PRESIDING:Jake Canglose Since our last meeting, August 6: 1)- -Rufus Woody, Nuclear Civil Protection Planner, DES. Austin has met with the groups representing Brazos County, Bryan, and College station for the local information needed to complete our Annex E Risk- - Host Crisis Relocation Annex to the Brazos County Emergency Operations Plan. A list of the groups of key personnel is attached. Forty copies of this Annex E have been received and will be distributed to key personnel for their ready reference. 2)- -See the attached copy of the 9/14/79 letter to Judge Holmgreen from Rufus Woody concerning our 1975 CSP. We now have "Print Ready" aT1975 Bryan, College station and Brazos County Com- munity Fallout Shelter Plan and National Disaster Action Plan b)1978 Crisis Relocation Plan Bryan - College station including Rural Brazos and Burleson counties (for relocation in Burleson, Grines and Robertson coun- ties. c)1979 -- Shelter allocation for Bryan -- College station and Rural Brazos county (Population Relocated) We also have Annex E Crisis Relocation to the Emer- gency Operation Plan for a)1978 -- Burleson county - -Host b)1978-- Grines county - -Host c)1978 -- Robertson county - -Host d)1979 -- Brazos county -- Risk - -Host (40 copies of this plan.) 3) --- Copies of Annex E -- Risk - -Host Brazos county for our crisis Relocation Emergency Operations Plan were distributed to those attending thig meeting. Mr. Canglose asked that the cities check what applies to them and report any suggested changes to him. Now the plans need to be completed for each of our local segments - -Fire & Rescue, Police, Public Information, Radiological Defense, Health & Medical and others that apply. 4)Our Program Paper for 1980 and Program Status Re- port meeting in Waco September 13 was participated by Charles Phelps of Bryan, Bill Koehler of College station and Ben Wormeli, representing Jake Canglose. Our Program Paper was back with us for com- pletion. A copy of these items is attached. , 5)The Greenl&.,f Psychiatric C assumed ownership is the old St. Joseph Hospital - -(W 28th St.) August first of 1979. They have requested that we remove the 'shelter supplies from the Hospital building. This has been done. They have requested that the Package Disaster Hospital be removed from that property. The City of Bryan has offered part of a Building at the site of the Dansby power Plant that can be used for storing the content of the Package Disaster Hospital. A low bid of 750'hag been obtained for this move. Consideration is in process to move the Package Disaster Hospital to the Brazos County Property at Washington and 24th St.' 6)OTHER ITEMS a)8/13- assistance was given the Brazos Alley Re- habilitation Center in updating their Disaster Plan b)9 /24 - -Jake Canglose presented Tornado Spotter Training to 76 employees of the General Tele- phone Company. c)9 /25 - -Jake Canglose participated in updating the Disaster Plan of the St. Joseph Hospital. d)11/2/79- -Jake Canglose was contacted as part of the nation wide awareness and potential reporting of the re -entry of the 23,000 pound United States satellite named Pegasus 2 that was expected to drop from orbit on 11/13. Arrangements with DCPA have been made to reimburse your expenses (travel and per diem) to participate in these workshops. The workshops have been scheduled by regions to facilitate the completion of all Program Papers prior to October 1, 1979. The Regional Liaison Officer will be in charge of each workshop in his respective region. Listed on the reverse side are the dates and places of all workshops. The one checked indicates the workshop you should attend. Do not attend any of the others, as your Program Paper, Program Status Report and travel expense forms will only be available at one of the work- shops conducted by your Regional Liaison Officer. To assist in the completion of your Program Paper, it is suggested that you bring your current Program Paper for FY '79 with you to the workshop, as well as any other information that you consider necessary in completing these documents. Holmgreen Brazos County Judge Brazos County Courthouse Bryan, TX 77801 Dear Judge Holmgreen: In connection with planning assistance provided to your county for development of the Crisis Relocation Annex (Annex E), a review has been conducted of the Community Fallout Shelter Plan (CSP) which was developed for Brazos County in 1975. Based on cur- rent population estimates and the existing fallout shelter identi- fied during the host area survey, the following modification to the Community Fallout Shelter Plan is recommended: X No modification - Identified changes in population and /or shelter are not of sufficient magnitude to require updating the CSP. The CSP has been updated to reflect the net (loss) (gain) of usable existing fallout shelter spaces identified during the host area survey. The CSP shown in the introductory paragraph should no longer be used. Facilities which permitted an allocation to public shelter in the previous plan are no longer available. The previous CSP has been replaced by an Emergency Action Plan which advises residents that public fallout shelter is not available and which provides instructions for improvising shelter at home.* * At the time the Emergency Action Plan is distributed to resi- dents, a locally prepared statement might be added which lists any existing fallout shelter facilities as reported in the Crisis Relocation Annex (Tab 5 to Appendix 5). Any such modifying statement should identify the approximate capacity of each facility and should remind residents that only persons living closest to the facilities should plan to seek public fallout shelter. Except where no modification is currently required, this office will provide camera - ready copy for the new Community Fallout Shelter Plan or Emergency Action Plan. We suggest that you retain the camera - ready copy for future use in time of necessity. In addition to camera -ready copy, this office will also provide forms describing the number and approximate location of fallout shelter spaces identified in each exacting facility, and a set of reports enumerating the planning factors upon which the revision is based. Bowden on National, State and Local Civil Preparedness structure. 3. Communications Purchased a hand held Tempo Syncom S -1 FM transceiver for use by the County RACES officer. 4. Radiological Defense Replaced batteries' in RADEF kits and updated the inventory of them. 5. Warning Purchased and assigned NOA & NWS weather alert :adios for use by local officials. • - PART II, STATUS OF LOCAL CIVIL DEFENSE PROGRAM. (Continued) 6. Tests and Exercises Conducted a local government emergency exercise involving a simulated collision of a bus (18 people seriously injured) and a truck loaded with a hazardous material. The local State Guard unit also participated in this exercise. (4/8 in College Station) Fifteen tests conducted on local tornado warning network. Several public schools held tornado drills. Participated in NASA - Sky -lab re -entry coordina- tion ending July 11, 1979. 7. Public Information Provided information for a three day series of articles in a local newspaper on the local Crisis Relocation Plan and the Crisis Shelter Plan. 'Tornado warning session with local radio and TV personnel. Distributed Civil Defense literature through display radio in Courthouse and City Halls. Speaker on Civil Defense program at three local club meetings. 8. Other Emergency Response Team on Hazardous materials activated when three railroad tank cars were de- railed in Bryan. (January 5, 1979) Updated and recapped the fallout shelter space resources in Brazos County. Coordination of local tornado warning plans with NWS-Waco. PART III. PROJECTED PROGRAM ACTIVITIES 1.
