MEETING - JULY 7, 1977 - 5:00 PM

MAJOR TOPIC: EXERCISE GRASSROOTS, 1977
On July 12, at 10:30 to 11:30 AM a State -wide attack warning
will be conducted.
Mr. Canglose outlined the procedures for implement of those
concerned under the participation of Brazos County in this exercise.
Copies of the purpose and plan were distributed. A copy is attached
to these minutes.
Each law enforcement unit will send the report of their par-
ticipation to this Civil Defense Office for review and the reports will
be forwarded to the Austin DPS Office of Disaster Emergency Services.
Mr. Canglose emphasized that this exercise provides the oppor-
tunity to check the adequacy of the communications functioning and
of the list of those to be notified. Each unit should update and
notify the Civil Defense Office of any corrections.
Department of Public Safety will have all stations acknowledge
receipt of the warning message.
BAD WEATHER SHELTER - Major 1Phelps distributed copies of an
agreement (copy attached) between the Bryan Police Department and the
First Baptist Church to use their building as a public shelter in the
event of stormy weather.
Disoussion developed the need to clarify the protection capability
of the building and the protection from liability in the event the
storm causes damage. A statement of regulations and conditions for
allowing the use of the building was suggested by Mr. Odle. He and
Jake will work on this. One suggestion, pets, guns and alcohol not
allowed in the building.
Jake suggested that additional buildings be identified and made
available for shelter use in Bryan, College Station and TAMU.
James Presswood asked about signs to identify Civil Defense Shelters,
Jake suggested that conditions of signs be reviewed and brought up to date.
Disposal of overage drugs from shelter medical kits will be done
during the shelter supplies inventory the last two weeks of July.

As per our meeting and per your request I have met with Reserve Lt. McCann
and Reserve Lt. Mosley in order to select four Reserve Officers to work at
�_ First Baptist Church in the event this building is used as a public shelter.

We have selected these individuals, met with them to discuss the program,
° and then all seven (7) of us have met with Rev. H. Bailey Stone and toured
the Church.
In the event the Church is opened (or to be opened) you may contact myself
or one of the Reserve Lieutenants and we will in turn contact two (2) of
the Reserve Officers to go to the Church.

SUBJECT: Exercise Grassroots '77
This letter is to advise you of an upcoming State -wide attack warning exercise,
and to request your assistance in meeting the requirements of the exercise.
Entitled "Exercise Grassroots '77 ", the operation will be conducted on July
12, 1977. An exercise plan is attached.
The objectives of the exercise are to: (1) Familiarize participating warning
point personnel with their Attack Warning and Termination of Attack Warning
dissemination responsibilities and actions, and (2) determine amount of time
required to disseminate a warning (CHECKERBOARD) to all NAWAS warning points
and them to those local government warning points (non - NAWAS) as designated
in the state warning plan.
Please make the necessary contacts with the Sheriff's Office and /or Police
Departments in your organization to inform them of their roles in the exer-
cise. Deliver to them the attached forms for their use in reporting receipt
of warning and receipt of termination. These forms should be completed by
each warning point and returned to this office by July 18, 1977.
A separate communication will be made by teletype to your warning point(s)
advising them of the exercise, and telling them that you have the necessary
forms. This will facilitate coordination between you and your warning
points.

EXERCISE PLAN
1. Exercise Name: Exercise Grassroots `77
2. Date and Time: July 12, 1977; 1530Z to 1630Z
3. Schedule of Events:
A. 1530 Zulu - CHECKERBOARD declared and disseminated by the National
Warning Center.
B. 1630 Zulu - Termination of CHECKERBOARD and Fadeout declared and
disseminated.
4. Exercise Terms:
A. CHECKERBOARD - an exercise condition used in civil defense exercises
to simulate an Attack Warning condition.
B. Termination of CHECKERBOARD - an exercise condition used in civil
defense exercises to simulate a termination of an Attack Warning
condition.
C. Fadeout - an exercise term used to terminate an exercise. It may be
declared and disseminated at the same time as a Termination of CHECKER-
BOARD.
D. Zulu (Z) time - Equivalent to Greenwich Mean Time - the mean solar time
at the Greenwich Meridian. Subtract five (5) hours from stated Zulu
time to obtain Central Daylight Time or subtract six (6) hours from
stated Zulu time to obtain Mountain Daylight Time (resultant is local
time based on 24 hour clock).
