Rain Gauge Network Plan was discussed. Rain gauge readings or reports of severe weather may be called in to Jake at 845 -7645. 2. Radiological Response Team Course is being conducted at the Brazos Center from July 7 to July 11, 1986. 3. Hurricane Preparedness was the main topic discussed during the meeting. The discussion followed the handout attached. 4. Bill Dorris, Red Cross Disaster Chairman, gave us the following information: a. Aldersgate Methodist Church on the East Bypass to be Red Cross Reception Center. b. Houston is the Regional Office for the local Red Cross. c. All evacuees will be registered by the Red Cross in their shelters. Names and other information may be obtained from office on 25th Street in Bryan. Land Fall Probabilities: Are intended for government officials and other decision makers and should not be used as a sole factor in deciding when or if evacuation should occur. The statement indi- cates the likelihood that the storm will effect a given area. These statements are issued from Tropical Storm status through Hurricane Warning periods. II. The Brazos County Tornado Warning and Severe Weather Officer and his group will monitor all Tropical Storms and Hurricanes that threatens the Texas coast and keep the County Emergency Coordinator advised. This Center is located in the Meteorology Department at TAMU in the Radar Control Room. The Civil Defense telephone number at the Center is 846 -7428 (alternate - 845 - 7646). III. When a Watch is issued: When a Hurricane Watch is issued by the National Weather Hurricane Center for the Texas coast the County C.D. Weather Team will continuously monitor the storm's progress and keep the County Coordinator advised. IV. Hurricane Warning: When a Hurricane Warning is issued for an area of the Texas coast that may impact the local area by either storm travel through the area or the possibility of large numbers of coast evacuees arriving in our area - the County Coordinator will call a coordination and briefing meeting of local County, City, University, Public Safety Department, and Red Cross officials for storm threat briefings and preliminary preparations. V. Planning and Preliminary Actions: Check list for Departmental operations when there is a Possibility that storm landfall could effect the local area. a. Designation of a Control Center for joint County -City coordi- nation. b. Designate Operation Center for each County, City, University organization for public safety operations /coordination. c. Designate a Control Center for Red Cross evacuee registration and sheltering operations. VI. Public Safety OperationsmActions: a. Check all emergency generators for proper operation. b. "Top off" all emergency generators' fuel tanks. c. Notify hospitals and other critical operations to take actions listed in a and b. d. Prepare all flashlights and rain gear for use if needed. e. Place all off -duty emergency personnel on standby alert. f. Check all emergency vehicles for proper operation and "top off" fuel tanks. g. County Coordinator will coordinate with RACES and REACT for backup and additional communication. HURRICANE THREAT POSSIBILITIES FOR THE LOCAL AREA I. Evacuees from coastal cities only. II. Red Cross functions. a. Registration. b. Housing. c. Feeding. d. Coordination with local government coordinatol~s. on above needs and problems. II. Local Government impact. a. Increased traffic problems. b. Monitoring local area problems created by increase in popula- tion. c. Coordination for medical needs (County Health Department). III. Hurricane Path Through Local Area - Threat Possibilities. a. High winds: power disruptions, tree damage, road obstructions - wind range 30 -60 mph. b. Heavy rains: low area flooding, street flooding, power disruptions, road closings. c. Lighting: power outages, fires d. Tornadoes: property loss, life loss, injuries (medical and rescue needs). e. Communications outages. f. Food shortages due to suppliers shortage or transportation problems.
