PRESIDING: Jake Canglose, County Director SUBJECT: Our problems and plan of action in the event of a hurricane threat to the nearby gulf coast: (Hurricane Anita has been a threat for several days but moved southwest to enter Mexico, 130 miles below Brownsville this morning.) Jake Canglose identified those present who had participated in accommodating those who came to Bryan - College Station for shelter and food during the Hurricane Carla in 1961. The route and threat of the current Hurricane Anita was reviewed. It entered Mexico below Brownswood this morning. Had it travelled north west and entered the Galveston area we could have been flooded with people from the gulf coast and had a lot of wind and rain. j The steady wind of 50 MPH and up can blow buildings down. Steady gales cuase damage. Gusts of wind can often be withstood. Tornados may be spawned of the hurricane. Procedures in the event of a hurricane warning: When the DPS starts issuing hurricane Watch in areas east of us we can start getting ready. When the DPS issues warning a central point of coordination will be set up in the County Courthouse. The Brazos County Emergency Council - County Judge and Civil Defense Driector, Bryan Mayor, City Manager, and College Station Mayor and City Manager will assume control of preparations and actions Communications (telephone, Radio, and runner) will be set up between the Courthouse and the emergency operation centers of Bryan, College Station and Texas A & M University. (There are 28 telephone wires ready in the courthouse) Civil Defense Meeting - September 1, 1977 page 2 Emergency Couuuitties will be set up in the Courthouse or assigned areas to handle the different facets of need. These Committees (24 Hours a day consist of: 1. Registration of people arriving from other areas. 2. Signs for directing people. 3. Public information center. 4. Pony Scouts, TC'S Citizens for errands and assistance. 5. Citizens Board, etc connection 6. Units of acitivity in the event of disaster: 1. Use news media as a source of information to the people entering that need help. 2. When the motels and hotels are full tell the people to come to a central point to register on cards ie. courthouse. Be? locating places public and private for housing the people. Boy Scouts and other serve as guides to move the people to their housing locations. Need coordination point for housing people in nearby Counties. _3. Red Cross has money for feeding - Red Cross and City officials meet to arrange for issuing neal tickets. 4. Arrange for Civil Defense Control of out of City telephone lines in the event of breakdown. (in 1961 only one telephone line out was left). 5. Arrange for coordination with state agencies thru the D.P.S. $. The County -City Helth Department will be ready to provide help to people with health problems. Needed vacanations, medicines - ie for heart, diabetes, ect. 7. Coordinations with units on the coast as to when the people can return to their homes.Re -entry to home counties as to when it becomes approved and advisable can use local radio to broadcast this information. Often can identify a key person for a group from a common area to give the current information. 8. Evacuation orders at the gulf coast may provide about 12 hours of warning for us to become prepared. Police serve as system of supply checks and report.. ie - if milk and bread are low at grocery stores report this and arrangements will be made to secure these from outside our area. 10. All legal local communications will continue to function but keep in touch with the central coordi- nation point. Referral to hospitals when needed. CIVIL DEFENSE MEETING September 1, 1977 1. Judge Vance asked, "do we still have our records from the 1961, Carla ?" Jake answered, "yes, they are packed away." 2. Check with telephone compnay on current status of Civil Defense stand -by telephone lines in the courthouse. 28 of them. .Judge Vance suggested considering these lines should stub -off at the Courtjouse lobby switchboard. Maybe ten lines could be connected to the swithcboard to be ready. 3. Consider Radio Cowinunications between Police, firemen, sheriff, DPS, etc. one unit in courthouse and one on DPS desks. 4. Survey appartments - names, locations, who to contact, phone number. (Hassell Free Program) Perry Switzer. Y.M.C.A. first floor. TAMU has this. 5.
