Vance Louis Odle North Bardell Elery Ash= Arvin Byrd Jake Canglose Ben Wormeli PRESIDING: Jake Canglose TOPIC: EMERGENCY OPERATING CENTER During the past monthly Civil Defense Meetings emphasis has been given to the need for a functional Emergency Operating Center in the event of a major disaster. Monday, May 16, 1977, at 10:30 AM, Charles Hunter of Waco and Jake Canglose met in the College Station Police Department with Cheif Marvin Byrd, and J.M. Bearver (the man with the plan). They reviewed the plans for the new College Station Police Station to see if a section of it could qualify for Federal Aid as an S.O.C. It developed that Brayn- College Station is now rated in category three requiring 15 P.S.I. protection and this would of reach because of the cost of 1/2 the amount need to be put up by College Station to qualify for Federal Matching Funds. Category our previous rating has been one. At this May 17, 1977, meeting it was felt that an E.O.C. in the Bryan - College Station, Brazos County Area that meets the nuclear blast category three requirements is probably out of reach now. Natural disaster Emegerency Operating Centers are scheduled for im- provements in Bryan and College Station. The need for a Central Brazos County, Bryan and College Station Emer- gency Operation Center was acknowledged, this would come into operation in the event that a disaster extended beyond the capacity of either City E.O.C. to handle. It was decided that a Central E.O.C. should be considered in present building that may be suitable and especially when new buildings are being constructed for either city or the county. The proposed new jail was suggested. Communications facilities with standby power are a primary essential for an effective E.O.C. Bryan, College Station, and the Brazos County Sheriff use different radio wave lengths. A central E.O.C. will need to be able to communicate with all three. The sheriff's radio wavelength matches that of the Department of Public Safety (DPS). The population of Brazos County is considered to be 93,000. This figure is used in determining Revenue Sharring Funds and is determined on a for- mula basis.
