Rudy Cortez, and Lt. Kari Smith of the Texas State Guard, E. E. Burns, North Bardell, Bill Koehler, George Huebner, Hubert Nelson, Charles Phelps., Bobby Yeager, Harry Stiteler, Carroll Bell, Warren Heffington, Jake Canglose, Ben Wormeli. CHAIRMAN: Jake Canglose Major Nolan O'Neal of the local unit of the Texas State Guard outlined their plan for a required exercise with Civil Defense scheduled for April 8, 1979. During the morning they plan their own paper exercise and will participate n an exercise withCivil Defense in the afternoon. Jake asked if the local State Guard can respond in uniform without approval from the office of the Adugent general in Austin. The answer was that individuals of the State Guard would respond on a volunteer basis. However a unit response would depend upon the Governor's authority thru the office of the Adugent general. The State Guard individuals are covered by insurance only when they are acting after the Governor's authority through the Dept. of Public Safety - Division of Emergency Services. There are 43 people in the State Guard unit from Bryan/ College Station, Brenham and Huntsville. There are 10 members from Bryan and College Station. Jake presented the need for training and experience in evacua- ting an area quickly from the threat of hazardous materials. The need to know how quickly the evacuation can be accomplished. Need people to block off the area and others to go door to door. Also need mobile units with loud speakers and sirens to drive the streets to alert the people. Need to set up step by step guidelines for command post, EOC, communications and activities for the alerting, evacuation, search and rescue, care of people in need and main- taining law and order. Mr. Canglose outlined the steps in setting up the April 6 exercise. The EOC will have key people set up in the new College Station Police Station. The command post will be set up at the threatened disaster area. Step by step procedures will be outlined for command activities and evacuation. Mass media will be kept informed. Minutes Cont'd. The exercise will consist of 3 parts: a. A chlorine bearing truck will collide with a charter bus resulting in casualties. Eight casualties will be sent to each hospital, Bryan and St. Joseph, where they will conduct their emergency exercises. `s. Laura Kitzmiller of the TAMU Health and Physical Education Dept. will provide and prepare students for the "casualties ". b. The truck -bus collision results in a "small" gas chlorine leak which can threaten the downwind area which will initiate an evacuation exercise. To secure the assist :.nce of the State Guard a simulated telephone call to the DPS to call the Governor's office for approval. c. Another section will be blocked off and warning will be tested by mobile units with loud speakers travell- ing each street. It was recommended by the committee that Jake arrange for setting up the problems and procedures for this exercise. On Monday March 5, 1979 Mr. Canglose met with Fire Chiefs Don Van Huss and Doug Landua in the New College Station Fire Station facilities. They discussed and outlined the items and procedures for the April 6 exercise. On Monday March 12, 1979 Mr. Canglose met with Major Joe McMullen and Major Nolan O'Neal of the State Guard in Mr. Canglose's office - 1211 0 & M Building. Activities and procedures for the State Guard participation were developed for consideration. The main assignment will be assisting the police in conducting the house to house evacuation and in blocking off the area. ` . �~ Vi? / .'
