Department will cooperate fully with
local, state, federal and private agencies which
have responsibilities in the handling of such
incidents. The primary responsibilities of this
Department in responding to a hazardous materials
problem are: (1). evacuation of affected areas,

Hazardous material is defined as: any element,

(e). Brazos County Emergency Management
Coordinator, and
(f). Other officials and agencies as
directed by proper authority.

POLICY:
It is the policy of this department, through an organized and coordinated program, to respond to emergency situations,
such as natural disasters or civil disturbances, in such a manner as to provide the maximum possible safety and security
to the citizens of College Station.
PROCEDURES:
1. Emergency Management Plan - In the event of an emergency situation, as defined in the City of College Station
Emergency Managenient Plan .(EMMP) as "disaster", all. department .personnel shall abide by the guidelines as set
forth in the EMP manual.
2- Hazardous "Materials Emergency Plan - In . the event of an -emergency -situation involving hazardous" materials all
departmental personnel shall abide by the guidelines as set forth in the Hazardous Materials Emergency Plan.
3. Organization - An emergency management coordinator shall be appointed by the mayor.
a. The coordinator cha11 be responsible for preparing a program of comprehensive emergency management within
the city.
b. The Emergency Management Plan shall be reviewed on an annual basis and updated if necessary.
c. The chief cha11 appoint a command supervisor to represent the department on the Emergency Management/Civil
Defense Council. This person 4121l be responsible for assisting the chief and administrative staff in planning for
response to unusual occurrences.
4. Police Department Responsibilities
a In the event of a declared alert or emergency, the role of the police department shall be as outlined in the
Emergency Management Plan manual, pages 24-25 and Annex A, "Police Department Standard Operation
Procedures (SOP) Emergency Operations" or in the Hazardous Materials Emergency Plan, Annex Q, page Q-
13, "Police Department/Sheriff s Office ". These pages are reproduced in this chapter of policy.
b. For complete details on overall emergency management procedures, refer to the Emergency Management Plan
and Hazardous Materials Plan manuals.
c. The following is taken from pages 24 and 25, A -1 through A -5, and Q -13 are taken of the City of College
Station Emergency Management Plan and the City of College Station Hazardous Materials Emergency Plan.
These pages are adopted as a part of this chapter of policy.

STANDARD OPERATION PROCEDURES
(SOP)
EMERGENCY OPERATION
L OBJECTIVE
A. To provide emergency services for the affected area while still providing an adequate level of
police service to the entire community. Also, to provide aid to other agencies or jurisdictions as
may be required. The Chief of Police shall be responsible for coordinating with and assisting the
Emergency Management Coordinator in planning for response to unusual occurrences as it relates
to Police involvement.
II. RESPONSIBILITIES
A. EOC - To make the decisions necessary to deal with the emergency at hand. Consists of
department heads, City leaders, emergency management personnel, auxiliary communications
personnel, and communicators from each department, with mettge handlers.
B. Field Command Post - To initiate the call for EOC assembly, based on site and incident
evaluation, in accordance with City Emergency Operations Policy. To distribute personnel and
equipment needs to the EOC, and disperse such needs as they arrive, in accordance with EOC
directives. The Police Department will assume control of all emergency situations involving civil
disturbances.
C. EOC Support - To provide radio, telephone, and "runners" communications for the EOC.
D. Specific Responsibilities
1. Responsible for alert and notification of key individuals of City as per notification plan,

III. PROCEDURES
A. Emergencies are those instances where substantial time or manpower will be required for
tornadoes, civil disorders, extensive flooding, large fires, explosions, toxic or chemical leaks and
spills, train derailments, air carrier disasters.
B. The Lead Patrol Supervisor is responsible for personally inspecting the site and deciding if the
Chief is to be notified in accordance to his directives. The Field Supervisor will establish the
Command Post, manning it himself, to direct operations until the EOC is operational (if assembly
is directed by the City Manager. or Mayor). Once the EOC is operational, any needs will be
directed to the EOC, and all directives for manpower placement and.task5 will originate from EOC
through the FCP.
C. Dispatch will -be notified by the Lead Patrol Supervisor, of the need to contact the Chief of Police.
Communications personnel will contact-the Chief, indicating whatis or has happened, the general
amount of damage or injuries, and the location of the Field Command Post. Ask if "alert" callout
is to be performed and if EOC personnel are to be notified.
D. The Police Chief, Fire Chief, Emergency Management Coordinator, Assistant City Manager, City
Manager, and Mayor are authorized to activate the EOC.
E. If EOC is activated, the following alert procedures will be implemented:
1. Police dispatch initiates general radio broarlr2st to all duty units.
2 Fire dispatch monitors radio calls simultaneously and begins notification as required. Police
confirm that Fire dispatch has monitored general radio broadcast by telephone.
3. Police dispatch notifies Emergency Management Coordinator. EMC gives authorization to
activate the Emergency Operations Center if necessary. Authorization can also be given by
the Police Chief, Fire Chief, City Manager, Assistant City Manager, or Mayor if the EMC
cannot be contacted.
4. Police Shift Commander notifies Police Chief if off duty. Also, off duty police are notified if
necessary.
5. Police dispatch notifies Utility dispatch as required. Department heads initiate departmental
notification plans and react according to the respective SOP. Department heads and assistant
department heads will provide current phone numbers to utility dispatch at all times.
6. Utility dispatch notifies the Assistant City Managers, department heads and City Manager as
required. Department heads initiate departmental notification plans and react according to
their respective SOP.
7. The City Manager will notify the Mayor and City Council as necessary.
8. Police personnel will provide a driver for the Brazos County Emergency Command Post
vehicle when located at the College Station Police Department.
F. Notification of Off Duty Police Personnel
1. If on "alert" (either partial or consisting of the entire department's officer force), such will be
conducted by any available support operations bureau personnel excluding the dispatcher. An
"alert" is only authorized by the Chief or a higher Qty official. Telephone communications
will be used to conduct the "alert". The number of persons contacted will be essential
information to the EOC and must be maintained by the persons making this contact.
2. If telephone contact is not available, contact will be made by the dispatch of one field officer
who may direct two other officers that be contacts to assist in completing the alert notification
process.
3. All Police personnel called in for an "alert" will report to the patrol room of the Police
Building with their normal work equipment unless directed to another location. You may
want to send some officers to a specific location, such as the Command Post, major
intersections, etc., rather than to the patrol room. No person contacted for an alert is to
attempt to verify such alert in any manner.
4. Those persons called in will remain in the patrol room until directed otherwise. All
employees that have responded will be accounted for and if the EOC opens the City Hall,

dependents of those employees will be notified of such shelter by the quickest means
available.
G. Mass Arrests - The arrest of large numbers of persons arising out of a civil disturbance can strain
the manpower and resources of the Police Department. Although alternatives should be sought,
mass arrests may be necessary at times in order to facilitate the restoration of order.
1. In the event of civil disturbance resulting in mass arrests, procedures as outlined in the chapter
of the College Station Police Department Policy Manual entitled Arrest Procedures shall be
followed.
2. Transportation for arrestees shall be by police car, Police Department van, or the City bus,
depending upon the number of arrestees and what is appropriate for the circumstances. Refer
.to CSPD policy chapter entitled. Prisoner. Transportation for additional information.
3. The normal procedures as outlined in the CSPD Policy Manual for identification, booking,
handling of prisoner property, and the collection and preservation of evidence shall be
followed.
4. Detention shall be in the CSPD holding facility. In the event the number of arrestees are too
numerous to be confined in the holding facility, the outdoor secured storage area at the Police
Department may be used until prisoners are processed or arrangements with another local
facility are made.
a When the outdoor security area is used to confine prisoners, at least two officers shall be
assigned to oversee the prisoners and keep the area secure.
b. Prisoners shall be allowed to use the department toilet facilities as necessary. If there are
not enough officers available to provide adequate security for this process, the Patrol
Watch Commander may request portable toilet facilities to be set up.
c. Prisoners shall be provided with drinking water and given a meal at normal meal times.
5. When mass arrests are expected, the on-duty Patrol Watch Commander shall contact the City
Legal Department and the Municipal Court Judge and request they remain on standby in the
event they are needed.
6. The Public Information Officer shall be responsible for the preparation and release of
information to the media and the public.

2. Police Department/Sheriff's Office
a. The ranking law enforcement officer at the incident scene will report to the integrated on-
scene command post and:
(1) Keep one radio-equipped officer at the integrated on -scene command post until
released by the fire official in charge of on -scene operations. Relay information to
the Communication Center as may be requested by the fire official in charge.
(2) Evacuate citizens when requested to do so by the fire official in charge. Inform the
Office of Emergency Management as soon as possible regarding the evacuation.
Request the assistance of the Fire Department if protective clothing and breathing
apparatus is required. Fire Department will train personnel in equipment use.
(3) Cordon off the incident scene for safety and exclude entry by unauthorized
personnel.
(a) Entry by non - emergency personnel will be permitted on the basis of officer
judgement or upon presentation of acceptable identification.
(b) Questionable persons who insist on right of entry will be referred to the
integrated on -scene command post for determination of status.
(4) Provide necessary normal assistance for identification of bodies and report on the
number of known fatalities to the Office of Emergency Management.
(5) Protect sensitive and critical installations and prevent looting in the evacuation zone.
(6) Enforce traffic control in and around the scene of the incident"

5. Additional Responsibilities - In addition to the police responsibilities outlined in the Emergency Management and
Hazardous Materials Plans, the department shall be responsible for the following:
a. Public Facility Security - The department shall provide security for those public facilities as determined by the
chief of police and the emergency management coordinator. Such facilities may include but are not limited to;
(1) police building
(2) fire department
(3) city hall
(4) public utility facilities
b. De- escalation Procedures - As recovery procedures begin, as outlined on pages 11 -12 of the Emergency
Management Plan, supervisors shall begin to release police department personnel to assume regular duties.
Authorization from the emergency management coordinator should be received prior to releasing any employee
from a position dictated by the emergency or disaster at hand.
6. General
a. Copies of the Emergency Management Plan and the Hazardous Materials Emergency Plan manuals shall be
maintained on file by the lead supervisor of each shift, section, and division within the Department.
b. The "Police Department Standard Operation Procedures" sections of the Emergency Management Plan and the
Hazardous Materials Emergency Plan shall be reviewed by departmental staff on an annual basis and
recommendations made to the emergency management coordinator.
