Bland, Fire Chief SUBJECT: Recommendation on County Wide Disaster Exercise DATE: 07 November 1989 On October 12, 1989, a meeting of Brazos County Civil Defense was held at College Station Fire Department to discuss a county wide disaster training exercise. Jake Cangelose, Director of Civil Defense appointed the following committee to make a recommendation for a county wide disaster exercise for January, 1990. The committee was made up of the following personnel. 1. Chief Jim Bland, Bryan Fire Department, Chairman 2. Chief Doug Landua, College Station Fire Department �Orr\ v 3. Chief Charles Phelps, Bryan Police Department 4. Chief Michael Strope, College Station Police Dept. 5. Chief Elmer Schneider, Jr. TAMtJ Police Department On October 30, 1989, the committee with Major John Kennedy representing Chief Strope, met at College Station Fire Department and makes the following recommendations for the county wide disaster exercise. 1. Each entity hold an exercise using their emergency operations center. 2. Testing of each entity communications between their departments, and their ability to recall personnel. 3. Review procedures after their exercise. 4. If either St. Joseph's or Humana Hospitals require mass causality exercise, they should contact and coordinate with their local fire departments. These recommendations was based upon the following facts. 1. Budget and manpower restraints would not allow for full participation by each agency. 2. Mass causality exercise would not benefit EMS of either city do to restraints on available equipment and manpower to participate in the exercise. 3. Any exercise that would involve a hazardous material incident, would not benefit responding fire departments because of the inability to produce a realistic scene.
