HomeMy WebLinkAboutUSDA ACCOMPLISHMENTS ACCOMPLISHMENTS OF USDA STATE DEFENSE BOARD 1. The Board has been organized, line of succession to chairmanship established, and regular monthly meetings are held. 2. Alternates have been appointed for most agency representatives. 3. Each agency representative has become familiar with his duties in both the pre- emergency and emergency periods. 4. Supporting Staffs for most agency representatives have been designated and considerable training has been given by some agencies. 5. An emergency state office site has been designated and plans made to operate from this site in case of emergency. 6. An Attack Analysis Staff has been organized and has held regular training sessions in radiological monitoring and evaluation of effects of nuclear attack. 7. Emergency records and operating records have been developed so that all needed material is in the proper place and immediately accessible. 8. A good working relationship has been established with the Office of Defense and Disaster Relief of the Department of Public Safety of the State government and the Office of Emergency Planning. 9. Liaison has been established with the Texas Wholesale Grocers' Association and the Texas Retail Grocers` Association. 10. One series of training meetings have been held for County Boards in 1961. OBJECTIVES STILL TO BE ACCOMPLISHED by USDA STATE DEFENSE BOARD 1. Revise and bring up to date all personnel lists of alternates, supporting staffs, and ESO personnel. 2. Obtain supplies of essential survival items for ESO. 3. Establish contacts with associations of dealers in non -food requisites. 4. Devise method of informing public of work of USDA Defense Boards. 5. Give additional training to support staff and USDA County Defense Board members. 6. Improve communications - some work has been done on the telephone service, but more is to be done. 2 ACCOMPLISHMENTS OF USDA COUNTY DEFENSE BOARDS 1. Boards have been organized, lines of succession to chairmanship positions have been established, and successors to agency representatives have been designa- ted where available. 2. USDA Emergency County Headquarters have been selected and personnel have been designated for the emergency staff. 3. Emergency records and operating files have been set up so that the necessary tools for operation of the Boards are available. 4. Instructions and informational material have been studied and discussed by most Boards and agency representatives have a good idea of their duties. 5. Boards have established liaison with the local Civil Defense people and food and machinery dealers. 6. Boards are having monthly meetings. 7. County surveys have been made of wholesale establishments and IBM cards es- tablished on many categories. OBJECTIVES STILL TO BE ACCOMPLISHED BY COUNTY DEFENSE BOARDS 1. Develop a complete understanding of the National Civil Defense Plan and the National Food Plan. 2. Become thoroughly familiar with all parts of the USDA County Defense Operations Handbook. 3. Discuss the duties and responsibilities of the Board under various emergency situations and prepare written plans of action which can be put into effect when needed, so the Board can get into operation immediately in an emergency. 4. Coordinate functions of the Board with the local civil defense organization, and become familiar with the local civil defense program. 5. Learn how and prepare to survive a nuclear attack. 6. Study the records of wholesalers and processors in the county and make plans for food management with these concerns. 3 7. Discuss plans for allocation of non -food requisites with dealers. 8. Inform the public in general and farmers in particular of the work of the USDA County Defense Boards. 9. Launch a coordinated effort to furnish rural residents current, accurate information on effects of nuclear explosion and encourage them to make necessary plans and take proper measures for survival.
